Taking advantage of her husband working at a provincial hospital, Le Thi Tuyet “bragged” that she had the ability to “run jobs” at hospitals for anyone in need. It is worth mentioning that Tuyet committed fraud over a long period of time, with many victims. This woman’s fraudulent behavior caused many victims to fall into dire straits, losing both money and the opportunity to find another job.

Super scammer "brags" to get a job in the medical industry

Le Thi Tuyet (born in 1979), residing in Nghi Kim commune, Vinh city (Nghe An) is a freelance worker. Although she does not have a stable job, Tuyet has a talent for "bragging". This woman said that she has the ability to "run" jobs for those in need at the hospital. Tuyet gave the victim information that her husband works at a provincial hospital and that she knows many leaders in the medical sector to gain her trust.

With the above tricks, this woman has successfully deceived many victims. It is worth mentioning that Tuyet's fraudulent behavior has been punished by the authorities. The first sentence that Le Thi Tuyet received was 6 years and 6 months in prison in 2016. Of which, 5 years in prison for Fraudulent appropriation of property and 1 year and 6 months in prison for Abuse of trust to appropriate property.

During her prison sentence, Le Thi Tuyet was found to be involved in a hospital job scam. Therefore, in 2021, Tuyet was sentenced to 20 years in prison by the People's Court of Nghe An province. The total sentence of the previous sentences forced Le Thi Tuyet to serve a total sentence of 26 years and 6 months in prison.

However, this woman’s fraudulent behavior did not stop at those sentences when the investigation agency determined that Tuyet had committed many other job scams. That is the reason why when Tuyet was serving her prison sentence at Prison No. 6 - Ministry of Public Security, she was extracted and brought to the temporary detention center of Nghe An province police to serve the investigation.

In this crime, Le Thi Tuyet and Truong Tuan Nga (born in 1948, residing in Dong Vinh ward, Vinh city) tricked many people into getting jobs at the hospital. Accordingly, when he learned that Tuyet's husband worked at the hospital, Mr. Nga asked "Can you get jobs for the children at hospitals in the province?".

Le Thi Tuyet confirmed “yes” and told Nga “just bring the documents for inspection first, if it is approved, I will respond”, and also said that the price for “applying for a job” depends on each hospital, ranging from 200 to 250 million VND.

After agreeing on the price and method, the two committed the fraud. Tuyet and Nga “boasted” of having close relationships with leaders of the Nghe An Department of Health and leaders of hospitals in the province to promise and commit to finding jobs for those in need. Believing the words of the subjects, many victims “fell into the trap”, including Mr. Ho VL.

Mr. L. is the head of a medical station in a commune in Quynh Luu district, and met Truong Tuan Nga in mid-2017. Introduced by Mr. Nga as a retired doctor from Military Hospital 108, having close relationships with leaders of the medical sector, and being able to find jobs for those who need to work at hospitals in Nghe An, Mr. L. told Nga: "My friends have children who have graduated from medical school but have not found a job yet, please help me."

Nga accepted and required a college degree or higher, and the full amount of money to help, and quoted a price of 250 million VND for each “job run” with the condition that the exam regulations were not violated. Mr. Nga also promised “100% guarantee, if not, double the money will be refunded”.

Before Nga's firm promise, Mr. L. called some friends about the possibility of getting jobs and said that each "job" at the hospital cost from 300 to 320 million VND. Mr. L. received money to get jobs for 3 people and then gave the money to Nga.

However, in reality, Tuyet and Nga could not find jobs for anyone. Waiting for a long time without being called to work, the workers began to suspect. When they realized they had been scammed and could not get their money back, the victims reported to the police about the fraudulent behavior of Truong Tuan Nga and Le Thi Tuyet.

The investigation agency determined that from June 2016 to September 2017, Nga and Tuyet defrauded 6 victims with a total amount of 1 billion 350 million VND. Of which, Le Thi Tuyet, through Nga, appropriated more than 826 million VND from 4 victims. Nga alone appropriated more than 523 million VND from 2 victims.

Case upon case

With the above behavior, recently the People's Court of Nghe An province opened a first-instance trial of the two defendants Le Thi Tuyet and Truong Tuan Nga for the crime of Fraudulent appropriation of property. Because the defendant Nga is suffering from terminal cancer, the authorities have summoned her to court many times but she has not complied, so the court decided to try her in absentia.

Unlike the court appearance in early 2021, this time defendant Le Thi Tuyet looked much thinner. The female defendant appeared tired and repeatedly asked the panel of judges to let her sit during the questioning.

At the trial, defendant Tuyet admitted to committing the fraud for greed. The defendant said she had spent all the money she had embezzled. However, she did not say what she had spent it on.

A victim who came to court stated that the defendant’s actions had caused them to lose a large sum of money. Not to mention that because of their trust, they had lost the opportunity to find another job for a long time. When asked to return the money to the victims, the defendant stated that she was in prison and was currently unable to repay the debt. The female defendant apologized to the victims and asked the court to consider granting her leniency under the law.

Based on a comprehensive review of the documents and evidence in the case file that were debated at the trial; assessing the nature, extent of the crime, the position and role and mitigating circumstances of the defendants, the Trial Panel sentenced the defendant Truong Tuan Nga to 8 years in prison for the crime of Fraudulent appropriation of property.

Sentenced defendant Le Thi Tuyet to 13 years in prison, plus the sentence of 26 years and 6 months in prison currently serving, forcing this defendant to serve a total sentence of 30 years in prison.(According to Article 55 of the 2015 Penal Code, the decision on punishment in cases of committing multiple crimes. If the sentences imposed are all non-custodial reform or fixed-term imprisonment, those sentences will be added together into a common sentence; the common sentence must not exceed 3 years for non-custodial reform, 30 years for fixed-term imprisonment).In civil matters, the court ordered the defendants to compensate the victims.

There were up to 3 convictions for fraud and property appropriation, which is the female defendant's disregard for the law. Defendant Tuyet's actions caused many victims to lose both money and job opportunities because they listened to this super scammer's empty promises.

Through the above incident, people need to be extremely vigilant when looking for a job, especially when there is a request for advance payment in any form. Verifying employer information through official channels and refusing unclear invitations is necessary to protect yourself from increasingly sophisticated scams. When detecting unusual signs, people should immediately report to the authorities to promptly prevent and handle according to the law.
