Why haven't 105 households in Thanh Lake been issued land ownership certificates?
(Baonghean.vn) - During the provincial People's Council meeting, voters in Vinh City raised concerns that the Ho Thanh planning project has been ongoing for 40 years without compensation for land clearance, and 105 households in the area have not been granted land use right certificates.

The residents here complain that, in addition to not being issued land ownership certificates, they are also not being given other benefits.The renovation, repair, and new construction of houses due to the Citadel planning have significantly impacted the quality of life for residents. The construction of the Citadel Lake renovation project caused severe damage to people's homes, but the construction company has not compensated the residents.
Mr. Nguyen Van Thanh, residing in Block 3, Cua Nam Ward, stated: "My family has lived here since 1980 and has paid land tax in full every year. We have no rights to our land, and we don't have a land title deed to use as collateral for bank transactions. The area where we live has full confirmation from the relevant authorities. The reason our family hasn't been issued a land title deed is because the project is 'on hold.' Some family members have passed away without receiving their land titles. We have repeatedly filed complaints with various levels of government, but the issue remains unresolved."

Upon investigating this matter, we received the following response from the city leaders:
- Regarding the Vinh Ancient Citadel planning: Due to difficulties in securing funding and land for resettlement, the City People's Committee will implement the plan when conditions permit. Currently, the City People's Committee is assigning the City Urban Management Department to review the plan and propose solutions to ensure stable living conditions for the residents.
- Regarding the 105 households requesting land use right certificates: The City People's Committee is assigning the People's Committee of Cua Nam Ward to collect relevant documents and land use right certificates to assess their eligibility for issuance.
+ For cases that meet the eligibility requirements for issuing a Certificate of Land Use Rights according to the provisions of the 2013 Land Law, guide citizens in preparing the application dossier for the Certificate of Land Use Rights.
+ For cases that do not meet the eligibility requirements, guide citizens to complete land registration procedures in accordance with the provisions of the 2013 Land Law.
- Regarding the construction and renovation of the moat surrounding the Ancient Citadel: If the construction unit damages people's houses, the City People's Committee has directed the Project Management Board to require the contractor to compensate according to regulations. If the construction unit fails to do so, a portion of the construction costs will be temporarily withheld, or if the people do not agree with the agreed price, they may file a lawsuit in court.
Currently, in most cases of damage caused by construction, the construction company has reached an agreement to compensate the affected residents.
