(Baonghean.vn) - This is one of the assessments of Nghe An province regarding the work of the Justice sector in the first six months of 2018.

On the afternoon of July 17th, the Ministry of Justice held an online conference to review the work of the justice sector in the first six months of the year and to implement tasks for the last six months of 2018. At the Nghe An branch, the conference was attended by representatives from the Department of Justice, the Courts, the Police, the People's Procuracy, and the Ministry of Interior.

At the conference, the leaders of the Ministry of Justice reported on the results of judicial work in the first six months of the year and outlined key tasks and main solutions for the last six months of 2018.

The Ministry of Justice also pointed out existing shortcomings and limitations such as: the backlog of detailed regulations and guidelines for the implementation of laws and ordinances is still significant; the effectiveness of monitoring the enforcement of legal judgments and legal education is not high; the rate of completed enforcement of judgments regarding monetary matters is low; and legal support activities for businesses have not achieved many outstanding results...

Following this, delegates from the Ministry of Interior, the Ministry of Health, Dong Nai, Lao Cai, Can Tho provinces, Hanoi city, etc., reported on the results of judicial work in their respective areas and fields. Many units presented difficulties and obstacles surrounding the implementation of various aspects related to handling administrative violations, judicial support, funding, human resources, etc.

In Nghe An province, judicial work in the first six months of 2018 was implemented comprehensively, with a focus on key areas, achieving many results in all fields. This included the work of drafting, appraising, inspecting, reviewing, systematizing, consolidating legal documents, and codifying the legal system.The process is constantly improving, promptly addressing conflicting, overlapping, or outdated regulations and documents…

The entire provincial Justice sector has effectively implemented the Law on the Promulgation of Legal Normative Documents; the management and handling of administrative violations have gradually become more in-depth; and the quality of judicial administration has improved, effectively meeting the needs of the people in issuing criminal record certificates, expunging criminal records, and implementing the Law on Civil Registration.

Despite the achievements, the province's judicial work still has many limitations, such as: some sectors still do not understand the procedures for issuing legal documents as prescribed, issuing documents contrary to the law; officials and advisory agencies do not prioritize investment in the drafting process; and the implementation and monitoring of law enforcement are still slow.

In many districts, state management in some areas such as civil registration remains disorganized; judicial support services have not kept pace with requirements, especially in the areas of lawyers and bailiffs. The Justice sector also acknowledges that inspection and supervision work has not yet focused on monitoring the results after inspections and audits. A major reason is that the leaders of some districts and sectors have not given sufficient importance to judicial work.

In his concluding remarks at the conference, Minister of Justice Le Thanh Long requested that local justice departments effectively implement seven key tasks in the last six months of 2018 through five main solutions. Among these, a crucial solution is to continue innovating methods of leadership and management, work procedures, discipline, and work ethics, with a focus on implementation. In particular, he emphasized the importance of enhancing the effectiveness of inspection and auditing work to promptly detect and address violations.
