The role of Party committees in double-digit growth.

Leveraging advantages to open up opportunities for development.

Hai Chau commune was established by merging four communes: Dien Hoang, Dien My, Dien Kim, and Hung Hai, located in the former Dien Chau coastal area. While initially lacking significant foundations for breakthroughs, with over 13 km of coastline and a coastal economic route running through it, Hai Chau commune has the potential to unlock new growth drivers from tourism, trade, services, industry, and the marine economy.

Based on that understanding, the Resolution of the First Party Congress of Hai Chau Commune, term 2025-2030, sets the target of an average annual growth rate of 13-14%. To realize this goal, the Party Committee does not choose a scattered development approach but focuses on areas that have the potential to create momentum and a ripple effect.

According to Comrade Le Duc Phat, Secretary of the Party Committee and Chairman of the People's Council of Hai Chau commune: The locality has identified three key directions: developing tourism and trade in Hon Cau and Dong Ghenh; services and trade along the coastal economic route; and industry and handicrafts. Along with this, the focus is on developing the marine economy linked to seafood processing; converting to high-value crops, producing goods for the market, strengthening linkages, and developing household and cooperative economies.

Notably, the commune Party Committee issued Project No. 07 on the development of coastal tourism associated with resort and spiritual tourism for the period 2026-2030, with a vision to 2035. Beyond exploiting the advantages of its beaches, Hai Chau commune aims to connect the sea with historical sites, cultural and spiritual spaces, traditional craft villages, and distinctive products to create tourism products, tours, and routes; in which, Hon Cau is identified as a point requiring fundamental transformation.

From that perspective, more than 200 dilapidated and run-down kiosks along the coast of Hon Cau have been resolutely dealt with and removed to improve the landscape and create favorable conditions for attracting investment. "To create new momentum, we must first address the old bottlenecks," emphasized Comrade Le Duc Phat.

The Party Committee of Hai Chau commune also issued a plan to attract investment associated with infrastructure development; prioritizing transportation routes connecting Hon Cau with cultural and spiritual sites. Since the new commune became operational, Hai Chau commune has included 53 projects in its public investment plan; currently, 15 projects are underway and 9 projects have received investment approval. By the end of August 2026, nearly 56 out of 71.6 billion VND had been disbursed, reaching 78.2%.

Recognizing that good resource management is a crucial condition for sustainable growth, the Hai Chau commune Party Committee issued two resolutions on strengthening land management, accelerating land surveying and mapping, and completing the land database. By the end of August, over 90% of land data had been reviewed and standardized. Another requirement set by Hai Chau commune is to work alongside the people and businesses – the direct drivers of growth.

From streamlining administrative procedures and facilitating access to policies to resolving obstacles in investment, production, and business, localities prioritize addressing issues within their jurisdiction promptly; at the same time, they proactively coordinate with all levels and sectors to resolve bottlenecks beyond their authority. This creates a favorable environment for economic entities to confidently invest and expand production and business.

To ensure double-digit growth, in addition to identifying areas with the potential to generate momentum and spillover effects to focus on directing and removing bottlenecks, local Party committees and authorities should strengthen land resource management and work alongside people and businesses in the development process.

The experience of Hai Chau commune shows that double-digit growth cannot rely solely on a single project or advantage, but requires a synergy between the right development mindset, the right spatial selection, and decisive implementation. Growth targets are concretized into tasks, timelines, and clearly assigned responsibilities, especially the responsibility of the leader. The Party committee regularly monitors progress, listens to feedback, and promptly addresses any emerging bottlenecks. The results of the first six months of the year, with an estimated growth rate of 12.35% in Hai Chau commune, are initial evidence of this.

To ensure double-digit growth throughout the 2026-2030 period, the Standing Committee of the Commune Party Committee assigned the Commune People's Committee to develop a specialized resolution entitled "Solutions to ensure and implement double-digit economic growth in the 2026-2030 period," to be implemented in 2026, with practical tasks and solutions to ensure Hai Chau commune maintains its growth momentum and forms new development drivers.

Resolutely remove bottlenecks and unlock resources.

Currently, achieving double-digit growth is one of the key political tasks that Party committees, governments, and the entire political system from the provincial to the grassroots level are focusing on, leading and directing decisively with very specific solutions.

For Hoang Mai ward, in the province's spatial development orientation, Hoang Mai - Dong Hoi is identified as the northern growth pole, linked to industry, seaports, energy, logistics, services, and coastal urban areas. Therefore, the growth requirements here are not only at the ward level but also linked to the area's role within the entire northern economic space of the province.

For the 2025-2030 term, Hoang Mai ward has set a target of 13-14% annual economic growth; at the same time, it aims to increase per capita income and improve the digital transformation index. As of the first nine months of 2026, the ward's growth rate is estimated at 14.98%.

According to Comrade Pham Van Hao, Deputy Secretary of the Party Committee and Chairman of the People's Committee of the ward, the Party Committee and the government have focused intensely on leading the land clearance process for key projects of the Central Government, the province, and the locality. To date, Hoang Mai Industrial Park I has completed 94.5% of its land clearance; Hoang Mai Industrial Park II has completed over 91%. Simultaneously, they have coordinated with the Southeast Economic Zone Management Board to attract and accelerate the implementation of projects.

Several projects were attracted and implemented in the first nine months of the year, such as the Nam Phat Aluminum Plant; the Van Long Battery and Accumulator Manufacturing Plant; and the second phase of the Thien Nang Plant expansion project… contributing to gradually and effectively exploiting the industrial park infrastructure, expanding industrial production scale, creating jobs, increasing budget revenue, and creating momentum for socio-economic development in the area. Another example is the Yabashi Vietnam Heavy Calcium Carbonate Powder Production Plant, scheduled for inauguration in June 2026, adding production capacity to the local industrial space.

According to Comrade Nguyen Mau Luong, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Thuan Trung commune, in order to boost growth to double digits, the local Party committee and government have identified industry as one of the new driving forces, with the expanded Lac Son industrial cluster, covering over 73 hectares, being a crucial growth engine.

Thuan Trung commune is actively coordinating with investors to clear land, complete infrastructure, and promote and attract investors to the industrial cluster. Currently, in addition to the Kido Vinh Garment Factory which is operating and providing stable jobs for more than 4,000 workers, the Hoa Sen Packaging Factory Project and the Nguyen Nghia Wood Products Production and Trading Project are being implemented in the area.

Along with industry, Thuan Trung commune is looking more broadly at its development space as it is included in the general planning orientation of the new Do Luong urban area to develop services and trade. Thuan Trung commune is also restructuring agriculture towards increasing value per unit area.

Models of mulberry cultivation and silkworm rearing, mudless eel farming, expanded mechanization, application of technology, and gradual digitalization of irrigation all aim towards one goal: to generate higher and more stable economic value on the same land area.

The key priorities to ensure double-digit growth in Thuan Trung are the development of industry, services and trade, and commercial agriculture; coupled with accelerating administrative reforms, digital transformation, and supporting businesses and household enterprises.

Another task that Thuan Trung commune places directly in relation to its growth capacity is to promote administrative reform, digital transformation, and support for businesses and households. From this perspective, administrative reform aims not only to improve the quality of service to the people but also to contribute to shortening processing times, removing bottlenecks related to land, investment, production, and business, and creating a favorable environment for social resources to be channeled into the economy.

At the provincial level, double-digit growth has been identified as a key priority, requiring the synchronized and decisive involvement of the entire political system. In 2026, Nghe An aims for a GRDP growth rate of 10.5-11.5%. This necessitates both accelerating growth in the final months of the year and laying the foundation for the next phase of development.

To realize its goals, the province is focusing on innovating its growth model, promoting science and technology, innovation, digital transformation, and improving productivity and quality. Simultaneously, it is concentrating on removing bottlenecks that directly hinder capital flow and production capacity, such as land clearance, public investment disbursement, industrial park infrastructure, stalled projects, investment procedures, and business support. Alongside this, it is leveraging the roles of various sectors, localities, and growth poles, transforming advantages in space, infrastructure, and resources into projects, products, jobs, and revenue.

In that context, the role of the Party committee is not limited to setting goals, but more importantly, to leading the implementation, clearly assigning responsibilities, monitoring progress, and promptly resolving bottlenecks. Double-digit growth is therefore also a measure of the leadership, management, and development-creating capacity of Party committees at all levels.
