On August 23, the Chairman of the People's Committee of Nghe An province, Head of the Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense of Nghe An province, issued an urgent dispatch prohibiting ships and boats from going out to sea during typhoon No. 5.

To ensure the safety of fishermen and vessels, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense requests the Chairmen of the People's Committees - Heads of the Steering Committees for Disaster Prevention and Search and Rescue of coastal communes and wards; the Border Guard Command, the Provincial Military Command; the Head of the Fisheries and Fisheries Inspection Sub-Department and the heads of relevant units to urgently implement the following:

All ships, boats, and transport vehicles are prohibited from going out to sea starting at 5:00 AM on August 24th. Ships and boats currently operating at sea must return to shore and anchor safely before 10:00 AM on August 24th.

The Chairman of the People's Committee of Nghe An province requested: Use all means and methods to inform ships and boats at sea about the storm's developments, guide and urge them to return to safe shelters or move out of dangerous areas. Guide ships and boats to anchor in safe shelters (including tourist boats and cargo ships); organize the relocation and anchoring of aquaculture cages and floating houses to ensure safety.

According to a report from the Provincial Border Guard Command, Nghe An province has 2,918 vessels with 13,240 workers directly involved in seafood fishing. As of 10:00 AM on August 23rd: The number of vessels anchored at the docks was 2,501, with 10,638 workers.

There are 415 vessels operating at sea, with 2,599 workers. Of these, 13 vessels with 52 workers are operating in the Paracel Islands; 195 vessels with 1,603 workers are operating in the Gulf of Tonkin; 205 vessels with 896 workers are operating off the coast of Nghe An province; and 2 vessels with 8 workers are operating outside the province (in the waters of Ho Chi Minh City).

Currently, no fishing vessels are out of contact; no fishing vessels are operating in the danger zone. All vessels operating at sea have received notification of the location and direction of Typhoon No. 5.

According to weather forecasts from the Nghe An Provincial Meteorological and Hydrological Station, this morning (August 23), the tropical depression in the eastern part of the North East Sea has strengthened into a typhoon - typhoon number 5 (international name: Kajiki); At 07:00 on August 23, the typhoon's center was located at approximately 17.2 degrees North latitude; 116.6 degrees East longitude, about 480 km east-northeast of the Hoang Sa Special Economic Zone. The strongest winds near the center of the typhoon reached level 8, gusting to level 10; moving in a west-northwest direction at a speed of about 25 km/h.

Due to the influence of the storm, forecasts indicate that from the afternoon of August 24th, the sea area of ​​Nghe An province (including Hon Ngu island) will experience increasingly strong winds, reaching levels 6-8, then increasing to levels 9-10, and near the storm's center reaching levels 11-12, with gusts up to level 15; sea waves will be 4.0-6.0m high, and near the storm's center 6.0-8.0m high, with extremely rough seas. Coastal areas of Nghe An province will experience storm surge of 0.5-1.0m, with water levels at Hon Ngu reaching 3.3-3.7m.
