According to the indictment of the People's Procuracy of Quynh Luu District: In early February 2023, Le Thi Huong bought a box of firecrackers containing 10 boxes of 36 firecrackers each from a woman in Dien Bich commune, Dien Chau district, for 2.2 million VND and hid them in her bedroom with the intention of selling them for profit.

By August 2023, fearing discovery by the police, Huong decided to send all the fireworks to a woman named Dien in Nghia Dan district for safekeeping, intending to retrieve them for sale during the Lunar New Year.
At approximately 2:30 PM on August 25, 2023, Huong used a motorcycle with license plate 37L3-052.18 belonging to Mr. Tran Van Dat to transport a cardboard box containing 10 boxes of firecrackers (36 firecrackers per box) to the Giat intersection overpass area. She contacted Mr. Le Van Dieu, the owner of the Dieu Huong passenger bus, to deliver the goods to a woman named Dien. Mr. Dieu then suspected the package Huong sent contained contraband and called Huong to return it. Huong returned to retrieve her cardboard box of firecrackers, loaded it onto the motorcycle with license plate 37L3-052.18, and prepared to take it home. As she was preparing to leave, she was discovered and apprehended by a task force from the Quynh Luu District Police. They seized a yellow cardboard box containing 10 boxes of firecrackers with a total weight of 11.7 kg.
At the trial, the panel of judges determined that the defendant Le Thi Huong's actions violated the law. Furthermore, in 2019, the defendant had already been fined 100 million VND for trading prohibited goods, yet she still deliberately violated the law.
At the end of the trial, the Quỳnh Lưu District People's Court sentenced Lê Thị Hương to 18 months in prison for the crime of "Trading in prohibited goods".
