(Baonghean.vn) - Regarding the allocation of forest land, working with Quy Chau district on the afternoon of September 6, Ms. Cao Thi Xuan - Vice Chairwoman of the National Assembly's Ethnic Council requested priority for poor households and ethnic minorities.

Continuing the working program in Quy Chau district, on the afternoon of September 6, the National Assembly's Ethnic Council worked with the district People's Committee on the situation and results of implementing legal policies on land and forest allocation to communities and households in ethnic minority and mountainous areas in the period 2006 - 2016. On the side of the Supervisory Delegation, there was Ms. Cao Thi Xuan - Vice President of the National Assembly's Ethnic Council as Head of the Delegation and members of the National Assembly's Ethnic Council, experts from the Ethnic Department (National Assembly Office), representatives of the Central Highlands Steering Committee, Ministry of Agriculture and Rural Development.

On the side of Nghe An province, there were representatives of the Standing Committee of the People's Council; the National Assembly Delegation; leaders of the departments and branches: Agriculture and Rural Development; Natural Resources and Environment; Provincial Ethnic Committee; Forestry Sub-Department; leaders of Quy Chau district and related departments and branches.

From 2006 to 2016, Quy Chau district assigned 78 village communities to manage 1,418.31 hectares of forest land, reaching 100% of the plan. This entire area has not been granted land use right certificates.

During the same period, the district also allocated 8,335 households with a total of 40,023 hectares of forest land. Currently, 4,250 households with 20,516.728 hectares have been granted land use rights (accounting for 51%).

After being allocated land and forests, communities and households have organized management and protection in accordance with regulations. The area of ​​planted forests increased from 815.5 ha (2006) to 1,623.1 ha (2016); forest cover increased from 70.4% to 74.6% respectively. The rights of communities and households have been implemented relatively fully and promptly. Forest planters, forest protection and protection workers benefit from forest products and payments for forest environmental services.

From the above facts, the People's Committee of Quy Chau district assessed that the policy of allocating forests to communities and families is suitable for practical requirements and is supported by the people. Thanks to that, it contributes to solving employment and improving living standards, while forest management and protection are carried out quite seriously.

On that basis, the District People's Committee recommends that the Government and ministries and branches have policies and mechanisms to support funding sources and convert some areas of natural forests so that people have land for production. Create conditions for preparing dossiers to issue certificates of forest land use rights for people, continue to review the area of ​​forest farms in the area, and transfer important protective forest land to localities to allocate to poor households and ethnic minorities who lack land for production.

Members of the National Assembly's Ethnic Council's Supervisory Delegation and Mr. Nguyen Thanh Hien - Deputy Head of the National Assembly Delegation of Nghe An province questioned a number of related issues such as: Clarifying the use of 16,000 hectares of forest land; responsibility for the delay in granting Forestry Land Use Rights Certificates; specifying the entities managing the forest area; income from forest protection and conservation; the relationship between people and Quy Chau Forestry Enterprise, Co Ba Forestry Enterprise and solutions to solve the problem of lack of production land.
