In the coastal communes of Dien Chau, An Chau (former Dien Chau district); Quynh Anh (former Quynh Luu district), from early afternoon on September 28, the wind gusts gradually increased in strength, accompanied by torrential rain. High waves continuously crashed onto the shore, creating white foam.

On the coastal roads, most shops and restaurants were closed, and people absolutely did not go out. In Dien Chau commune, the wind blew continuously, trees and signs were tilted. People tried to clean up the signs and some other items, to avoid damage from the storm.

Mr. Nguyen Van Quang, a resident of Hamlet 2, Dien Chau Commune, said: “Since noon today, the wind has been blowing stronger, my family has been evacuated from the kiosk to return home to take shelter safely. All the selling equipment has been packed away, and the shop door has been closed tightly.”

Mr. Nguyen Van Loi - Chairman of Dien Chau Commune People's Committee said: The local plan is to evacuate more than 400 people from the danger zone. As of 3:00 p.m. on September 28, nearly 50 people have been evacuated to the gathering point and about 300 people have been evacuated to their relatives' homes. The remaining will be evacuated and completed this afternoon. The commune has mobilized all forces to be on standby to rescue people when necessary.

In Quynh Anh commune, Mr. Ho Nghia Duong - Chairman of the People's Committee of the commune said: There are no people living in the danger zone in the commune, however, if the storm winds are strong, it will cause the roofs of people's houses to be blown off. Therefore, before the storm hits, the locality has propagandized people to proactively tie down their houses and put sandbags on the corrugated iron roofs. "By early this afternoon, the storm winds had increased to level 7 - 8, accompanied by prolonged heavy rain, causing the vegetable fields to be flooded," said Mr. Ho Nghia Duong.

Up to this point, thanks to the proactiveness of the government and the compliance of the people, the dangerous areas have been promptly evacuated. Localities have maintained 24/7 duty, readying rescue plans.

The storm is still causing strong winds and heavy rains over a wide area. Nghe An Newspaper and Radio and Television will continue to promptly report on the situation and provide accurate information so that people can proactively take precautions and minimize damage.
