On the afternoon of April 23, speaking to Tuoi Tre newspaper after the case against the owner of Xin Chao restaurant was suspended, Lieutenant General Le Dong Phong, Director of the Ho Chi Minh City Police, affirmed that individuals who committed violations would be dealt with.

- The Ho Chi Minh City Police Investigation Department assessed that the Binh Chanh District Police's initiation of the case was well-founded, but the Procuratorate has now suspended the case. What are your thoughts on this matter?

- From the moment the press reported on the incident, I instructed the Ho Chi Minh City Police Investigation Department to retrieve the case file to re-evaluate the documents and evidence. Although at that time the legal proceedings were under the jurisdiction of the Procuratorate, the indictment had already been forwarded to the court for prosecution.

Initial investigations by the Ho Chi Minh City Police Department indicate a hasty and rigid approach by the Binh Chanh District Police Investigation Department. The case still has many points requiring further consideration, despite initial assessments that were well-founded.

The city police believe that criminal prosecution against Mr. Tan is unnecessary and proactively proposed an inter-agency meeting with the City People's Procuracy on the afternoon of April 22nd.

During the inter-agency meeting, the City Police proposed that the Procuratorate consider not prosecuting Mr. Tan criminally. However, how to handle the case is within the authority of the Procuratorate.

- Now that the Prosecutor's Office has issued its decision on the case, how will the City Police Department's leadership handle it?

- We will conduct a review and determine the responsibilities of each person involved.

Based on the results of that review, the Ho Chi Minh City Police Department's leadership will consider the appropriate disciplinary action and propose to the General Political Department of the People's Public Security to handle the case against the Head of Binh Chanh District Police according to regulations.

As for other officers involved, who fall under the jurisdiction of the City Police Chief, we will take strict action immediately after a thorough review of their responsibilities.

The specific direction will have to wait for the results of the review and assessment of responsibilities; it's not possible to set out concrete steps right now.

- Could you elaborate on the process?

- Before the Prosecutor's Office decided to suspend the case today, the Ho Chi Minh City Police Department's leadership had assessed the haste, impatience, lack of caution, and insufficient thoroughness of those conducting the investigation, causing negative reactions in society and affecting the reputation of the police force in general and the Ho Chi Minh City Police Department in particular.

According to the plan, early next week, the Standing Committee of the Party Committee and the Board of Directors of the City Police will meet to agree on the principle of reviewing responsibilities and clarifying the violations of each individual, and on that basis, appropriate disciplinary measures will be taken.

Currently, we have specific solutions regarding personnel matters to strengthen and improve the Bình Chánh District Police Command.

- Also related to the Binh Chanh District Police, there is currently a case involving violations of housing management regulations that is causing a public uproar. How have you handled it?

- I have now requested the City Police Staff Office and the City Police Investigation Agency Office to specifically examine the files and evidence. These units have retrieved the files for review, evaluation, and report preparation.

If any wrongdoing or shortcomings are discovered that fall under the responsibility of the Criminal Investigation Agency of Binh Chanh District Police, I will request the head of the Criminal Investigation Agency of Ho Chi Minh City Police to handle them immediately.

Once the assessment results are available, we will proactively address the issue and inform the press as soon as possible.

- Following this case, what plans do you have to minimize similar mistakes within the Ho Chi Minh City Police force?

- This was an incident that shouldn't have resulted in such a serious mistake. The Ho Chi Minh City Police Department's leadership has directed the Office of the Criminal Investigation Agency to review and inspect the investigative work of investigative agencies at all levels within the Ho Chi Minh City Police Department.

Through this, the Ho Chi Minh City Police will rectify shortcomings with practical and specific solutions, such as consolidating, improving, and enhancing the quality of the investigative staff, as well as the organization and operation of investigative agencies at all levels within the Ho Chi Minh City Police.

In particular, it is crucial to build a team of investigators who are dedicated and competent, capable of meeting the demands of investigative work in the new situation.
