The People's Committee at the commune level is authorized to certify documents issued by foreign countries.
The Government issued Decree No. 07/2025/ND-CP amending and supplementing a number of articles of the Decrees in the fields of civil status, nationality, and authentication.

Decree No. 07/2025/ND-CP amends and supplements Point a, Clause 2, Article 5, Decree No. 23/2015/ND-CP on the authority and responsibility for certification of the People's Committees of communes, wards and towns.
Accordingly, the People's Committee at the commune level has the authority and responsibility to certify copies from originals of documents and papers issued or certified by competent agencies and organizations of Vietnam; competent agencies and organizations of foreign countries; competent agencies and organizations of Vietnam in association with competent agencies and organizations of foreign countries.
Thus, instead of only being allowed to authenticate documents and papers issued by Vietnamese agencies, Decree No. 07/2025/ND-CP has supplemented the authority and responsibility of the People's Committee at the commune level in authenticating copies from the original documents and papers issued or certified by competent foreign agencies and organizations.
Can present Electronic ID to authenticate contracts and transactions
Clause 1, Article 36, Decree No. 23/2015/ND-CP stipulates that when carrying out procedures for notarizing contracts and transactions, the person requesting notarization must submit a copy of the person requesting notarization's valid ID card or Passport.
The above regulation has been amended and supplemented in Decree No. 07/2025/ND-CP in the direction that the person requesting certification may only need to present an electronic ID card to carry out the procedures for certifying contracts and transactions. Specifically, Decree No. 07/2025/ND-CP stipulates as follows:
The person requesting authentication must present the original or a certified copy of the Identity Card/Citizen Identification Card/Identification Card/Identification Certificate or Passport, entry and exit documents/valid international travel documents, or present an electronic Identity Card and submit 01 set of authentication request documents, including the following documents:
a) Draft contracts and transactions;
b) A copy with the original for comparison of the certificate of ownership, right to use or a replacement document as prescribed by law for assets that the law requires to register ownership or right to use in case of contracts or transactions related to such assets; except in cases where the testator's life is threatened by death.
