Entering 2024, Nghe An faces many challenges from the general context. Difficulties due to the unstable global economic situation, consequences of natural disasters, and the requirement to implement high socio-economic targets put the province under great pressure. However, with a proactive spirit and wise leadership and direction, along with consensus and high determination in the whole society, the province has achieved proud results.
In 2024, Nghe An's economic growth rate will continue to be maintained at a fairly high level and higher than the national average; the province's gross regional domestic product (GRDP) is estimated at 9.01%, far exceeding the average for the 2021-2023 period. In particular, the state budget revenue is estimated at VND 24,797 billion, not only exceeding the estimate but also marking the third consecutive year of exceeding VND 20,000 billion, approaching the target of the 19th Provincial Party Congress, term 2020 - 2025.
The province's economic structure has also shifted positively and in the right direction with outstanding development in the fields of agriculture, industry and services. Nghe An continues to affirm its position as one of the leading provinces in new rural construction, with 327 communes meeting rural standards by the end of 2024. National key projects such as the North-South Expressway, coastal roads and many other projects have been completed ahead of schedule, contributing to significantly improving transport infrastructure and promoting regional connectivity.
The bright spot in Nghe An's economic picture, recognized in all assessments and at all forum levels, is attracting foreign direct investment (FDI). In 2024, the province is expected to attract about 1.7 billion USD in FDI, ranking in the top 10 provinces and cities attracting the highest FDI in the country for the third consecutive time. This result is thanks to the determination to reform administration, digital transformation and innovation in leadership thinking. Nghe An has created trust with investors, ready to become a "launching pad" for large projects.
In addition, the fields of culture, education and social security have also recorded significant progress. The province's comprehensive education quality is among the top in the country, ranking 4th in the country for excellent students, and ranking 12th in the country for high school graduation exams. Poverty reduction and housing construction for people in difficult circumstances continue to be effectively implemented, improving the material and spiritual life of the people.
Despite many achievements, Nghe An still faces limitations that need to be overcome: economic growth is not really commensurate with its potential, investment resources for infrastructure are limited, and a segment of the population in remote areas still faces many difficulties.
The province has seriously assessed and clearly identified the above "bottlenecks" and proposed breakthrough solutions to unlock development resources. The focus is on administrative reform, improving management and operation efficiency, along with promoting digital transformation and improving the investment and business environment. Nghe An aims to build a favorable business environment, focusing on businesses and people as the center of service, with the measure of development being people's satisfaction.
At the same time, the province focuses on implementing strategic projects such as Cua Lo deep-water port, Vinh international airport and key economic zones. These are important driving forces to promote regional economic development, creating the foundation for Nghe An to become the economic center of the North Central region.
One of the key factors to promote sustainable development is investment in human resources. The province continues to improve the quality of education, vocational training and attract high-quality human resources. Nghe An also focuses on developing science, technology and innovation, combined with preserving and promoting local cultural values.
In addition to economic development, the province also focuses on the equally important task of ensuring social security, national defense and security. Nghe An continues to maintain political stability, ensure social order and safety, and strengthen national defense and border security. This is a key factor in creating a stable and favorable environment for socio-economic development.
2025 is a particularly important time, marking the final year of implementing the 5-year plan 2021-2025 and preparing for the Party Congresses at all levels of the new term. With valuable lessons learned, solidarity and determination of the entire political system, Nghe An has every reason to believe in an even stronger breakthrough period.
Speaking at the Provincial People's Council meeting at the end of 2024, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized: 2025 is a very important year, the final year to implement the goals, targets and tasks of the Resolution of the 19th Provincial Party Congress. This is also a year with many important events of the country, and also the year to organize Party Congresses at all levels, to implement the streamlining revolution, and to reorganize the apparatus. With a very large and heavy workload and nature. In particular, the first task is to focus the most, with the highest determination to achieve the highest level of targets and goals of the term, especially targets that are assessed as difficult to achieve such as GRDP growth rate, GRDP per capita... The Provincial People's Committee sets a target of striving for a double-digit growth rate, not less than 10%.
The Provincial Party Secretary and Chairman of the Provincial People's Committee also believes that: "We have the confidence and foundation to achieve the above goals. Because in 2025, the province will begin implementing the National Assembly's Resolutions on specific mechanisms and policies; FDI projects that have been invested and implemented will create more resources for the province. Recently, the National Assembly has removed some bottlenecks in mechanisms, so investment procedures will be more favorable to unlock resources."
At the same time, the Provincial Party Secretary and Chairman of the Provincial People's Committee emphasized the important tasks in 2025: The province must focus on implementing and successfully organizing Party Congresses at all levels with a new spirit, new determination, and new approaches as directed and thoroughly implemented by General Secretary To Lam, which is to build congress documents that are life-affirming, concise, easy to remember, easy to understand, easy to implement, like "textbooks".
We must carry out a revolution in streamlining the apparatus with the spirit of "cannot not do it", "cannot delay any longer" to build a "Refined - Lean - Strong - Effective - Efficient - Effective" apparatus as directed by General Secretary To Lam. Along with that, in 2025, the province must continue to take advantage of opportunities to accelerate breakthroughs in attracting investment, promote administrative reform, carry out digital transformation, improve the investment environment with the spirit of creating all favorable conditions for investors to come to research and survey, organize and implement projects in the province, strive for 5 consecutive years in the top 10 in terms of FDI attraction results, and gradually strive to be in the top 10 nationwide in terms of registered and implemented FDI capital in the province.
Nghe An commits to focus all resources to achieve the set goals, continue institutional reform, improve management effectiveness and arouse the spirit of creativity, daring to think, daring to do at all levels and sectors. In particular, Nghe An determines to comprehensively develop the socio-economy in association with environmental protection, improve the quality of life of the people and build the province into an economic and cultural center of the region.
