The program is being implemented in 1,700 disadvantaged communes (as defined in Decision 861/QD-TTg dated June 4, 2021) and 50 communes (as defined in Decision No. 353/QD-TTg dated March 15, 2022 of the Prime Minister). The recipients of the donated devices are poor and near-poor households with local government certification, enabling them to immediately switch to 4G and avoid communication disruptions by September 16, 2024.

In addition, Viettel is also offering free 4G phones to all customers currently using 2G phones when they register for a long-term package. Customers can choose from the 4G phone models that Viettel is currently offering, including V1/V2; V1S; G1/G2. The program will end when all the planned phone numbers have been used.

To receive a free 4G device, eligible customers must bring their valid identity card or citizen's identification card along with a certificate of poverty/near-poverty status to the nearest Viettel store for assistance.

Prepare for service interruption on September 16, 2024.

Following the roadmap of the Ministry of Information and Communications, and through various decisive measures, Viettel has supported the conversion of more than 8 million 4G devices nationwide since the beginning of 2024. In August alone, more than 3 million 2G devices were successfully converted to 4G.

In addition to 10,000 mobile phone exchange points located in densely populated areas and even in remote villages, Viettel Telecom also collaborates with community digital transformation teams to popularize digital skills among the people. Simultaneously, it partners with retail chains such as mobile phone and electronics stores to provide customers with the most convenient support.

The proactive implementation of various support programs has helped Viettel Telecom reduce the number of 2G subscribers from approximately 10 million to less than 2% of Viettel's total subscribers nationwide. The goal is to ensure that by September 15th, 100% of customers maintain communication and that many customers can experience digital services.

Besides supporting people in switching to new phones, Viettel is also expanding its 4G coverage with over 6,000 new 4G base stations installed in just the past year (bringing 4G coverage to over 96%, providing 4G access to an additional 4 million people in remote and rural areas); increasing network capacity by 20% to enhance user experience. The goal is to achieve 4G coverage equivalent to 2G coverage, reaching over 98% of the population by 2025.

How to check and distinguish 4G phones to avoid being ripped off.

Taking advantage of the fact that mobile network operators are supporting people in switching from 2G to 4G subscriptions and preparing to discontinue 2G services, there have recently been cases of scammers defrauding people, especially ethnic minorities and elderly people who are not tech-savvy, by selling fake 4G phones (screens displaying 4G signal bars but actually 2G phones).

To help people distinguish between genuine and fake 4G phones, Viettel Telecommunications Corporation advises people to only follow the instructions of the network provider or buy phones from reputable retail stores.

Accordingly, Viettel customers can send a free text message to check their IMEI using two syntaxes: KTMay Imei to 191 to check the phone currently using the SIM card sending the message, and KTDT Imei to 191 to check another phone.
