Why is the progress of Vinh Urban Sub-project affected?
(Baonghean) - According to Vinh City's report, problems in site clearance have greatly affected the progress of the Vinh Urban Sub-Project. The bid packages do not have enough clean land to start construction, and some bid packages have had to extend the implementation time. According to the Decision approving the project 4522/QD.UBND-CN dated April 20, 2016 of Nghe An Provincial People's Committee, the project implementation time is until June 2017. Thus, the project is at risk of not finishing on time.
Land clearance problems at many locations
The family of Ms. Hoang Thi Luong in Yen Binh hamlet, Hung Dong commune is subject to site clearance for the construction package of Vinh - Hung Tay road (connecting the 72m road) to Hung Nguyen. She is the pioneer household that accepts the earliest compensation plan and wishes to be handed over the site for resettlement.

Recently, due to the land being given up to build a road for the construction of a railway overpass, heavy rains occurred, the whole area was severely flooded, the whole family had no way to go, had to use wood to climb the wall to get out. Talking to reporters, she said that according to the initial agreement, the area of nearly 500 square meters of land for her house would be changed to a similar area in the resettlement area, however, up to now, her family has not received enough land so they have not been able to move. The family is also a policy beneficiary so they hope for reasonable compensation. She really wants to be granted a new land certificate soon to ensure procedures when building a new house.
Not only is Mrs. Luong stuck, but the entire Yen Binh hamlet has not yet cleared the land. The contract for the construction of Vinh - Hung Tay road from Km4+620.00 to Km6+224.34 and the railway overpass was signed on February 29, 2016, and completed on July 14, 2017.
However, the estimated construction volume is 30%, while the implementation time is about 50%, the slow construction progress is due to problems with site clearance. The land of the enterprises of Auto Transport Joint Stock Company 5, Kim Lien Trading Company Limited, Vinh Locomotive Enterprise... still does not have a site clearance compensation plan approved for implementation, greatly affecting the construction progress of the section across the railway overpass. Other bid packages of the Vinh - Hung Tay road project on residential land do not have a site clearance compensation and resettlement plan, the on-site resettlement area has not been completed.
In the package to upgrade and renovate the ditch around Vinh Citadel, the contract was signed on January 27, 2016, and the completion date is August 10, 2017; the construction volume is estimated to reach 25%, while the implementation time is about 50%.
In Cua Nam ward, 195 households had their land recovered, the compensation plan for land acquisition and clearance was approved for 188 households with the amount of 62.5 billion VND, 32.5 billion VND has been paid, of which 99 households have received, the remaining households are continuing to resolve, expected to be completed in November 2016.

In Quang Trung ward, 25 households had their land recovered. The compensation plan for land acquisition and clearance for 25 households was approved with the amount of 14.2 billion VND, 7.4 billion VND has been paid, of which 18 households have received it, the remaining 3 households are still being resolved, expected to be completed in November 2016.
In Doi Cung ward, there are 54 households whose land has been recovered. The compensation plan for land acquisition and clearance for 54 households has been approved with the amount of 11 billion VND, 8.5 billion VND has been paid, of which 52 households have received it, the remaining household is still being resolved, expected to be completed in December 2016.
However, many households have not yet handed over the land, causing difficulties for contractors to carry out construction. The remaining households still do not have a land clearance and resettlement plan to implement.
Currently, there are 11 packages under construction, but each package is facing problems with site clearance. The package to build the road connecting National Highway 46 with the Lam River road from km0+0.0 to km4+359.54, signed on January 28, 2016, completed on June 11, 2017. The construction volume to date is estimated at 35%, while the implementation time is about 64%...
Meanwhile, the resettlement area of Quan Bau ward, which is for resettlement of the Citadel moat construction projects and other projects, has not yet been completed due to problems in site clearance. Currently, the Vinh City Land Fund Development Center has handed over and cleared all agricultural land and over 90% of residential land, reaching 90% of the total resettlement area; 4 households have not yet paid because people are petitioning about compensation prices. In this area, although some households have built new houses, they have not yet handed over land to the project, while the City Land Fund Development Center has not yet had an effective solution to convince the people.
Lack of counterpart funds
Up to now, the total disbursed capital of Vinh Urban Sub-project is 42.030 million USD, reaching 50% of the total project capital, the project implementation time is 77%. The counterpart capital for the project has been provided with 805 billion VND, of which the central budget is 321 billion VND; the local budget (province and city) is 484 billion VND; the actual accumulated disbursement of counterpart capital up to October 10, 2016 is 745/805 billion VND, equivalent to 92.5%. Thus, the counterpart capital is still short of 337 billion VND for the entire project. Currently, the Provincial People's Committee, Vinh City People's Committee and the Project Management Board are promoting procedures to request central capital and find capital sources to focus on prioritizing the provision of the remaining capital for the project of 337 billion VND.

The reason for the delay in land acquisition and clearance can be said to be that in addition to the low awareness of the people in the clearance and acceptance of compensation plans for large projects in the city, the involvement of the agencies assigned with responsibility, of the wards and communes for each household in the area is not drastic. Faced with the risk of missing the commitment schedule with the World Bank, all levels and sectors need to focus on prioritizing the acceleration of land acquisition and clearance progress, strengthening propaganda and explanation, publicizing compensation policies, transparency and ensuring the rights of the displaced people. In addition, ensuring capital and timely disbursement according to the plan to meet the project.
