Hung Nguyen Nam commune is determined to achieve the status of a model new rural area.
On the afternoon of August 21st, the Party Committee of Hung Nguyen Nam commune held its first delegate congress for the 2025-2030 term. The congress set a target of achieving the model new rural commune status by 2029.
Attending the congress were members of the Provincial Party Committee: Nguyen Thi Thom - Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, and Nguyen Truong Giang - Secretary of the Party Committee and Chairman of the People's Council of Hung Nguyen commune.
Attending the Congress were leaders of provincial departments and agencies; members of Task Force 48 of the Provincial Party Committee; and 247 party members, representing 1,790 party members in the entire Hung Nguyen Nam commune Party Committee.
All four communes met the standards for new rural areas before the merger.
The Congress will determine the direction, objectives, tasks, and solutions for the next five-year development period (2025-2030). The Congress will also approve the decisions of the Standing Committee of the Nghe An Provincial Party Committee regarding the appointment of the Party Committee Executive Board and the Standing Committee of the Hung Nguyen Nam Commune Party Committee, term I, 2025-2030.
The Party Committee of Hung Nguyen Nam commune was established on the basis of merging the Party committees of four communes: Hung Linh, Long Xa, Xuan Lam, and Thong Tan. The Party Committee has 1,790 members, operating in 56 subordinate Party organizations.
Implementing the resolution for the 2020-2025 term, the Party Committees of the communes before the merger and the current Hung Nguyen Nam commune have strengthened the innovation of leadership methods, improved the leadership capacity and fighting strength of the Party, and enhanced the effectiveness of the government, the Fatherland Front, and other socio-political organizations from the commune to the hamlet level.
As a result, socio-economic achievements in the area continue to be very positive, contributing to improving the material and spiritual lives of the people; creating a foundation and impetus for higher development in the new term.
Notably, the economy continued to grow at a fairly good pace. The average economic growth rate in the former communes was estimated at 9.5%. The average per capita income reached 65 million VND/year.
The economic structure is shifting in the right direction. Agricultural production is gradually moving from extensive to intensive production with a high scientific content, increasing value and economic efficiency with many high-tech and VietGAP-compliant crop and livestock models.

The New Rural Development Program was decisively directed by the Party Committee, the government, and the entire system of communes, maximizing the spirit of self-reliance and self-improvement of all strata of the people. As a result, by the end of 2024, all four former communes had met the new rural development standards; including one commune that met the model new rural development standards and two communes that met the advanced new rural development standards.
The socio-cultural sector has seen positive changes; one hamlet in the area has been recognized as a "Typical Cultural Village at the provincial level". The material and spiritual lives of the people are increasingly improving. National defense and security are maintained; social order and safety are ensured.

Party building work is comprehensively addressed in terms of politics, ideology, and ethics; organization and personnel; mass mobilization, inspection, and supervision; and the political system continues to receive attention…
In particular, after reorganizing and operating under a two-tiered local government structure, the Party Committee and political system of Hung Nguyen Nam commune quickly stabilized their organization and implemented tasks promptly and smoothly; ensuring uninterrupted service to the people and businesses; demonstrating a high sense of responsibility, proactiveness, and efficiency in management and operation under the new model.
With the motto: "Unity - Democracy - Innovation - Development," the Congress set the general goal for the 2025-2030 term: Building a clean and strong Party organization; promoting administrative reform; leveraging the strength of the great national unity; and mobilizing all resources to build Hung Nguyen Nam commune into a model new rural commune by the end of the term.
The Congress also set forth 14 general targets, 11 specific targets, and 8 other targets; 5 key task groups, 3 breakthroughs, and 3 main groups of solutions for the leadership work of the commune Party Committee in the 2025-2030 term.
The Congress approved the decisions of the Provincial Party Standing Committee on the appointment of the Hung Nguyen Nam Commune Party Committee Executive Board, term I, 2025-2030, consisting of 24 members, and the Commune Party Standing Committee, consisting of 9 members.
Comrade Le Pham Hung - Chairman of the People's Council of Hung Nguyen Nam commune - has been appointed as Secretary of the Party Committee of Hung Nguyen Nam commune for the term 2025-2030. Comrades Thai Huy Dung and Cao Anh Duc have been appointed as Deputy Secretaries of the Party Committee of Hung Nguyen Nam commune for the term 2025-2030.
Develop an action plan based on the "5 clear principles".
Speaking on behalf of the Provincial Party Committee's working group at the Congress, Comrade Nguyen Truong Giang - Member of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of Hung Nguyen commune, and Head of Working Group No. 48 of the Provincial Party Committee's Standing Committee - emphasized: To successfully implement the resolution of the Congress for the 2025-2030 term, the Party Committee of Hung Nguyen Nam commune needs to continue building a strong Party Committee and political system; continue reviewing, arranging, and assigning cadres to ensure sufficient personnel for all positions, meeting the quality requirements in terms of knowledge, political qualities, and professional capacity, commensurate with the tasks.
In particular, the staff needs to have a desire for innovation, a spirit of daring to think, daring to speak, daring to act, daring to take responsibility, daring to innovate, and daring to confront difficulties.
Regarding socio-economic development, the commune needs to correctly identify its advantages and challenges in the new context to have a breakthrough mindset, determine the right and effective direction; make good use of existing conditions, potential, and advantages; flexibly apply and develop internal resources, and take advantage of attracting external resources to serve the overall development goals of the commune; and improve the material and spiritual lives of the people.
Focus on the comprehensive development of all cultural and social fields; prioritize preserving and promoting the unique traditional cultural identity and characteristics of the people of Hung Nguyen Nam as a spiritual foundation and endogenous resource for development.
Strengthening national defense and security, with the central task of maintaining security and order in the area, creating a stable environment, and promoting development.
Immediately after the congress, the Party Committee of Hung Nguyen Nam commune needs to develop an action program, clearly and specifically assigning responsibilities in accordance with the "5 clear" principles: clear person, clear task, clear progress, clear results, and clear responsibility, to ensure Hung Nguyen Nam achieves the model new rural standard by 2029.
