(Baonghean.vn) - The Head of the Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense of Nghe An province has issued an order to lower the water level of Ban Ve reservoir to the flood-receiving level.
Document No. 188/BCH-PCTT, dated October 10, 2023, states:Based on the water level at Con Cuong Hydrological Station at 13:00 on October 10, 2023, which was 24.49m, 3.51m below Warning Level I (WL I); the water level at Cho Trang Hydrological Station at 13:00 on October 10, 2023, was 1.37m, 1.63m below Warning Level I (WL I); and the water inflow into Ban Ve Reservoir at 16:00 on October 10, 2023, was 307 m³.3/s; The water level of Ban Ve reservoir at 4 PM on October 10, 2023 was 199.48m; The discharge flow through the turbines and spillway at 4 PM on October 10, 2023 was 0 m/s;
Forecast: Over the next 24 hours, the maximum inflow into the reservoir is likely to reach 300 m.3/s up to 330 m3According to the report of Ban Ve Hydropower Company in Official Letter No. 656/TĐBV-KTAT dated October 10, 2023, regarding the operation of Ban Ve Hydropower reservoir during the upcoming rainy season and floods.
The Head of the Steering Committee for Disaster Prevention, Search and Rescue, and Civil Defense of Nghe An Province issued the following order:The Director of Ban Ve Hydropower Company operates the Ban Ve Hydropower Reservoir, releasing water downstream at a flow rate greater than the inflow of floodwaters into the reservoir to gradually lower the water level to 198m (as stipulated in Point a, Clause 1, Article 8, Decision No. 1605/QD-TTg dated November 13, 2019, of the Prime Minister).

Discharge rate through the structure:From 600 m3/s up to 1,000 m3/S.
The document also states: During the operation to lower the reservoir water level, if the water level at the Con Cuong Hydrological Station exceeds alarm level I but remains below alarm level II, or the inflow into the reservoir is less than 1,000 m³.3/s up to 1,200 m3The system operates to release water through the structure at a flow rate equal to the inflow into the reservoir to maintain the reservoir water level. During the process of lowering the reservoir water level, if a new flood occurs causing the inflow into the reservoir to increase above 1,200 m³,3If the water level at the Con Cuong or Cho Trang Hydrological Station exceeds alarm level II, the Director of Ban Ve Hydropower Company must immediately report to the Provincial Steering Committee for Disaster Prevention, Search and Rescue & Civil Defense (via the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue & Civil Defense) to receive further instructions.
Upon completion of the reservoir water level lowering process, the Director of Ban Ve Hydropower Company shall maintain the water level at an elevation of 198m and report to the Head of the Provincial Steering Committee for Disaster Prevention, Search and Rescue (via the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue).
The Departments of Agriculture and Rural Development, Industry and Trade, and the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue, and Civil Defense, according to their assigned functions and duties, shall inspect and supervise the implementation of the operational order in accordance with regulations, minimizing damage to downstream areas.
