However, from the 2017-2018 school year, the number of children entering grade 1 is more than 7,300 children, an increase of 2,800 children compared to the 2016-2017 school year and the 2018-2019 school year is 9,300 children.

According to delegate Tan, the "sudden" increase in the number of children will put pressure on all levels of education. However, for preschools, there is a system of non-public preschools to share, and on the other hand, this level of education is not yet mandatory.

Secondary school only teaches one session, so classes can be arranged in another session; as for primary school, it is mandatory to teach and currently, it is also organized to teach 2 sessions/day, so it puts a lot of pressure, requiring the City People's Council and the political system at all levels in the city and wards and communes to propose solutions to solve this problem.

Delegate Nguyen Huy Hoang, Head of the Department of Natural Resources and Environment, informed: From 2007 to now, after 10 years of implementing the project to eliminate old collective housing areas, Vinh city has eliminated 101/156 areas.

The remaining 45 collective housing areas are areas with many difficulties and problems related to the responsibilities of the city's departments, agencies, and sectors, ward and commune levels, and the responsibility of the people in fulfilling financial obligations. There is no consensus on the new planning location. In the coming time, the responsibilities of each party must be clarified to speed up the implementation of the project.

Speaking to receive the issues discussed and proposed by the City People's Council delegates at the meeting as well as the opinions and proposals of voters, Mr. Nguyen Hoai An - Chairman of the City People's Committee, affirmed: The City People's Committee will assign responsibility to departments, offices and branches to research and dissect for handling in the coming time.
