Reading the news reports and social media posts on Facebook about the incident at Nghe An Obstetrics and Pediatrics Hospital, I really appreciate the way the Department of Health handled the situation. The head of the department stated that they would instruct relevant departments to research procedures and prepare a dossier to submit to the competent authority requesting recognition of Nguyen Thuy Trang – one of the female medical staff members who acted bravely and was attacked by a perpetrator, sustaining injuries that endangered her life – as a war invalid.

The reason I liked it is that from the moment I read the initial news reports about the incident, I tried to put myself in the shoes of the female medical staff and wondered if I would dare confront the perpetrator and commit similar acts. I quickly realized I lacked the courage. Therefore, I see the actions of these female medical staff as acts of selflessness and heroism, deserving of all forms of praise.

And it's also appreciated because it shows that the Department of Health has clearly demonstrated its role and responsibility as the direct management agency. It has truly shown concern for the future of nurse Nguyen Thuy Trang. With the injuries she has sustained, even after recovery, Nguyen Thuy Trang will likely still face difficulties and limitations in her work, requiring stable and long-term support, both mentally and materially. In this case, it's a proposal to recognize her as a war invalid, so that Nguyen Thuy Trang can receive the preferential treatment granted to war invalids!

Regarding this issue, there has been some conflicting opinions after the press and social media platforms like Facebook disseminated the information. Some argue that the proposal to consider and recognize war invalids seems excessive; or that war invalid status should only be reserved for those who served in the armed forces such as the army and police.

Indeed, the Ordinance on Preferential Treatment for People with Meritorious Contributions to the Revolution (Ordinance No. 02/2020/UBTVQH14 dated December 19, 2020) clearly stipulates the criteria for recognizing war invalids. Accordingly, the consideration for recognition as a war invalid, the issuance of a "Certificate of War Invalidity" and a "War Invalidity Badge" are reserved for officers, professional soldiers, non-commissioned officers, and soldiers in the People's Army and officers, non-commissioned officers, and soldiers in the People's Public Security Force who have suffered injuries resulting in a bodily injury rate of 21% or higher.

However, please note that Ordinance No. 02/2020/UBTVQH14 also clearly stipulates the consideration for recognizing individuals who are not officers, professional soldiers, non-commissioned officers, or soldiers in the People's Army, and officers, non-commissioned officers, or soldiers in the People's Public Security Force as entitled to policies similar to those for wounded soldiers, and the issuance of a "Certificate of Entitlement to Policies Similar to Those for Wounded Soldiers" (Clause 2, Article 23, Ordinance No. 02/2020/UBTVQH14 dated December 19, 2020). The specific condition is that the injured person must have a body injury rate of 21% or higher due to "exceptionally courageous acts of saving people, saving state or people's property, or preventing or apprehending criminals, serving as a meaningful example for honoring, educating, and widely spreading in society." Those who meet these conditions will be considered by the competent agency or unit for recognition as beneficiaries of policies similar to those for war invalids and will be issued a "Certificate of Eligibility for Policies Similar to those for War Invalids".

The selfless acts of the female medical staff at Nghe An Obstetrics and Pediatrics Hospital in saving newborns are clearly "exceptionally courageous and serve as meaningful examples to honor, educate, and widely disseminate in society." In particular, nurse Nguyen Thuy Trang, while rescuing a newborn alongside her colleagues, was attacked by a vicious assailant who stabbed her 11 times, resulting in severe injuries. Therefore, nurse Nguyen Thuy Trang is highly deserving of consideration by the competent authorities for recognition as a war invalid.

Furthermore, from another perspective, the consideration and recognition are not solely for the sake of Nurse Nguyen Thuy Trang personally. I believe that when Nurse Nguyen Thuy Trang is recognized as a war invalid (or equivalent to a war invalid), it will be a source of inspiration throughout the entire national healthcare system, helping them further enhance their sense of responsibility and dedication to the health of the people; and spreading the spirit of daring to fight against evil and wrongdoing throughout society.

Therefore, this is something that should be done, something that needs to be done!
