(Baonghean.vn) - The Head of the Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense of Nghe An province has just issued an order to lower the water level of Ban Ve reservoir to the highest level before the flood; focusing on solutions to ensure safety downstream when lowering the water level.

Based on the actual water level situation at the Con Cuong Hydrological Station, the water inflow into Ban Ve Reservoir, the water level of Ban Ve Reservoir, and the forecast of water inflow into the reservoir in the next 24 hours; and the report of Ban Ve Hydropower Company dated September 29, 2023, on the termination of the operation to reduce water flow to the downstream area.

The Head of the Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense of Nghe An Province orders: The Director of Ban Ve Hydropower Company shall operate the Ban Ve hydropower reservoir to release water downstream at a flow rate greater than the inflow into the reservoir to gradually lower the reservoir water level to an elevation of 197 m (as stipulated in point d, clause 1, Article 8, Decision No. 1605/QD-TTg dated November 13, 2019 of the Prime Minister).

The directive also stated: During the operation to lower the reservoir water level, if the water level at the Con Cuong Hydrological Station exceeds alarm level I but remains below alarm level II, or the inflow into the reservoir is less than 1,000 m³.3/s up to 1,200 m3The system then operates to release water through the structure at a flow rate equal to the inflow into the reservoir to maintain the reservoir water level.

During the process of lowering the reservoir water level, if a new flood occurs causing the inflow into the reservoir to increase above 1,200 m³,3If the water level at the Con Cuong or Cho Trang hydrological station exceeds alarm level II, the Director of Ban Ve Hydropower Company must immediately report to the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense (via the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense) to receive further instructions.

Upon completion of the reservoir water level lowering process, the Director of Ban Ve Hydropower Company reports to the Head of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense (through the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense).

Accordingly, to proactively respond and minimize damage during the operation of lowering the reservoir water level to the highest level before the flood, the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense requests the People's Committees of Tuong Duong, Con Cuong, Anh Son, Do Luong, Thanh Chuong, Nam Dan, Hung Nguyen, Nghi Loc districts and Vinh City; Heads of provincial departments and agencies; Directors of irrigation companies and related units:

This notice is to inform all levels of government, the public, organizations operating on or along the river; aquaculture facilities on the river, water transport vehicles; ferry terminals; and businesses involved in sand and gravel extraction about the release of water from the hydroelectric reservoir so that they can proactively take preventive measures to ensure the safety of people and property.

In addition, a review of flood prevention plans should be conducted to ensure safety for downstream areas, especially the dike system and densely populated areas along the riverbanks, in order to be ready to respond.

Directing information and communication agencies to increase the duration and frequency of news coverage on various media, especially the radio systems in wards and communes, regarding the release of water from reservoirs. Simultaneously, coordinating with specialized agencies to guide people and relevant agencies and units on flood prevention skills to implement response measures and minimize damage caused by reservoir water releases.
