With the pandemic subsiding and Covid-19 officially classified as a Group B infectious disease, many people believe that the construction of a Covid-19 treatment and isolation facility, costing over 2 billion VND, by the People's Committee of Nghi An commune (Vinh city) is unnecessary and a waste of resources.
Regarding this issue, Mr. Chu Van Mai, Chairman of the Nghi An Commune People's Committee, stated: The decision posted on social media is genuine. However, the essence of the matter is not as stated; the name of the project, "treatment house - isolation area for COVID-19 prevention," has caused misunderstanding.
According to Mr. Chu Van Mai: In 2021, when the epidemic broke out, the Government had a policy of building mobile medical stations and isolation areas to combat the Covid-19 epidemic. Nghe An province and Vinh city directed localities to implement measures and solutions to ensure the health and safety of the people.
At this time, the Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Nghi An commune have met and unanimously agreed on the policy of constructing a treatment house and isolation area for epidemic prevention and control (Covid-19...), based on the principle of mobilizing legal resources and a portion of the local budget. The treatment house and isolation area for epidemic prevention and control (Covid-19...) is located within the premises and is part of the facilities of the Nghi An Commune Health Station.
It should be added that the Nghi An Commune Health Station, built in the 1980s, is now severely dilapidated. The practical need is to invest in building a new health station to ensure safety and quality, contributing to the treatment and primary healthcare of the people. However, the commune's budget is currently limited, making the construction of a new station impossible at this time.
Therefore, the essence of the project is to build additional treatment rooms at the commune health station to serve the primary healthcare needs of the people. When an epidemic occurs, these rooms will function as isolation facilities to prevent and control community outbreaks.
After agreeing on the construction plan, the Nghi An Commune Party Committee assigned the Commune People's Committee to implement the investment and construction procedures; and tasked the Commune Fatherland Front with calling on philanthropists to contribute. As a result, 2 billion VND was raised for the construction of the project.
By August 2023, the People's Committee of Nghi An commune had completed the approval of the economic and technical report, and then organized a public online bidding process in accordance with the correct procedures. On October 12, 2023, the People's Committee of the commune issued Decision No. 230/QD-UBND approving the results of the contractor selection for package No. 05: Construction of the project "Construction of a treatment house - Isolation area for COVID-19 prevention and control".
“The reason the project name “Treatment Center - Isolation Area for COVID-19 Prevention and Control” was not adjusted is due to its connection with the initial application for funding and financial procedures. We acknowledge this oversight, which is inconsistent with the name approved by the City People's Committee in the Planning and the assessment document from the Urban Management Department: Construction of a treatment center - isolation area for COVID-19 prevention and control....”
"Taking into account feedback from the public, the People's Committee of Nghi An commune will coordinate with relevant units to study and adjust the name of the project to suit the current situation," said Mr. Chu Van Mai.
An examination of the current state of Nghi An Commune Health Station reveals that its facilities are severely dilapidated. Built in 1984, after 39 years of use and three patchwork repairs, the functional rooms of the station do not meet the required area; the ceilings are leaking, the walls are damp and moldy, failing to ensure proper functionality and hygienic conditions for disease prevention.
Nguyen Thi Lieu, head of Nghi An Commune Health Station, expressed: “The staff and medical personnel of the station are very happy that the construction project has commenced. When the project is completed, the station will have 7 new functional rooms. The station will arrange these functional rooms and treatment rooms such as a pharmacy, examination room, and hospital beds to ensure good primary healthcare and treatment for the people.”
