The Standing Committee of the National Assembly is considering the plan for reorganizing provincial-level administrative units.
At its 46th session, the Standing Committee of the National Assembly will give its opinion on: the draft Law amending and supplementing a number of articles of laws in the field of national defense and security; the plan for rearranging provincial-level administrative units in 2025...

The National Assembly Office announced that the 46th session of the National Assembly Standing Committee is scheduled to take place over six days (June 3-6, 2025 and June 9-10, 2025) in the Tan Trao meeting room, National Assembly building.
National Assembly Chairman Tran Thanh Man delivered the opening remarks and, along with the Vice Chairmen of the National Assembly, took turns presiding over the session's agenda.
At this session, the Standing Committee of the National Assembly will devote considerable time to legislative work.
Specifically, the Standing Committee of the National Assembly will provide feedback on the acceptance, explanation, and revision of: the draft Law amending and supplementing a number of articles of the Law on the Organization of People's Courts; the draft Law amending and supplementing a number of articles of the Civil Procedure Code, the Administrative Procedure Law, the Juvenile Justice Law, the Bankruptcy Law, and the Law on Mediation and Dialogue in Courts; the draft Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations; and the draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality.
The Standing Committee of the National Assembly also gave opinions on the draft Law on Organization of Local Government (amended); the draft Law on Cadres and Civil Servants (amended); the draft Law on Chemicals (amended); the draft Law on Atomic Energy (amended); the draft Law amending and supplementing a number of articles of the Law on Advertising; the draft Law on Special Consumption Tax (amended); the draft Law on Corporate Income Tax (amended); and the draft Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies.
The draft laws considered and commented on by the Standing Committee of the National Assembly at the session included: the draft Law on Employment (amended); the draft Law on Personal Data Protection; the draft Law amending and supplementing a number of articles of the Law on the Organization of the People's Procuracy; the draft Law on State Capital Management and Investment in Enterprises; the draft Law amending and supplementing a number of articles of the Law on Bidding, the Law on Investment under the Public-Private Partnership Method, the Law on Customs, the Law on Export and Import Taxes, the Law on Investment, the Law on Public Investment, the Law on Management and Use of Public Assets; the draft Law on Teachers; and the draft Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy.
Additionally, there are draft laws amending and supplementing certain articles of the Enterprise Law; draft laws amending and supplementing certain articles of the State Budget Law (amended); draft laws on the Digital Technology Industry; draft laws on Science, Technology and Innovation; draft laws amending and supplementing certain articles of the Vietnamese Nationality Law; draft laws amending and supplementing certain articles of the Planning Law; draft laws amending and supplementing certain articles of the Law on Credit Institutions; draft laws amending and supplementing certain articles of the Criminal Code (amended); and draft laws amending and supplementing certain articles of the Criminal Procedure Code.
At the same time, the Standing Committee of the National Assembly will give opinions on: the draft Law amending and supplementing a number of articles of laws in the field of national defense and security; the plan for rearranging provincial-level administrative units in 2025; consider and approve in principle the resolutions on rearranging commune-level administrative units in 2025; the draft Resolution of the National Assembly on amending or abolishing the mechanism for managing special financial and income of state administrative agencies and units; and the draft Resolution of the National Assembly on piloting some special mechanisms and policies for investment in the development of the railway system.
The Standing Committee of the National Assembly will also consider and approve: the Ordinance amending Article 10 of the Population Ordinance No. 06/2003/PL-UBTVQH11, which has been amended and supplemented by Ordinance No. 08/2008/PL-UBTVQH12; the Resolution stipulating the Regulations on coordination between the National Assembly Office and the Standing Committee of the National Ethnic Council and the Committees in the management of civil servants in specialized departments and ensuring the operating conditions for the National Ethnic Council and the Committees of the National Assembly; and the Resolution of the Standing Committee of the National Assembly stipulating the implementation of personnel management for full-time National Assembly deputies, the performance of duties of National Assembly deputies, and full-time National Assembly deputies.
Along with that are the Resolution amending and supplementing a number of articles of Resolution No. 44/2024/UBTVQH15 dated February 5, 2024 of the Standing Committee of the National Assembly stipulating emulation and commendation for National Assembly deputies, National Assembly agencies, agencies under the Standing Committee of the National Assembly and officials and civil servants under the management authority of the Standing Committee of the National Assembly; the Resolution replacing Resolution No. 283/2021/NQ-UBTVQH15 dated August 27, 2021 of the Standing Committee of the National Assembly on promulgating the model working regulations of the Ethnic Council and the Committees of the National Assembly; and the Resolution guiding the organization of the National Assembly delegations and People's Councils at all levels for the 2021-2026 term after the reorganization of administrative units.
