The role of Party secretaries in communicating Central Resolution 4

(Baonghean) - Recently, the implementation of studying and thoroughly grasping the Resolution of the 4th Central Committee (12th tenure) on strengthening Party building and rectification in many localities has been carried out enthusiastically and actively with new points compared to previous resolution study sessions.

Increase the responsibility of leaders

Anh Son is the first locality in the province to complete the organization of dissemination, study and review of the District Party Committee Standing Committee in the spirit of Resolution 4 of the Central Committee (12th term). Comrade Dang Thanh Tung - Secretary of Anh Son District Party Committee said that in order to effectively implement the dissemination and study of Resolution 4 of the Central Committee (12th term), first of all, the Party Committee Secretary himself must quickly grasp the spirit of the Resolution and the direction and guidance of the superiors to implement it in his unit and locality.

Regarding this, I myself determined and have set an example in implementing it first. This spirit was thoroughly instilled in the team of commune-level secretaries and under the implementation and guidance of the District Party Committee's Propaganda Department, by February 3, 62/62 grassroots party organizations had completed studying and thoroughly understanding the Resolution, reaching 100%.

For the first time being assigned the responsibility of implementing a major Resolution of the Party, although he had completed the task well, when recalling the implementation process, comrade Nguyen Van Thuy - Secretary of the Hoa Son Commune Party Committee still had many emotions of excitement mixed with pride.

Comrade Thuy said: “I was assigned an important task so I couldn’t help but worry. Therefore, after studying and receiving the documents of the Resolution, I immediately started to carefully prepare both the content of the “curriculum” as well as the connection with the reality in my locality corresponding to the content of the dissemination, especially with the 27 manifestations that the Resolution pointed out. And in reality, the study session received the high response and agreement of more than 200 party members from 16 party cells in the commune.”

Implementing the plan of the Provincial Party Committee, Nghi Loc district issued a plan to study, disseminate and deploy the Resolution of the 4th Conference of the Party Central Committee (12th tenure) on December 27, 2016, clearly stating the requirement for secretaries and heads of localities and units to take primary responsibility in disseminating and disseminating the Resolution and the program and action plan to implement the Resolution of their Party Committees and Party cells; directly disseminate the Resolution of the 4th Central Committee (12th tenure) on strengthening Party building and rectification, preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation".

Grasping that spirit, in Nghi Van commune, after receiving the district's plan, the Commune Party Committee has built a study plan in the Executive Committee and the entire Party Committee. Of the 316 Party members, except for those who are working far away and cannot attend, more than 90% of the Party Committee have seriously participated in the study. Sharing about the new features in this study and dissemination session, comrade Le Viet Tuan - Secretary of the Commune Party Committee said: "With the Resolution of the 4th Central Committee (12th term), the Secretary of the Commune Party Committee himself is the reporter. Thus, it requires the Party Committee Secretary to be really thoughtful, to study the document carefully, closely follow the content of the Resolution, and avoid long-winded and rambling presentations. In fact, no one else but the Party Committee Secretary himself must draft an action program, suitable to the characteristics of the local situation."

However, for Party secretaries with limited ability to express and to fully understand the Resolution, meeting the requirement that the leader must directly implement it will lead to inefficiency. Therefore, some localities have flexibly arranged for district-level reporters to implement it.

Comrade Ngo Dinh Hung - Head of the Propaganda Department of Anh Son District Party Committee shared: "Most of the Party secretaries are competent people, capable of thoroughly grasping the Party's resolutions, only a few, for some reasons, need to report to higher-level reporters to implement on their behalf. And whoever takes charge is to ensure the quality of this extensive political study and activity session of the entire Party and people."

"Soften" the resolution

Regarding the assignment of the responsibility of implementing the Party's resolution to the Party Committee Secretaries, comrade Nguyen Van Thuy - Party Committee Secretary of Hoa Son Commune (Anh Son) said that this is a very effective policy. Because with 27 very specific manifestations that the Resolution has pointed out, the Party Committee Secretary is the one who is closest to the grassroots, unit, and locality, so it will help to connect, "reflect" accurately on vivid reality, the right person, the right job, "correctly diagnose the disease" of both the collective and individuals to illustrate and connect with the contents pointed out in the Resolution. This is also the condition that creates the premise for the next step to be carried out with quality and effectiveness, which is to review the collective and individuals in the spirit of the Resolution.

Similarly, in Nghia Hong commune (Nghia Dan), to implement and study the Central Resolution 4 (term XII), comrade Nguyen Dinh Thai - Secretary of the Commune Party Committee was the one who directly "taught the class" to convey the contents, integrating into the lecture the characteristics and situations closely related to the locality associated with the practice at the grassroots level, applying the current real-life contents to analyze and clarify the manifestations, giving specific and easy-to-understand illustrative examples.

Thanks to that, for the target audience of the resolution, which are party members operating in the locality, the Central Resolution 4 (term XII) is "softer" and easier to apply in life, receiving many positive responses. For example, after participating in studying the resolution, party member Le Khac Luyen, former Party Secretary of a state-owned enterprise in the area, commented: "The study and implementation of the Central Resolution 4 was organized systematically by the Nghia Hong Commune Party Committee, attracting a large number of party members to participate, achieving relatively good quality. Through this study and implementation, party members clearly see the high determination of the Politburo and the Central Executive Committee of the Party, aiming to make the contingent of cadres and party members cleaner, and to enhance the role and responsibility of the heads of the Party Committees, so we are very assured and excited".

In the whole province, most localities and units have implemented in the right direction, "emphasizing" the role of the heads of Party committees, heads of agencies and units in analyzing and clarifying the contents of the Resolution. Through inspection and supervision in a number of localities and units, comrade Kha Van Tam - Deputy Head of the Provincial Party Committee's Propaganda Department assessed: "Some localities have implemented the study and dissemination of the Resolution in a systematic and quality manner such as Anh Son, Nghia Dan, Tan Ky, the Party Committee of the Provincial Agencies Bloc...

However, there are still some localities that "show off" by inviting reporters from higher levels to convey, without realizing that this is not in line with the spirit of Directive 01 of the Politburo on studying, grasping, propagating, and implementing the Resolution of the 12th National Congress of the Party. The head of the Party Committee who plays the role of reporter not only demonstrates his own responsibility, but also determines the success of concretizing the Resolution in accordance with his locality.
