Innovate the content and methods of mobilizing the people.

At the conference, delegates attending at the central location and at locations in 63 provinces and cities listened to Comrade Nguyen Hong Linh - Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Committee for Mass Mobilization - present a summary report on the preliminary results of mass mobilization work in the first six months of the year.

Accordingly, the political system's mass mobilization work has seen many positive changes; the mass mobilization system has proactively advised Party committees at all levels to effectively implement the Party's mass mobilization work; implemented mass mobilization work in 2021; and continued to innovate the content and methods of mobilizing the people under the impact of the Covid-19 pandemic, linking it with the political tasks of the locality and unit.

The implementation of democratic regulations at the three types of grassroots levels continues to receive attention. Government at all levels focuses on socio-economic development while simultaneously implementing decisive and coordinated measures to prevent and control the Covid-19 pandemic and ensure social security.

Administrative reform has been accelerated, focusing on reforming administrative procedures, enhancing a sense of responsibility in performing duties and public service; and strengthening efforts to address difficulties and grievances among the people through organizing numerous meetings and dialogues.

In Nghe An province, during the first six months of 2021, the general situation of the people remained stable. They consistently trusted and complied well with the Party's guidelines and the State's policies and laws; actively engaged in production and business, and responded to patriotic emulation movements and local campaigns. In particular, the people were delighted with the very successful outcome of the 13th National Party Congress, the election of deputies to the 15th National Assembly and representatives to the People's Councils at all levels for the 2021-2026 term. The people also agreed with the Government's policy of establishing a COVID-19 vaccine fund.

Under the leadership of the Party Committee, the decisive involvement of the government, the effective participation of all levels and sectors in the political system, the business community and the people, and the timely attention and assistance from the Party and State leaders, central ministries and agencies; the socio-economic situation of Nghe An province has overcome difficulties caused by epidemics and natural disasters, and economic sectors have resumed development. The GRDP growth rate in the first six months of 2021 is estimated at 7.58%, budget revenue in the first six months is estimated at 9,504 billion VND, reaching 67.7% of the provincial People's Council's annual budget estimate, and budget expenditure in the first six months of 2021 is estimated at 12,439 billion VND, reaching 52.3% of the budget estimate.

The people in the province still have concerns and worries about the complex spread and long-term impact of the Covid-19 pandemic, as well as the impact of other diseases; production and business activities are facing many difficulties, agricultural products are falling in price and difficult to sell; natural disasters are becoming increasingly complex; unemployment and underemployment are rampant; the remuneration for part-time officials after the merger of hamlets and villages remains inadequate; land disputes and violations of land laws, illegal exploitation of resources and minerals, social evils, drug crimes, gambling crimes, traffic accidents, drownings, fires and explosions, food safety and hygiene issues... have not been thoroughly controlled or resolved; many projects and works are behind schedule. In particular, the people are eagerly awaiting the mass vaccination campaign against Covid-19.

Efforts to complete tasks in the last six months of the year.

Concluding the conference, Party Central Committee Secretary and Head of the Central Committee's Mass Mobilization Department Bui Thi Minh Hoai commended and highly appreciated the outstanding efforts of the entire political system in actively implementing and basically completing the assigned tasks in mass mobilization work.

The comrade suggested that attention should be paid to overcoming the shortcomings identified in the past, especially in forecasting, monitoring the situation, and coordinating the resolution of emerging issues among the people, which in some places have not been timely, particularly in monitoring the thoughts, lives, and employment of union members and association members in remote areas and areas affected by the Covid-19 pandemic.

In addition, it is necessary to rectify the reality that coordination among some agencies and organizations in mass mobilization work is not regular and not highly effective; in some places, the mass mobilization work of state administrative agencies is still underestimated; the responsibility and methods of mass mobilization work among a portion of cadres, civil servants, and leaders do not meet the requirements of the new situation...

Regarding the key tasks for the last six months of the year, the Head of the Central Committee's Department of Mass Mobilization suggested that the Mass Mobilization Departments of the Provincial Party Committees and Party Committees directly under the Central Committee should advise the Provincial Party Committees and Party Committees directly under the Central Committee to continue implementing the dual goal of both preventing and controlling the Covid-19 epidemic and developing the socio-economic sector.

In addition, Comrade Bui Thi Minh Hoai emphasized the need to focus on implementing the Action Program for the Resolution of the 13th National Party Congress, building a suitable work program for 2021, promoting and improving the quality and effectiveness of building and implementing grassroots democracy regulations; completing on schedule and ensuring the quality of summarizing and reviewing projects assigned by the Politburo and the Secretariat; and coordinating closely to fulfill the political tasks of mass mobilization work...
