After a few days of sharing the link to the article...Ensuring a balance of interests for tea growers in Kim Bang. After posting the article (on September 27, 2026) on my personal Facebook account, an older colleague asked me: "Is it true that tea growers in Kim Bang, while petitioning for a review of the compensation value for their tea plants, still agreed to let the State proceed with land reclamation?" I replied: "That's the truth. The article contains detailed information that you can verify if you want..." My colleague laughed and said: "I was just asking, but I believe it." Then he added: "The hearts of the tea growers in Kim Bang are truly precious. They are very dedicated to the greater good..."

Having gone directly to Kim Bang commune to gather information, when I learned about the situation, I immediately had the same thoughts as my colleague.
While still burdened with concerns about their future livelihoods and anxieties about compensation for each tea plant ready for harvest, the people of Kim Bang commune chose an exceptionally noble course of action: accepting provisional compensation and proactively handing over the land to the construction unit on schedule. As Mrs. Vo Thi Hoa from Thuy Phong village said: "We understand that the Vinh - Thanh Thuy Expressway Project is a key national project that needs to be implemented quickly to develop the country and benefit the people, including our families," truly embodying a spirit of prioritizing the greater good.

For the people of Thuy Phong and Thuy Son villages in Kim Bang commune, tea plants are not simply an agricultural crop, but a "main source of livelihood," a lifeline they have been connected to for several decades. To cultivate a mature tea plantation ready for harvest, farmers must spend three years tirelessly. This includes clearing the hillside, digging holes, purchasing seedlings and fertilizers, and dedicating their time and effort to daily care.
When the compensation policy only offers 8,000 VND per healthy tea plant, this amount is insufficient to cover the initial construction costs, let alone restore future livelihoods. The concerns and petitions of tea growers sent to the authorities are not unreasonable demands, but rather genuine expressions of their feelings and legitimate needs to protect their family's source of livelihood.

Therefore, tea farmers in Kim Bang commune like Ms. Vo Thi Hoa have the right to retain their land while waiting for the competent authorities to consider and resolve their request regarding compensation rates – a common occurrence in many projects involving land acquisition and compensation for site clearance.
But for tea growers in Kim Bang commune, it's different. They understand that every day of delay in land clearance means a day the Vinh - Thanh Thuy Expressway Project is stalled, wasting social resources. They place their complete trust in the Party and the government, agreeing to hand over their land to the State for land clearance to proceed with the construction of the Thanh Thuy 1 bridge component, while also requesting a review of compensation rates in accordance with legal procedures.
And their faith was quickly and fully rewarded.

From the fact that the Party Committee and the government of Kim Bang commune did not shy away from the people's requests, they listened, proactively investigated the investment and care costs of the people, and even made comparisons with neighboring provinces such as Ha Tinh, Thanh Hoa, Son La, and Lao Cai to prepare a document requesting provincial departments and agencies to reconsider. Then, the Departments of Agriculture and Environment and Finance recognized that Kim Bang commune's proposal was well-founded, and from there quickly advised the Provincial People's Committee to allow the Kim Bang Commune People's Committee to increase the compensation price from 8,000 VND to 19,000 VND per mature tea tree.
The entire story, from the perspective of the relevant agencies and units at all levels, from the commune to the provincial level, demonstrates a proactive approach of being "close to the people and grassroots" to promptly adjust and amend bottlenecks and inadequacies in policies; it reflects a government that "acts, creates, and serves."
As for the tea farmers in Kim Bang, they deserve special respect for their dedication to the greater good. They are the ones who have contributed to shaping the strategic Vinh - Thanh Thuy expressway!
