(Baonghean.vn) - The two overpasses will be built at the intersection of Nguyen Thai Hoc, Quang Trung, and Le Loi streets, and at the intersection of Nguyen Sy Sach, Ha Huy Tap, and Nguyen Van Cu streets.

This information was provided by Mr. Nguyen Hoai An, Chairman of the Vinh City People's Committee, during the discussion and adoption of the Resolution at the 4th session of the 21st term of the Vinh City People's Council on the morning of July 20th.

Mr. Vo Viet Thanh, member of the Standing Committee of the Provincial Party Committee and Secretary of the Vinh City Party Committee, attended the meeting.

At this morning's session, delegates of the Vinh City People's Council raised a series of obstacles and shortcomings such as budget revenue targets; resolving issues related to residential areas; issuing land use right certificates to people; urban order management, flood control, and environmental pollution control...

Specifically, regarding the field of education, according to the report by delegate Thai Khac Tan, Head of the Education and Training Department of the city, in recent years, the number of students entering first grade has remained basically stable at 4,500. However, from the 2017-2018 school year, the number of children entering first grade is over 7,300, an increase of 2,800 children compared to the 2016-2017 school year, and the 2018-2019 school year is 9,300 children.

According to Representative Tan, the "sudden" increase in the number of children will put pressure on all levels of education. However, for preschool education, there is already a system of private preschools to share the burden, and besides, this level of education is not yet compulsory.

At the lower secondary level, classes are only taught for one session, so it's possible to arrange classes at another time; however, for the primary level, universal education is mandatory and currently, classes are organized for two sessions per day, creating immense pressure and requiring the City People's Council and the political system at all levels in the city and wards/communes to devise solutions to address this issue.

Representative Nguyen Huy Hoang, Head of the Department of Natural Resources and Environment, informed: From 2007 to the present, exactly 10 years after the implementation of the project to demolish old apartment complexes, Vinh City has demolished 101 out of 156 complexes.

The remaining 45 residential areas are those facing numerous difficulties and obstacles related to the responsibilities of city departments, ward and commune levels, as well as the responsibilities of residents in fulfilling their financial obligations. There is also a lack of consensus on the new planning location. In the coming period, the responsibilities of each party must be clarified to expedite the implementation of the project.

Responding to the issues discussed and proposed by the City People's Council delegates at the session, as well as the opinions and suggestions of voters, Mr. Nguyen Hoai An, Chairman of the City People's Committee, affirmed that the City People's Committee will assign responsibility to relevant departments and agencies to research and analyze these issues for resolution in the coming time.

The Chairman of the City People's Committee also emphasized several key tasks and solutions related to increasing budget revenue, combating tax evasion and outstanding tax debts; and accelerating the exploitation of land resources to create investment resources for development.

In particular, Mr. An also stated that Vinh City will continue to focus intensely on resolving outstanding issues, accelerating progress, and completing the WB project by the end of 2017; and completing land clearance for important roads such as Le Ninh, Ly Thuong Kiet, and the extended Le Mao road...

On the other hand, the city will adjust its medium-term investment plan, prioritizing school buildings, cultural institutions, and urgent projects such as parking lots, flood control, and waste treatment; completing the zoning plan for wards and communes; addressing the project to renovate residential areas; strengthening urban order management; and implementing solutions to combat traffic congestion and flooding in the city.

At the closing of the session, Mr. Nguyen Van Lu, Permanent Deputy Secretary of the Vinh City Party Committee and Chairman of the City People's Council, emphasized: The City People's Council seriously considered the opinions, especially the shortcomings and weaknesses that need to be overcome, and the wishes of the Party Committee and the people of the city in organizing the implementation of political tasks in 2017.

The Chairman of the City People's Council also requested the City People's Committee to actively direct specialized departments and affiliated units to focus on solutions to overcome difficulties and mobilize all resources to effectively implement the contents of the Resolution passed by the City People's Council, contributing to the completion of the city's socio-economic targets for 2017.
