More than 65 years ago, with the help and support of Mr. Trang Lao Kho's family and the people of Phieng Sa village, the late President Kaysone Phomvihane and the Lao-Northern Assault Committee built the Lao revolutionary base and established the Itsala Village Army, the predecessor of today's Lao People's Army.
The relic site bears a strong mark of the solidarity between Vietnam and Laos in general and between the people of Son La province and the northern Lao provinces in particular in the resistance war against colonial invaders to protect the Fatherland.
The relic site is also a valuable source of historical documents contributing to educating the tradition of patriotism, special solidarity, and loyal affection between Vietnam and Laos. With such great values, the relic site has been ranked as a national historical site of Vietnam.
On behalf of the Party and State leaders, National Assembly Chairwoman Nguyen Thi Kim Ngan thanked and highly appreciated the people of Lao Kho village in particular and the ethnic people of Son La province in general for joining the people of the whole country in responding to Uncle Ho's call to follow the Party and the revolution, contributing to the cause of national liberation and helping to build a special solidarity and mutual love between the people of Vietnam and Laos.
National Assembly Chairwoman Nguyen Thi Kim Ngan said that over the past eight decades, the good traditional relationship and the loyal and pure attachment between the people of Vietnam and Laos, founded by President Ho Chi Minh and President Kaysone Phomvihane and cultivated by generations of leaders of the two Parties, States and peoples, have become invaluable common assets of the two countries.
This special, precious and sacred relationship was summarized by President Ho Chi Minh in four immortal verses: "If we love each other, we can climb any mountain/ wade any river, cross any pass/ Vietnam - Laos, our two countries/ Our love is deeper than the Red River and the Mekong Delta".
President Kaysone Phomvihane also affirmed: “In the history of world revolution, there have been many shining examples of proletarian internationalism, but nowhere and never before has there been such a special, long-lasting and comprehensive solidarity and alliance as the Laos-Vietnam relationship”; “Mountains may wear away, rivers may dry up, but the Laos-Vietnam friendship will forever be stronger than mountains and rivers”.
On this occasion, on behalf of the leaders of the Party, State and people of Vietnam, National Assembly Chairwoman Nguyen Thi Kim Ngan expressed her deep gratitude to the Lao Party, State and people for the solidarity, great support and assistance that you have given to Vietnam up to now.
“The Party, State and people of Vietnam affirm that together with the Party, State and people of Laos, we will do our utmost to continuously consolidate and develop the traditional friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, passing it on to future generations, considering this a vital principle, a law of development and a factor ensuring the victory of the cause of national construction and defense of each country,” the National Assembly Chairman emphasized.

Speaking at the ceremony, Lao National Assembly Chairwoman Pany Yathotu believed that the use of the historical site would make an important contribution to the efforts to foster the special friendship, solidarity and comprehensive cooperation between Laos and Vietnam; becoming a place to educate the people of the two countries, especially the youth, to better understand the history of the heroic and indomitable fighting alliance and the great sacrifices of the founding generation of revolutionary fighters of the two countries of Laos and Vietnam to regain independence and freedom.
The Lao National Assembly Chairman said that in the context of the world and regional situation continuing to develop rapidly, complicatedly and unpredictably, along with the plots and schemes of hostile forces that want to sabotage the special friendship and solidarity between Laos and Vietnam, this is the most necessary time for the entire Party, army and people of the two countries to work together to promote and preserve this rare relationship to further develop and bear fruit.
It is especially necessary to educate the people of the two countries, especially the youth, about their own responsibility in protecting this loyal and steadfast relationship forever.
