The Nghe An Provincial Party Committee Office outlines its tasks for 2025.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - attended and delivered a speech at the conference.

Attending the conference from the higher-level Party Committee was Comrade Hoang Van Nhien - Standing Deputy Secretary of the Party Committee of the Provincial Agencies Bloc.

Providing effective and efficient advice and support for the activities of the Party committee.

2024 is a pivotal year for accelerating the implementation of the Resolution of the 19th Provincial Party Congress and carrying out many major and important tasks of the province.

In this context, the Provincial Party Committee Office has continuously innovated and improved the quality of its advisory services, effectively supporting the leadership work of the Standing Committee, the Provincial Party Committee, and the Provincial Party Executive Committee.

In particular, the Provincial Party Committee Office has effectively advised on the implementation of action programs, projects, and plans of the Party committees at all levels, and resolutions of Party congresses at all levels; and coordinated in advising on the contents to be submitted to the National Assembly for the promulgation of Resolution No. 137/2024/QH15 on supplementing pilot mechanisms and specific policies for the development of Nghe An province in accordance with the spirit of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo.

Party financial management promptly meets regular and unexpected expenditure needs; organizational management ensures thorough and safe service for conferences and meetings of the Provincial Party Committee, delegations from the Party and State, and visiting provinces in Nghe An. Cryptography and information technology work ensures confidentiality, accuracy, and timeliness.

Administrative reform and digital transformation are given constant attention, especially improving the quality of advisory services to shorten the time for issuing documents, using software in professional work, sending meeting documents, digitally signing and issuing documents online.

The Party Committee, the agency, and the Trade Union of the Nghe An Provincial Party Committee Office simultaneously pay attention to leading, directing, and organizing the effective implementation of propaganda and education work; regulations on exemplary conduct; social welfare activities, cultural and sports movements; and emulation and reward work…

With these outstanding achievements, the Party Committee of the Provincial Party Committee Office was one of 18 units commended last year on the occasion of the 70th anniversary of the establishment of the Party Committee of the Provincial Agencies Bloc.

Continue to innovate in thinking and working methods to effectively fulfill our tasks.

Delivering a speech at the conference, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Nghe An Provincial People's Council, Hoang Nghia Hieu, acknowledged, commended, and congratulated the achievements of the Party Committee, agencies, and trade union of the Provincial Party Committee Office in 2024.

2025 is a year of special significance, marking many major national holidays; the final year of the term, a time for reviewing, accelerating, and achieving the goals and tasks outlined in the resolutions of the Party congresses at all levels; and preparation for the Party congresses at all levels, leading up to the 14th National Congress of the Party.

This is also the year the province is implementing major resolutions of the Central Government such as Resolution 39 of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045; Resolution 137 of the National Assembly on supplementing piloting some specific mechanisms and policies for the development of Nghe An province…

Given this reality, in order to effectively carry out the assigned tasks, the Standing Deputy Secretary of the Provincial Party Committee emphasized and noted several key tasks for the leaders, officials, Party members, specialists, and employees of the Provincial Party Committee Office.

First and foremost, based on the foundation of absolute loyalty and steadfastness to Marxism-Leninism, Ho Chi Minh Thought, and the Party's reform line, Comrade Hoang Nghia Hieu emphasized the need for innovative thinking in work to both meet requirements and provide quick and accurate advice and assistance to the Party committee.

In particular, the Party is currently summarizing the implementation of Resolution No. 18, dated October 25, 2017, of the Central Committee of the Party on streamlining and reorganizing the political system's apparatus for efficient and effective operation. Therefore, the Provincial Party Committee Office needs to thoroughly understand the guiding principle of General Secretary To Lam: continuing to innovate and reorganize the political system's apparatus towards a streamlined, strong, efficient, and effective system; with the spirit of "running and queuing at the same time," the Central Committee does not wait for the province, the provincial level does not wait for the district level, and the district level does not wait for the grassroots; building laws, removing institutional bottlenecks for national development, creating a solid foundation for the 2025-2030 term, and from there striving to perform well in its work, contributing to the construction and development of the province, and joining hands to bring our country into a new era, an era of national progress.

The Standing Deputy Secretary of the Provincial Party Committee also emphasized the need for thorough preparation to successfully organize the Party congresses at all levels for the 2025-2030 term. This is a key political task, not only contributing significantly to the success of the 14th National Party Congress, but also providing an opportunity to consolidate and enhance the comprehensive leadership capacity and fighting strength of Party committees and organizations at all levels, meeting the requirements and tasks of the new era.

In this process, the Provincial Party Committee Office is the lead agency in drafting the documents for the 20th Provincial Party Congress. Therefore, during implementation, it is necessary to thoroughly understand the new spirit, new determination, and new approach as directed by General Secretary To Lam: the documents must reflect real life, be concise, easy to understand, and easy to implement like a "textbook"; clearly specify the direction, resources, methods, and have an action program; avoid issuing numerous resolutions for implementation, and prevent the situation where resolutions are still being issued halfway through the term, which are not feasible…

At the same time, it is necessary to continue proactively researching, advising, and proposing to the Standing Committee and the Provincial Party Committee to concretize and issue leadership and guidance documents for party congresses at all levels in accordance with the directives, regulations, and guidelines of the Central Committee, and in line with reality. In addition, it is important to prepare and successfully organize the Party Congresses of the subordinate Party branches and the Party Congress of the Provincial Party Committee Office for the 2025-2030 term.

In addition, Comrade Hoang Nghia Hieu also noted several issues related to innovation and improving management capacity to better serve the work of the Provincial Party Committee; and completing the procedures to start construction of the new Provincial Party Committee headquarters by the end of 2025.

On the other hand, the Provincial Party Committee Office needs to continue promoting administrative reform and digital transformation; advise on and strictly implement the financial and asset management regime of the Party Committee; and propose timely solutions to overcome difficulties and obstacles in the organizational structure and business operations of the Provincial Party Committee Guest House.

Regarding Party building work, the Standing Deputy Secretary of the Provincial Party Committee suggested continuing to effectively implement the registration of exemplary conduct, the "5 Good" Party Branches, and the "5 Good" Party Members. He also emphasized identifying key priorities in building the model of "Studying and following the thoughts, ethics, and style of Ho Chi Minh."

Every official, Party member, specialist, and employee of the Provincial Party Committee Office must consciously improve their professional skills and expertise. The agency should organize training and professional development programs; promptly identify, plan, train, and appoint capable officials and Party members; focus on recruiting competent, qualified, and ethical officials; and strengthen inspection and supervision.

Paying attention to initiating and participating in emulation movements within the agency, as well as movements launched by superiors, units, and localities; and the work of emulation and reward in the performance of professional duties; cultural, sports, social welfare, and patriotic emulation movements; and caring for the material and spiritual lives of cadres, Party members, and staff in the agency so that they can dedicate themselves to their work with peace of mind.
