Comrade Tran Khanh Son:Dong Hieu is a land rich in historical and cultural traditions, having had the honor of welcoming President Ho Chi Minh on December 10, 1961. The commune has a favorable location, inter-regional transportation, fertile land, a relatively high level of education, and its people are hardworking, studious, and united.

After merging the three former communes of Nghia My, Nghia Thuan, and Dong Hieu, the new commune has over 28,000 inhabitants and an area of ​​nearly 64 km², opening up a wide and diverse development space with great potential.

The two-tiered administrative model with strong decentralization allows the commune to be more proactive and flexible in management and administration. At the same time, Dong Hieu commune benefits from the urban development policies of the province and the Northwest Nghe An region, and is on the roadmap for becoming a ward.

These factors create favorable opportunities for Dong Hieu commune to make breakthroughs, effectively exploit its potential, and aim towards the goal of basically meeting the criteria for establishing a ward by 2030.

Comrade Tran Khanh Son:Indeed, the achievements of the past term serve as a solid foundation and valuable lessons for the new phase. Over the past five years, the Party Committee and people of the former merged communes, now Dong Hieu commune, have united and been creative in comprehensively fulfilling the tasks of socio-economic development, strengthening national defense and security, and Party building.

The economy maintained relatively strong growth, with the value of production increasing by an average of 8.25% per year during the 2021-2025 period; per capita income reached over 62 million VND per year; and the poverty rate decreased to 0.83%. The economic structure shifted positively: agriculture played a pivotal role with over 3,000 hectares of cultivated land, applying science and technology, with many models achieving incomes exceeding 600 million VND per year; industry and construction grew by over 10% per year; and trade and services expanded, becoming a new driving force.

Socio-cultural aspects have seen significant progress: 9 out of 9 schools meet national standards (including 4 schools that meet level 2 standards), and the health insurance participation rate has reached 95.18%. National defense and security are maintained, and many models such as "security cameras" and "self-governing neighborhood groups" have proven effective.

From practical experience, Dong Hieu commune has drawn key lessons: creatively and flexibly applying the policies of the Central Government and the province; innovating leadership methods; building a clean and strong Party and political system; prioritizing personnel work; reforming administration; developing internal resources and maximizing the utilization of support resources. Most importantly, all decisions must stem from the interests of the people, using the people's satisfaction as a measure, thereby consolidating social unity and consensus.

Comrade Tran Khanh Son: CommuneDong Hieu aims to build a civilized, modern urban area rich in cultural identity; striving to basically meet the criteria for establishing a ward by 2030, becoming a connecting point for development in the Northwest region of Nghe An.

The development orientation is based on four pillars: economy, infrastructure, culture and society, and environment and security. Specifically, regarding the economy: Focus on strongly developing trade and services associated with the transportation advantages in the area, forming commercial centers, wholesale markets, and logistics services to facilitate the circulation of goods.

Actively attract investment projects to the Nghia My industrial cluster, creating jobs and increasing budget revenue. Develop high-tech agriculture, transform the structure of crops and livestock accordingly, organize large-scale commodity production meeting VietGAP and GlobalGAP standards; promote deep processing and build distinctive agricultural product brands.

Encourage entrepreneurship and innovation, especially in the fields of agricultural product processing, handicrafts, and community tourism, creating unique and competitive products and services.

Regarding infrastructure: Complete the regional transportation system, connecting Dong Hieu commune with the economic and cultural centers of the province and the Northwest Nghe An region. Increase investment in commercial infrastructure, standard school systems, and medical facilities to meet the healthcare needs of the people. Upgrade and expand digital infrastructure, ensuring high-speed internet coverage to effectively serve e-government, the digital economy, and online public services.

Regarding socio-cultural aspects: Preserving and promoting traditional cultural values ​​and historical relics; building a healthy cultural life in residential areas. Improving the quality of comprehensive education, focusing on vocational training linked to the needs of the labor market. Enhancing the capacity of the grassroots healthcare system, ensuring people have convenient and quality access to healthcare services. Implementing social security policies effectively, paying attention to supporting vulnerable groups, poor and near-poor households.

Regarding environment and security: Strengthen environmental protection measures, especially in concentrated production areas and industrial clusters; effectively manage solid waste and wastewater, and plant trees to create urban landscapes. Promote disaster prevention and response to climate change. Maintain political security, social order and safety, build a solid national defense and people's security posture, and create a stable environment for socio-economic development.
