Binh Chuan commune leverages its internal resources to build a modernized rural area.
Binh Chuan (formerly part of Con Cuong district) is a commune not subject to merger according to Resolution No. 1678/NQ-UBTVQH15. During the 2020-2025 term, the Party Committee and people of Binh Chuan commune united and strived to overcome difficulties, basically achieving the goals set forth in the Resolution of the 23rd Party Congress of the commune. For the new term, the commune has identified the development motto as focusing on "Improving leadership capacity, leveraging internal resources, and resolutely building a new rural area."
Love socio-economic model
Implementing the Resolution of the 23rd Party Congress of Binh Chuan Commune, the Party Committee and people of Binh Chuan Commune have ensured the stability of the political system and social order and safety. Basic economic targets have been met and exceeded. The area, production, and yield of crops have consistently reached high levels. The total livestock population has decreased somewhat due to the impact of disease; aquaculture has developed steadily. Many economic development projects and models have been gradually implemented.

The road and irrigation canal systems have been repaired, renovated, and expanded. Resources are well managed, preventing illegal exploitation and encroachment. Land clearance, traffic safety corridors, waste management, and environmental protection are given due attention. Propaganda, cultural and artistic activities, sports, and emulation movements are regularly maintained, creating high levels of public support. Party building and the construction of the political system have consistently maintained the study, understanding, learning, and effective implementation of directives, resolutions, and plans at all levels. The role of leaders, the exemplary conduct of key officials, and the sense of responsibility of cadres and civil servants have been effectively promoted. The Fatherland Front and other mass organizations and associations have been strengthened, undergone many innovations, and their operational quality has continuously improved.
Besides that, there are still some limitations: The economy has not yet achieved sustainable breakthroughs, nor has it created distinctive local products with sufficient competitiveness. Structural transformation is slow. The quality of human resources is low and does not meet practical needs. State management in some areas is still limited, including land, environmental resources, forest protection, and security and order, which still have potential complexities. The capacity and fighting spirit of some Party branches are not high. The level of competence, ability, and sense of responsibility of some officials, civil servants, and workers do not meet the requirements.

The total estimated production value of Binh Chuan commune by 2025 is over 73.5 billion VND, reaching 47.39%. Of this: Agricultural, forestry, and fisheries value: 49.6 billion VND (51.55%); Small-scale industries and construction: 11.1 billion VND (45.25%); Trade and services: 12.4 billion VND (36.38%). Total grain production reached 2,154.6 tons/planned 1,508 tons, achieving 142.8%.
The commune also closely integrates the three national target programs with local socio-economic development projects and plans. Over the past five years, these national target programs have invested in and supported the construction of models and projects such as: livestock and poultry farming models, forest protection and conservation, vocational retraining, housing support, and clean water supply, with a budget of over 13 billion VND. This has contributed to improving production efficiency, helping poor and near-poor households develop production, access basic social services, create jobs, and gradually improve the material and spiritual lives of the people.

Regarding services and trade, the commune has many policies to encourage and facilitate the development of trade, small-scale industries, services, community tourism, and the restoration of the Muong Chon market; the restoration and development of rattan and bamboo weaving and the production of characteristic products in the commune.
Local authorities and villages regularly launch campaigns to encourage people to donate land, trees, and assets on their land to expand transportation routes. The commune also mobilizes thousands of man-days from the people to regularly clear vegetation, dredge, and clean inter-commune and inter-village roads, as well as internal village roads, and repair bridges, culverts, and irrigation canals in the area, promptly serving the transportation needs of the people.
The commune has effectively implemented the National Target Program for building new rural areas in the 2021-2025 period, achieving 13 out of 19 criteria, with 2 out of 7 villages reaching the new rural area status and 3 out of 7 villages achieving the cultural village status.

Furthermore, Binh Chuan also maintains and promotes cultural, artistic, and sports activities, and health training for the people, such as: Thai folk song clubs; participation in men's and women's volleyball tournaments and recreational volleyball competitions during holidays. Following the motto "Maximizing internal resources, strengthening external support," with the involvement of the entire political system, the support of philanthropists, and the enthusiastic participation of the people, during the term, 72 houses were renovated or rebuilt for poor and disadvantaged households; over 5.1 billion VND was raised through donations, and people in the villages and hamlets provided support and labor.
Increase enhanced effectiveness cadministrative reform
During its term, the commune focused on implementing numerous solutions to enhance the efficiency of administrative procedure reform and digital transformation, thereby contributing to reducing unnecessary and burdensome administrative procedures for the people. High-speed internet connections were installed, along with a camera system to monitor the activities of officials in receiving citizens and handling administrative procedures. Three clusters of loudspeakers utilizing telecommunications and information technology were installed; 100% of commune officials and civil servants were equipped with computers; 100% of officials and civil servants had and used email; and the commune's one-stop service center installed scanners and computers and implemented electronic payment.
The results of administrative procedure reform and digital transformation in the commune have initially yielded positive results. The Party Committee has issued a Resolution guiding national defense and security work.

The commune directs the strict maintenance of combat readiness duty regimes during holidays and Tet (Lunar New Year); coordinating with the police and military forces to strengthen patrols and proactively disseminate information to firmly grasp the situation, increase patrols, maintain political security and social order, prevent the emergence of hotspots, and avoid conflicts and disputes among the people.
Development orientation
The Party Committee and people of Binh Chuan are implementing the Resolution of the 23rd Party Congress of the commune with the theme “Continue to enhance the leadership capacity and fighting strength of the Party Committee; overcome conservative thinking, dependence, and reliance. Develop internal strengths and resolutely build Binh Chuan commune to gradually achieve the goals of building a New Rural Area.” Binh Chuan remains a poor commune, with many difficulties in people's lives; uneven levels of education; a high poverty rate (20.82%); low application of scientific and technological advancements in production; and slow overcoming of the mentality of dependence and reliance among some cadres, Party members, and the people.
However, with strong political determination, unity, and consensus, Binh Chuan maintains and enhances the leadership capacity of the Party committee and the effectiveness and efficiency of government administration; promotes the role of the Fatherland Front and political and social organizations, leverages the strength of culture, people, and the great national unity, maximizes internal resources, and actively attracts external resources, promoting innovation and digital transformation. It closely integrates sustainable economic development with cultural development, resource management, environmental protection, and the construction of increasingly modernized rural areas.

Binh Chuan commune has identified key breakthroughs for the 2025-2030 term: Adjusting, supplementing, and developing the commune's master plan. Focusing on leadership and guidance in transforming the structure of crops and livestock, including promoting the conversion of a portion of the raw material forest area to fruit tree cultivation in the direction of commercial production, aiming to build a more developed Binh Chuan commune.
