The role of the Party Committee Secretary in communicating the Central Committee Resolution No. 4.

(Baonghean) - Recently, the implementation of studying and understanding Resolution No. 4 of the Central Committee (12th term) on strengthening Party building and rectification in many localities has been carried out enthusiastically and actively, with new points compared to previous resolution study sessions.

Enhancing the accountability of leaders

Anh Son is the first locality in the province to complete the organization of the dissemination, study, and self-criticism of the District Party Committee's Standing Committee in accordance with the spirit of Resolution No. 4 of the Central Committee (12th Congress). Comrade Dang Thanh Tung, Secretary of the Anh Son District Party Committee, stated that to effectively implement the dissemination and study of Resolution No. 4 of the Central Committee (12th Congress), first and foremost, the Party committee secretary must quickly grasp the content and spirit of the Resolution and the directives and guidance from higher levels in order to implement them in their unit and locality.

Regarding this matter, I myself have set an example and implemented it first. This spirit has been instilled in the team of commune-level secretaries, and under the deployment and guidance of the District Party Committee's Propaganda Department, by February 3rd, 62 out of 62 grassroots Party organizations had completed studying and understanding the Resolution, achieving 100%.

Having been entrusted with the responsibility of implementing a major Party Resolution for the first time, and despite successfully completing the task, Comrade Nguyen Van Thuy, Secretary of the Hoa Son Commune Party Committee, still feels a mix of nervousness and pride when recalling the process.

Comrade Thuy stated: “Having been assigned such an important task, I couldn't help but feel anxious. Therefore, after studying and receiving the documents of the Resolution, I immediately began preparing thoroughly, both in terms of the content of the 'curriculum' and relating it to the practical situation in my locality, especially the 27 manifestations pointed out in the Resolution. And in reality, the study session received a high level of support and agreement from more than 200 Party members from 16 Party branches in the commune.”

Following the Provincial Party Committee's plan, Nghi Loc district issued a plan on December 27, 2016, for studying, understanding, and implementing the Resolution of the Fourth Plenum of the Central Committee of the Communist Party of Vietnam (12th term). The plan clearly stated that secretaries and heads of local Party committees and units are primarily responsible for disseminating and understanding the Resolution and the action plan for implementing it within their respective Party committees and branches; and for directly understanding Resolution No. 4 (12th term) on strengthening Party building and rectification, preventing and repelling ideological and political degradation, moral decay, and lifestyle deviations, as well as manifestations of "self-evolution" and "self-transformation".

Embracing that spirit, in Nghi Van commune, after receiving the district's plan, the commune Party Committee developed a study plan for the Executive Committee and the entire Party organization. Of the 316 Party members, excluding those working far away and unable to attend, over 90% of the Party members participated seriously in the study. Sharing about the new aspects of this study and dissemination session, Comrade Le Viet Tuan - Secretary of the commune Party Committee - said: “With Resolution No. 4 of the Central Committee (12th term), the Secretary of the commune Party Committee himself served as the speaker. This requires the Party Committee Secretary to be truly thoughtful, thoroughly study the document, adhere closely to the content of the Resolution, and avoid lengthy and rambling presentations. Furthermore, the Party Committee Secretary himself had to draft the action program, tailored to the specific characteristics of his locality.”

However, for Party committee secretaries with limited communication skills and the ability to effectively implement resolutions, the requirement for the head of the organization to directly carry out the implementation will lead to inefficiency. Therefore, some localities have flexibly assigned district-level speakers to conduct the implementation.

Comrade Ngo Dinh Hung, Head of the Propaganda Department of the Anh Son District Party Committee, shared: “Most of the Party committee secretaries are capable individuals who can effectively implement the Party's resolutions. Only a few, for various reasons, need a higher-level speaker to deliver the message. Regardless of who takes on the role, it is to ensure the quality of this extensive political study and activity session for the entire Party and the entire population.”

"Softening" the resolution

Speaking about assigning the responsibility of implementing the Party's resolution to the team of Party committee secretaries, Comrade Nguyen Van Thuy - Secretary of the Party Committee of Hoa Son commune (Anh Son district) said that this is a very effective policy. Because with the 27 very specific manifestations outlined in the Resolution, the Party committee secretary is the person most closely involved with the grassroots, units, and localities. This will help in accurately connecting and "examining" the vibrant reality, identifying the right people, the right tasks, and "diagnosing the right problems" of both collectives and individuals to illustrate and relate to the contents of the Resolution. This also creates the conditions for conducting the next step, which is the quality and effectiveness of collective and individual self-criticism, in accordance with the spirit of the Resolution.

Similarly, in Nghia Hong commune (Nghia Dan district), to implement and study Resolution No. 4 of the Central Committee (12th Congress), Comrade Nguyen Dinh Thai - Secretary of the Commune Party Committee - directly "taught" the content, integrating into the lecture the characteristics and situation closely related to the locality and the practical situation at the grassroots level, applying relevant content to analyze and clarify manifestations, and providing specific, easy-to-understand illustrative examples.

As a result, for the target audience of the resolution, which are local Party members, Resolution No. 4 of the 12th Party Congress is "softer" and easier to implement, receiving much positive feedback. For example, after participating in the study of the resolution, Party member Le Khac Luyen, former Secretary of the Party Committee of a state-owned enterprise in the area, commented: "The study and dissemination of Resolution No. 4 of the 12th Party Congress was organized systematically by the Nghia Hong Commune Party Committee, attracting a large number of Party members and achieving relatively good quality. Through this study and understanding, Party members clearly see the high determination of the Politburo and the Central Committee of the Party to make the cadre and Party members cleaner, and to enhance the role and responsibility of the heads of Party committees, so we are very reassured and enthusiastic."

Throughout the province, most localities and units have implemented the Resolution in the right direction, emphasizing the role of the heads of Party committees and heads of agencies and units in analyzing and clarifying the contents of the Resolution. After inspection and supervision in several localities and units, Comrade Kha Van Tam - Deputy Head of the Provincial Party Committee's Propaganda Department - assessed: "Some localities have implemented the study and dissemination of the Resolution in a systematic and high-quality manner, such as Anh Son, Nghia Dan, Tan Ky, and the Party Committee of the Provincial Agencies Bloc..."

Nevertheless, some localities still "boast" about inviting senior speakers to deliver presentations, without realizing that this is inconsistent with the spirit of the Politburo's Directive 01 on studying, understanding, disseminating, and implementing the Resolution of the 12th National Congress of the Party. The head of the Party committee acting as a speaker not only demonstrates personal responsibility but also determines the success of concretizing the Resolution to suit their locality.”
