- I think the resolution requires it, but when it comes to resolving specific issues, it's left to the local authorities, units, agencies, and departments to handle and resolve.

- That means once authority has been delegated, people should be allowed to demonstrate responsibility, right?

- Because if we interfere too much, people will say we're doing things for others, or "encroaching" on other people's territory, "jumping into the wrong field"...

- Why?

- It's true that we shouldn't interfere too deeply in professional work, but that doesn't mean we should leave everything to chance. Moreover, leaders at the local level, in agencies, units, and ministries are all Party members, and every place has a Party committee. They should know how to integrate their responsibilities when implementing tasks.

- That's true, but many people think that resolving specific issues is the responsibility of the governing body, not the Party committee.

- Without interfering deeply or meddling in professional matters, if the Party committee sees that work is not going smoothly, that old and new tasks are piling up, causing public complaints, then the committee must step in, direct the resolution and handle the issues thoroughly. And they must inspect, supervise, and urge until the issues are resolved. That is the responsibility of the Party committee; they should not make excuses to evade responsibility.

- Yes, Central Committee Resolution No. 4 and Directive No. 05 this time also require that the implementation of resolutions and directives be linked to resolving pressing issues among the people. If we don't change our way of thinking, I'm afraid we'll just repeat the old ways!
