Why have 105 households in Thanh Lake not been granted land certificates?
(Baonghean.vn) - During the Provincial People's Council meeting, Vinh City voters reported that the Ho Thanh planning has lasted for 40 years but compensation for site clearance has not been paid, and 105 households in the area have not been granted Land Use Rights Certificates.

Households here reflect: In addition to not being granted land certificates, they also do not haverenovating, repairing, and building new houses due to the planning of the Citadel. This has greatly affected the quality of life of the people. The construction of the Ho Thanh renovation project caused serious damage to people's houses but the construction unit did not compensate the people.
Mr. Nguyen Van Thanh, Block 3, Cua Nam Ward, said: My family has lived here since 1980 and has paid land tax in full every year. The family has no rights to the family's land and does not have a mortgage land title to transact with the bank. The area where we live has full confirmation from the authorities. The reason why our family has not been granted a title is because the project is "suspended", some people have passed away but have not been granted a land title. We have complained many times to all levels but have not been resolved.

Inquiring into this issue, we received the following response from the city leaders:
- Regarding the Vinh Citadel planning: Due to difficulties in funding and resettlement land, the City People's Committee will implement the planning when conditions are met. Currently, the City People's Committee is assigning the City Urban Management Department to inspect the planning and propose solutions to ensure a stable life for the people.
- For 105 households requesting to be granted Land Use Right Certificates: The City People's Committee is assigning the People's Committee of Cua Nam Ward to collect documents and papers on related land use rights to consider the conditions for granting Land Use Right Certificates.
+ For cases eligible for a Land Use Rights Certificate according to the provisions of the 2013 Land Law, citizens are instructed to prepare an application for a Land Use Rights Certificate.
+ For ineligible cases, citizens will be guided to complete land registration procedures according to the provisions of the 2013 Land Law.
- Regarding the construction of renovation and upgrading of the Moat around the Citadel: If the construction unit damages people's houses, the City People's Committee has directed the Project Management Board to request the contractor to pay compensation according to regulations. If the construction unit fails to do so, a part of the construction costs will be temporarily withheld or if the people do not agree with the agreed price, they will be asked to file a lawsuit in court.
Currently, in most cases of damage caused by the construction process, the construction unit has agreed to compensate the people./.
