2024, a pivotal year, accelerates the implementation of the Resolution of the 19th Provincial Party Congress and deploys many major and important tasks of the province.

In that context, the Provincial Party Committee Office has constantly innovated and improved the quality of consulting, effectively serving the leadership of the Standing Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Executive Committee.

In particular, the Provincial Party Committee Office has advised on the effective implementation of action programs, projects, plans of Party committees, resolutions of Party congresses at all levels; coordinated in advising on contents to submit to the National Assembly to issue Resolution No. 137/2024/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province in the spirit of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo.

The Party's financial work promptly meets regular and unexpected expenses; the administrative work organizes and serves thoughtfully and safely the conferences and meetings of the Provincial Party Committee, and delegations of the Party, the State, and other provinces visiting and working in Nghe An. The cryptographic work - information technology ensures confidentiality, accuracy, and timeliness.

Administrative reform and digital transformation are regularly focused on, especially improving the quality of consultation to shorten the time for issuing documents, using software in professional work, sending meeting documents, digitally signing and issuing documents online.

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Hoang Nghia Hieu acknowledged, commended and congratulated the results achieved by the Party Committee, agencies and trade unions of the Provincial Party Committee Office in 2024.

2025 is a year of special importance, celebrating many major national holidays; the final year of the term, reviewing, accelerating, and completing the goals and tasks in the resolutions of congresses at all levels; preparing for party congresses at all levels, towards the 14th National Congress of the Party.

This is also the year the province implements major resolutions of the Central Government such as Resolution 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045; Resolution 137 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province...

With that reality, to well perform the assigned tasks, the Standing Deputy Secretary of the Provincial Party Committee emphasized and noted a number of key tasks for leaders, cadres, party members, specialists and employees of the Provincial Party Committee Office.

First of all, on the basis of absolute loyalty and steadfastness to Marxism-Leninism, Ho Chi Minh thought, and the Party's innovation policy, comrade Hoang Nghia Hieu noted the need to have innovative thinking in work to both meet requirements and be quick and accurate in advising and assisting the Party Committee.

In particular, our Party is currently summarizing the implementation of Resolution No. 18, dated October 25, 2017 of the Party Central Committee on streamlining and organizing the apparatus of the political system to be streamlined and operate effectively and efficiently. Therefore, the Provincial Party Committee Office needs to thoroughly grasp the guiding viewpoint of General Secretary To Lam, which is to continue to innovate and organize the apparatus of the political system in the direction of streamlining - compactness - strength - efficiency - effectiveness - efficiency; with the spirit of running while lining up, the Central Government does not wait for the province, the provincial level does not wait for the district, the district level does not wait for the grassroots; build laws, remove institutional bottlenecks for national development, create a solid foundation for the 2025 - 2030 term, from which to strive and try to perform well in work, contribute to building and developing the province, join hands to bring our country into a new era, the era of national development.

The Standing Deputy Secretary of the Provincial Party Committee also emphasized the need to make careful preparations to successfully organize Party congresses at all levels for the 2025-2030 term. This is a key political task, not only contributing significantly to the success of the 14th National Party Congress, but also an opportunity to improve and enhance the comprehensive leadership capacity and fighting strength of Party committees and organizations at all levels, meeting the requirements and tasks of the new period.

In particular, the Provincial Party Committee Office is the agency in charge of drafting the documents of the 20th Provincial Party Congress, so in the implementation process, it is necessary to thoroughly grasp the new spirit, new determination and new approach as directed and thoroughly grasped by General Secretary To Lam that the document must have the breath of life, be concise, easy to understand, easy to implement like a "textbook"; clearly indicate the direction, resources, methods of doing, have an action program, do not have to issue many resolutions for implementation, avoid the case of issuing resolutions halfway through the term, which is not feasible...

At the same time, it is necessary to continue to proactively research, advise, and propose to the Standing Committee and the Provincial Party Committee Standing Committee to concretize and issue leadership and direction documents for party congresses at all levels in accordance with the Central's directives, regulations, and guidelines, close to reality. In addition, prepare and successfully organize the Party Congresses of affiliated Party cells and the Party Congress of the Provincial Party Committee Office, term 2025 - 2030.

In addition, comrade Hoang Nghia Hieu also noted a number of contents related to innovation and improving administrative capacity to better serve the work of the Provincial Party Committee; implementing and completing procedures to start construction of the new headquarters of the Provincial Party Committee by the end of 2025.

On the other hand, the Provincial Party Committee Office needs to continue promoting administrative reform and digital transformation; advise and strictly implement the financial and asset management regime of the Party Committee; propose timely solutions to remove difficulties and obstacles in the organizational structure and business activities of the Provincial Party Committee Guest House.

Regarding the work of Party building, the Standing Deputy Secretary of the Provincial Party Committee suggested that it is necessary to continue to effectively implement the registration of exemplary behavior, 5-good Party Cells, 5-good Party Members. Identify the focus and key points in building the model of "Studying and following Ho Chi Minh's ideology, morality and style".

Each cadre, party member, specialist, and employee of the Provincial Party Committee Office must voluntarily improve their professional and technical capacity. The agency must organize training and fostering; at the same time, promptly detect, plan, train, foster, appoint, and propose to rotate capable cadres and party members; focus on recruiting cadres with sufficient capacity, qualifications, and ethics; and strengthen inspection and supervision work.

Pay attention to launching and responding to emulation movements at the agency, movements launched by superiors, units and localities; as well as emulation and reward work in performing professional tasks; cultural, sports, social security and patriotic emulation movements; take care of the material and spiritual life of cadres, party members and employees in the agency so that they can confidently contribute and work.
