Borrow money from creditors to pay... the creditors themselves
On the afternoon of July 21, the Office of the Investigation Police Agency of Da Nang City Police issued a decision to prosecute the case, prosecute the accused and impose a ban on leaving the place of residence on Vo Thi Que Chi (born 1987, residing in Hoa Cuong Bac ward, Hai Chau district) to investigate and handle the act of "Fraudulent appropriation of property".
Investigation results show that from the end of 2018 to the beginning of 2019, Chi borrowed money from a number of acquaintances to do business, including borrowing 200 million VND from Mr. HQV (a classmate of Chi's husband) with an interest rate of about 4%/month. By the end of 2019, Chi's business was losing money and she was unable to pay the principal and interest to Mr. HQV and others.
To have money to pay the loans that increased due to “interest on interest”, Chi gave false information that she needed money to pay off the bank loan so that Mr. HQV and her former colleague, Ms. THL, could continue to lend her large sums of money. Because of their trust, Mr. V and Ms. L did not check the information about who Chi used the money to pay off the loan and at which bank.
The Da Nang Police Investigation Agency issued a decision to prosecute Vo Thi Que Chi.
According to the Police Agency, from the end of 2019 to November 2022, Chi borrowed money from HQV many times through bank transfers or cash with a total amount of 9.8 billion VND.
Similarly, Chi also borrowed a total of VND 8.3 billion from Ms. THL. Chi did not use the borrowed money to repay the bank as agreed, but used most of it to pay the principal and interest to Mr. HQV, Ms. THL and a number of other individuals. Specifically, Chi used the borrowed money to pay the principal of VND 6.925 billion and interest of nearly VND 1.985 billion to Mr. HQV; and paid the principal of VND 3.656 billion and more than VND 3.45 billion in interest to Ms. THL.
In other words, for the amount of approximately 18.1 billion VND owed by Mr. HQV and Ms. THL, Chi used nearly 16 billion to pay the principal and interest for these two people. Chi only used a small portion of the remaining amount to spend and pay other debts. Currently, Chi is no longer able to pay the remaining amount owed to the two individuals mentioned above.
The Da Nang City Police Department has determined that Vo Thi Que Chi’s fraudulent behavior in borrowing money constitutes the crime of “Fraudulent appropriation of property”. The case is under further investigation and handling.
