In 2024, with a spirit of unity, innovation, and aspiration for progress, Nghe An province achieved remarkable accomplishments, creating a solid foundation for fulfilling the goals and tasks set for 2025, confidently entering a new phase of strong and sustainable development.

Entering 2024, Nghe An faced numerous challenges from the overall context. Difficulties arising from the unstable global economic situation, the consequences of natural disasters, and the requirement to achieve high socio-economic targets placed the province under significant pressure. However, with a proactive spirit, wise leadership and guidance, and strong consensus and determination throughout society, the province achieved commendable results.

In 2024, Nghe An's economic growth rate continued to be relatively high and higher than the national average; the province's gross regional product (GRDP) is estimated at 9.01%, far exceeding the average for the 2021-2023 period. Notably, state budget revenue is estimated at 24,797 billion VND, not only exceeding the projected target but also marking the third consecutive year exceeding 20,000 billion VND, approaching the target set by the 19th Provincial Party Congress, term 2020-2025.
The province's economic structure has also shifted positively and in the right direction, with outstanding development in the fields of agriculture, industry, and services. Nghe An continues to affirm its position as one of the leading provinces in building new rural areas, with 327 communes meeting rural standards by the end of 2024. Key national projects such as the North-South expressway, the coastal road, and many other projects have been completed ahead of schedule, significantly contributing to improving transportation infrastructure and promoting regional connectivity.

A bright spot in Nghe An's economic landscape, recognized in all assessments and forums, is its attraction of foreign direct investment (FDI). In 2024, the province is expected to attract approximately US$1.7 billion in FDI, ranking among the top 10 provinces and cities attracting the most FDI in the country for the third consecutive year. This result is thanks to the province's determination to reform its administration, implement digital transformation, and foster innovation in leadership thinking. Nghe An has built trust with investors, becoming a "launching pad" for large-scale projects.
Furthermore, significant progress has also been made in the fields of culture, education, and social welfare. The province's overall education quality is among the top in the country, ranking 4th nationally in academic achievements and 12th nationally in the high school graduation exam. Poverty reduction and housing construction for disadvantaged people continue to be implemented effectively, improving the material and spiritual lives of the people.

Despite achieving many accomplishments, Nghe An still faces limitations that need to be overcome: economic growth has not truly matched its potential, investment resources for infrastructure are limited, and a segment of the population in remote areas still faces many difficulties.

The province has seriously assessed and clearly identified the aforementioned "bottlenecks," and proposed breakthrough solutions to unlock development resources. The focus is on administrative reform, improving management and operational efficiency, along with promoting digital transformation and improving the investment and business environment. Nghe An aims to build a favorable business environment, with businesses and citizens at the center of service, and the measure of development being the satisfaction of the people.
Simultaneously, the province is focusing on implementing strategic projects such as the Cua Lo deep-water port, Vinh international airport, and key economic zones. These are important drivers for regional economic development, creating a foundation for Nghe An to become the economic center of the North Central region.

One of the key factors in promoting sustainable development is investment in human resources. The province continues to improve the quality of education, vocational training, and attract high-quality human resources. Nghe An also focuses on developing science, technology, and innovation, combined with preserving and promoting local cultural values.
Besides economic development, the province also focuses on the equally important tasks of ensuring social welfare, national defense, and security. Nghe An continues to maintain political stability, ensure social order and safety, and strengthen national defense and border security. This is a key factor in creating a stable and favorable environment for socio-economic development.


2025 is a particularly important year, marking the final year of the 2021-2025 five-year plan and preparing for the new term of the Party Congress at all levels. With valuable lessons learned, the unity and determination of the entire political system, Nghe An has every reason to believe in an even stronger breakthrough period.
Speaking at the end-of-year 2024 session of the Provincial People's Council, Comrade Nguyen Duc Trung, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized: 2025 is a year of paramount importance, the final year of implementing the goals, targets, and tasks of the Resolution of the 19th Provincial Party Congress. It is also a year with many significant national events, the year of organizing Party Congresses at all levels, and the implementation of the streamlining and reorganization of the administrative apparatus. The workload is immense and demanding. The first task is to focus the highest level of effort and determination to achieve the highest possible results for the term's targets and objectives, especially those considered difficult to achieve such as GRDP growth rate and GRDP per capita. The Provincial People's Committee aims for a double-digit growth rate, not less than 10%.

The Provincial Party Secretary and Chairman of the Provincial People's Committee also expressed confidence, stating: "We have the belief and basis to achieve the above goal. Because in 2025, the province will begin implementing the National Assembly's resolutions on special mechanisms and policies; the FDI projects that have been invested in and implemented will create additional resources for the province. Recently, the National Assembly has removed some bottlenecks in mechanisms, so investment procedures will be more favorable to unlock resources."
At the same time, the Provincial Party Secretary and Chairman of the Provincial People's Committee emphasized the important tasks for 2025: The province must focus on successfully implementing and organizing the Party Congresses at all levels with a new spirit, new determination, and a new approach, as directed and emphasized by General Secretary To Lam, which is to build congress documents that reflect real life, are concise, easy to remember, easy to understand, and easy to implement, like a "textbook".

The revolution in streamlining the organizational structure must be carried out with the spirit of "it must be done," "there can be no further delay" to build a "lean, efficient, effective, and efficient" apparatus as directed by General Secretary To Lam. In the process, we must adhere to the guiding principles: "Run while queuing"; "The Central Committee does not wait for the provincial level, the provincial level does not wait for the district level, and the district level does not wait for the grassroots."
Furthermore, in 2025, the province must continue to seize opportunities to accelerate breakthroughs in attracting investment, promote administrative reform, implement digital transformation, and improve the investment environment with the spirit of creating all favorable conditions for investors to come to research, survey, and implement projects in the province, striving to be in the top 10 for FDI attraction results for five consecutive years, and gradually striving to be in the top 10 nationwide in terms of registered and implemented FDI capital in the province.

Nghe An is committed to focusing all resources to achieve the set goals, continuing institutional reforms, improving management effectiveness, and fostering a spirit of creativity and boldness at all levels and sectors. In particular, Nghe An aims for comprehensive socio-economic development linked to environmental protection, improving the quality of life for its people, and building the province into a regional economic and cultural center.
With outstanding achievements in 2024 and thorough preparation for the next steps, in 2025 Nghe An will accelerate and make breakthroughs in achieving socio-economic development goals at the highest level, contributing to the successful implementation of the goals and tasks of the entire 5-year period 2021-2025; together with the whole country, confidently entering a new era - an era of sustainable development, integration and prosperity.
