Quang Dong Commune with renewed aspirations and determination.

The economic picture is improving.

Formed by merging three communes – Dong Thanh, Kim Thanh, and Quang Thanh – Quang Dong commune currently has a total natural area of ​​over 75km², a population of over 22,000 people, with 22 hamlets and 39 Party branches, bringing together nearly 795 Party members. During the past term, Quang Dong commune clearly defined its development vision, proactively reformed its leadership thinking, leveraged its internal strengths, and maximized external resources to achieve comprehensive development in all fields.

Over the past five years, the local economy has maintained a stable growth rate, averaging 8.78% per year. The economic structure has shifted in the right direction: gradually reducing the proportion of agriculture and increasing the proportion of industry, construction, and services. By 2025, the total value of production in the commune is estimated to reach 1,291 billion VND. Annual budget revenue exceeds the forecast, and total social investment capital for the period 2021-2025 is expected to reach approximately 2,646 billion VND.

In particular, the agricultural sector continues to receive attention with a development orientation towards modernity, efficiency, and sustainability. The application of science, technology, and high technology in agricultural production is becoming increasingly common. Specialized areas for cultivating valuable fruit trees such as oranges, green pomelos, and peach blossoms have brought high economic efficiency. To date, the commune has 6 products recognized as achieving OCOP 3-star standards, including: Dong Thanh oranges, Treo Vong honey, Dua Son honey, Quang Thanh hill chicken, turmeric starch, and Kim Thanh peach blossoms... a testament to the innovation in thinking about the production and consumption of agricultural products.

The New Rural Development movement continues to be widely implemented, creating a strong ripple effect within the community. Socio-economic infrastructure is constantly being invested in and upgraded. Roads, schools, canals, reservoirs, and dams are being renovated and constructed synchronously. The industrial, construction, and trade-service sectors are developing steadily. Currently, there are 4 stone quarrying companies and 1 tunnel brick factory in the area, contributing to providing employment for hundreds of local workers with stable incomes. Notably, the Dong Thanh Brick Factory has invested in automated brick loading robots and has invested over 172 billion VND in building a glazed tile factory. Total revenue from the industrial, construction, and trade-service sectors has grown by an average of 722 billion VND per year.

Alongside economic development, Quang Dong has also achieved many encouraging results in the socio-cultural field. The quality of education is constantly improving, schools are being gradually modernized, and the achievement of universal education is being maintained. Cultural and sports movements are thriving, closely linked to building cultural life in residential areas. The poverty rate has decreased to 0.93%, social security is ensured, and basic healthcare is strengthened, effectively meeting the health care needs of the people.

National defense and security continue to be maintained, and social order and safety remain stable. Emphasis is placed on Party building and strengthening the political system, enhancing the leadership capacity and fighting strength of Party organizations.

Leveraging strengths to move forward.

Entering the new term of 2025–2030, Quang Dong commune has identified its key tasks as continuing to build a clean, strong, and comprehensive Party organization; innovating leadership methods; improving the quality of its cadre; building an effective and efficient government apparatus; strongly promoting digital transformation; and putting people and businesses at the center of service. It aims to maximize existing potential and advantages, striving towards a model of a modern, distinctive new rural area, and achieving rapid and balanced economic development across all three pillars: agriculture, industry, and services. It also focuses on cultural and social affairs, ensuring social security and sustainable poverty reduction; and maintaining national defense and security.

Comrade Nguyen Cong Chuc – Secretary of the Quang Dong Commune Party Committee – affirmed that Quang Dong has identified three breakthrough areas for the coming period, including:

Firstly, focus on perfecting the organizational structure and improving the quality of the staff and civil servants towards professionalism and modernization. Promoting the application of science and technology, administrative reform, and digital transformation are considered key factors in enhancing governance efficiency and better serving the needs of citizens and businesses. This also forms the foundation for the commune to build a digital government and promote citizen participation in local development.

Secondly, the agricultural sector will be restructured towards an ecological, multi-value-oriented approach, linked to the development of a production-processing-consumption chain. Quang Dong commune will continue to maintain and enhance the brand of its characteristic agricultural products such as Dong Thanh oranges and Kim Thanh peach blossoms, while expanding high-tech production areas and developing eco-tourism linked to agricultural experiences, especially in the Ve Vung lake area. This is a sustainable direction that creates added value for agricultural products and opens up new avenues for service development in the locality.

Thirdly, the commune will promote the development of industry, trade, services, and the private economy. Quang Dong is focusing on planning and expanding the Cua Nuong industrial cluster to attract investors and develop factories for processing agricultural products and construction materials, while also forming commercial centers and adjacent residential areas to create momentum for rural urbanization. In addition, the commune will create favorable conditions for households and private enterprises to expand their scale and diversify their businesses.

In the field of social welfare, Quang Dong commune continues to promote sustainable poverty reduction programs, strengthen vocational training linked to the development of high-quality human resources, and encourage labor export.

For the period 2025–2030, Quang Dong commune aims for an average economic growth rate of 11–12% per year, with per capita income reaching 110–120 million VND per year. The poverty rate is targeted to decrease by 0.2% per year; 100% of roads are paved; 97% of the population has access to health insurance; and 100% of hamlets meet security and order standards. The value of production in services and trade is expected to increase by an average of 29–31% per year; and the industrial and construction sectors by 35–37%.

The locality strives to have at least 8 products achieving OCOP standards of 3 stars or higher; maintain and improve the quality of 130–150 hectares of Dong Thanh oranges and 55–60 hectares of Kim Thanh peach blossoms; and plant an average of 500–550 hectares of new forest each year. This is a step demonstrating the long-term vision and commitment to green and sustainable development of Quang Dong commune.

With the right direction, strong determination, and the unity of the entire political system and the people, Quang Dong commune is gradually asserting its new position – confidently rising to become one of the leading localities in developing model new rural areas in Nghe An.
