Nam Cuong Commune (Nam Dan) prospers thanks to New Rural Areas

(Baonghean) - At the beginning of this Dinh Dau Spring, Nam Cuong commune (Nam Dan) was honored to receive a decision from the Chairman of the Provincial People's Committee to recognize the commune as meeting new rural standards. This is truly a great event recognizing the achievements that the commune's cadres and people have strived to achieve.

Nam Cuong - a purely agricultural commune, including 11 hamlets with a natural area of ​​736.5 hectares, population of 6,133 people. The whole commune has 15 affiliated party cells, 282 party members. The advantage of the commune is that it has a fairly abundant labor force, hard-working in production, sensitive to the market. The commune mainly produces agriculture combined with livestock, develops small-scale handicrafts, small and medium-sized services.

To implement the National Target Program on New Rural Construction, the commune encountered some difficulties in the beginning, namely the staff had no experience in directing and operating the construction of new rural areas; the local starting point was low, there were many difficulties; the material and spiritual life of the people was not high.

With the attention of Party committees at all levels, the government and functional sectors; the consensus, support and solidarity within the Party Committee and the people, along with the clear awareness that the work of building new rural areas is an important political task, on March 10, 2015, the Party Committee of Nam Cuong commune issued Resolution No. 03/NQ-DU on implementing the National Target Program on building new rural areas, and on March 10, 2015, issued Resolution No. 01/NQ-DU on leading the implementation of rural road construction and raising the sense of responsibility of Party members and citizens in building new rural areas in the period of 2015 - 2017.

After establishing the Steering Committee and specialized apparatus for managing the construction of new rural areas in the area, the commune has determined to step up propaganda work to mobilize and arouse the response of all classes of people. In building rural roads, the commune coordinates with hamlet units to investigate, review and make a list of roads that need to be built, the number of surrounding walls that need to be cleared, and at the same time, make a budget estimate for road construction for each hamlet unit. After that, the committees directly go down to propagate and dialogue with the people in the process of site clearance to find appropriate solutions.

To have capital for construction investment, the commune effectively promoted the available local resources, at the same time, took full advantage of the investment capital from the Central Government, the province, enterprises, Nam Cuong's children living far from home and support resources from outside. As a result, 130 households donated 1,650m2 of residential garden land, 105 households dismantled 2,750m2 of surrounding walls and more than 9ha of agricultural land to expand traffic and irrigation within the fields. Up to now, the whole commune has built 3.4/7.8 km of asphalt roads, concreted inter-commune roads; 11.418/18.2 km of asphalted and concreted village roads; 12.4/14.7 km of intra-field roads have been paved with graded gravel...

In addition to the criteria for building roads, after 6 years of implementing the NTM program, from the support capital from the central budget and the people's counterpart capital, the commune has supported the construction of many production development models. At the same time, planning training and vocational training for workers; coordinating with the district Agricultural Extension Station to open an average of 3 training classes per year, each class has 70 people to transfer science and technology; combining with seed supply companies, organizing 2 training classes per year on the production process of high-yield rice varieties... At the same time, carrying out land consolidation and plot exchange to increase the efficiency of agricultural production, organizing commodity production. Promoting the strengths of the region, the commune restores and develops small-scale handicrafts such as civil carpentry, welding, sand and gravel mining...

Up to now, the whole commune has had over 433 individual business households. In particular, thanks to the shift in crop and livestock structure towards increasing value, after 6 years, many models of high-value crop varieties have appeared in the area and been put into production in concentrated commodity production areas; specialized rice production areas have been formed and models have been built: large-scale fields of 30 hectares, growing local soybean varieties, producing winter vegetables, raising fattening cattle; raising safe biological chickens... This is one of the important steps of Nam Cuong commune in agricultural development, contributing significantly to raising the average income of people to 22.5 million VND/year; the poverty rate has decreased to 4.99%; 2,965/3,025 workers have regular jobs.

Other criteria such as the irrigation system has solidified 3.48 km of canals reaching 85%; schools have been invested in construction and standardized to meet teaching and learning needs; cultural and sports facilities of communes and hamlets have been invested in construction and 8/11 hamlets have achieved cultural hamlets. The commune health station has been solidified to meet national health standards. The power grid system has been strengthened, ensuring that 100% of households have access to the national power grid, and management and use have been effective to meet the needs of electricity for production and daily life...

Assessing the process of building the new rural area of ​​the commune, comrade Nguyen An Toan - Chairman of Nam Cuong Commune People's Committee said: Since 2011, the whole commune has only achieved 5/19 new rural criteria; up to now, after 6 years, it has achieved 19/19 criteria. It is truly a process of continuous striving and effort of the entire government apparatus and people of Nam Cuong commune.
