Potential and challenges

From the tea hills in the early morning, looking down into the valley, Vinh Tuong appears like a picturesque landscape painting. The rolling green mountains, the endless fields along the river, and the scattered houses amidst the vast expanse of land and sky create a stunning scene. This geographical location presents both advantages and challenges for development. Located in western Nghe An province, Vinh Tuong serves as a gateway connecting the midland with the high mountains, boasting a large natural area, fertile land, and significant potential for agricultural, forestry, and fisheries development.

Furthermore, the presence of the Lam River, acting as a vital waterway, facilitates water transport and connects the locality with neighboring regions. Thanks to this location, Vinh Tuong has the conditions to develop concentrated raw material areas, cultivate industrial crops, raise livestock, and connect trade with other regions.

However, Vinh Tuong's mountainous terrain also presents many challenges. The infrastructure is not yet fully developed, and the economy is small-scale, making it difficult to attract investment. In recent years, natural disasters, diseases, and especially the Covid-19 pandemic, have severely impacted production, making life even more difficult for the people, particularly ethnic minorities. Many laborers have had to leave their hometowns to seek work elsewhere, while those who remain suffer from instability in production and income.

But as is their tradition, the greater the hardship, the more resilient and tenacious the people here become. In each village, the will to overcome difficulties remains strong, like a red thread connecting generations. Vinh Tuong does not shy away from challenges, but sees them as tests, as motivations to affirm itself. The land may be steep, the weather may be harsh, but the people's hearts have never ceased to aspire to rise above.

Change from resolutions to real life

On July 1, 2025, following the merger of administrative units, Vinh Tuong commune was officially established. In the initial phase, numerous difficulties arose: stabilizing the organization while simultaneously developing a development plan. However, with a spirit of unity and decisive leadership, the commune has taken steady steps, creating remarkable achievements in many areas.

In Party building and the political system, Vinh Tuong commune places special emphasis on political and ideological education, linked with studying and following the thoughts, ethics, and style of Ho Chi Minh. During the past term, the commune admitted 60 new Party members, adding youthful energy and intellect to the grassroots Party organization. Inspections and supervision were conducted seriously, ensuring discipline and order. Direct dialogues between leaders and the people became a reliable bridge, connecting the Party's will with the people's hearts, and fostering confidence in the leadership and management of the government.

The local economy has also undergone significant transformation. The average growth rate for the period 2021-2025 is estimated at 5.56%. By 2025, the total value of production in the commune is estimated to reach over 2,119 billion VND, an increase of more than 500 billion VND compared to 2020. Average per capita income is expected to reach 47.23 million VND/year, significantly higher than before. The economic structure is shifting in the right direction, gradually reducing the proportion of agriculture and forestry, and increasing the proportion of industry, construction, trade, and services.

In agriculture, the lush green tea hills and sprawling sugarcane and cassava fields have formed a stable raw material area, bringing sustainable economic value. The entire commune currently has over 300 hectares of industrial tea, more than 200 hectares of sugarcane, and nearly 360 hectares of cassava. Livestock and poultry farming and aquaculture are emphasized, with a forest cover rate of 33.5%. In addition, the industrial and construction sectors are also developing strongly, with nearly 360 production facilities in operation, creating jobs for more than 1,100 local workers.

Socio-cultural aspects have seen many positive changes. The "National Unity for Building a Culturally Rich Life" movement is increasingly widespread, affirming the strength of community cohesion. Education and training have achieved high results, with 7 out of 9 schools meeting national standards; the movement for outstanding students and excellent teachers is continuously maintained. Primary healthcare is given attention, with health stations meeting national standards, and the rate of people participating in health insurance reaching 92%. Poverty reduction has become a highlight, bringing the poverty rate down from 5.11% in 2021 to 1.58% in 2025.

Security and national defense have always been maintained. The commune-level defense drills were rated excellent, and the security and order situation remained stable, preventing any prolonged hotspots. The commune also focused on upholding the tradition of remembering those who have contributed to the community, while mobilizing resources from its children living away from home to contribute to local development.

These results, while not yet comprehensive, affirm one fact: Vinh Tuong has taken more steady steps on its new journey, leaving a strong impression on cadres, Party members, and the people.

Solid and sustainable development

Concluding the 2020-2025 term, Vinh Tuong embarks on a new journey with many intertwined opportunities and challenges. In particular, Resolution 39 of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045, has opened up a major direction, creating a foundation for the commune to rise strongly.

The overall goal set by the commune's Party Committee is to achieve rapid, sustainable, and comprehensive development; build a synchronous infrastructure; improve the material and spiritual quality of life for the people; consolidate national defense and security; and build a clean and strong political system. Vinh Tuong also aims to develop its potential for cultural and spiritual tourism, creating tours linked to Cua Luy Temple, Anh Son Pagoda, Dong Truong Cave, and the Vietnam-Laos Martyrs' Cemetery, contributing to making the locality a destination for tourists on their journey to the roots.

By 2030, the commune aims for an average economic growth rate of over 7% per year; an average per capita income of approximately 70 million VND; a poverty rate reduced to below 0.6%; 100% of schools meeting national standards; and over 99% of the population using clean water. Infrastructure for transportation, trade, and services will be invested in comprehensively, gradually forming a cluster of agricultural processing industries, creating new impetus for development.

To realize its goals, Vinh Tuong emphasizes the continued strengthening of the Party and political system, enhancing the capacity and prestige of its cadres, considering this a decisive factor. Simultaneously, the commune aims to develop green and clean agriculture, applying high technology and adapting to climate change. Traditional culture is preserved and promoted, becoming a foundation for the development of community tourism and ecotourism. Administrative reform is being accelerated, moving towards building a digital government and a digital society to meet new demands.

Above all, Vinh Tuong's aspiration goes beyond mere growth figures; it is a desire to create a homeland where every citizen has the opportunity to improve their lives, where cultural values ​​are preserved, and where the future unfolds with faith and determination.

In the historical flow of Western Nghe An, Vinh Tuong today is like a boat that has overcome rapids and is moving forward with the oars of faith and consensus. What has been achieved in the past term is the foundation for the commune to continue on a new journey. And that journey, with the aspirations, determination, and collective efforts of the entire people, promises to make Vinh Tuong a land not only beautiful because of its river and mountain landscapes, but also vibrant because of the will and achievements of its people.
