Quynh Phu commune relocated 1,705 residents to safe shelters ahead of Typhoon No. 5.
Given the complex developments of Typhoon No. 5, the authorities and people of Quynh Phu commune (Nghe An province) are urgently implementing response measures. The evacuation of residents from dangerous areas is a top priority to ensure the safety of lives and property and minimize damage caused by the typhoon.
Quynh Phu commune was formed by merging the entire area and population of the communes of An Hoa, Phu Nghia, Thuan Long, and Van Hai of the former Quynh Luu district.
Mr. Tran Viet Dung, Secretary of the Party Committee of Quynh Phu commune, said: “From early morning on August 25th, the commune's inspection team continued to go down to the villages and hamlets, reviewing all households in dangerous areas to urgently relocate them to safe places. The commune's guiding principle is to act decisively and thoroughly, leaving no household behind. In particular, although over 900 boats and ships have been anchored, 100% of the people are required not to remain on board to avoid loss of life when the storm hits.”

The first group prioritized for relocation were households living near the sea dike, those with makeshift houses, and boats anchored near the estuary. By the end of the morning of August 25th, all 1,705 people in the affected area had been relocated to safe temporary shelters. The majority of these were elderly people, young children, and women.
Youth union members, militia, and commune police were mobilized to assist in transporting belongings, bringing people to shelters, and guiding them in settling into their new homes.

As of the morning of August 25th, the atmosphere at the shelters was quite stable, with people complying well with the instructions of the authorities and functional forces.
Ms. Ho Thi Dinh, a resident who was relocated, shared: “My house is near the sea dike, and the commune proactively encouraged my family to move here for shelter early on. The shelters here are sturdy, and with the support of officials, we feel much more secure.”

Two preschools in the former communes of Quỳnh Thọ and Quỳnh Long have been repurposed as shelters from the storm. These locations are fully equipped with lighting, clean water, instant noodles, drinking water, and medical supplies.
In addition, the commune has also safely moored more than 901 boats and ships, ensuring that no one remains on board when the storm hits.


To proactively respond to Typhoon No. 5, Quynh Phu commune has developed a contingency plan: establishing a logistics committee, arranging food reserves, preparing rescue equipment, and forming a mobile rapid response team ready to respond in case of emergency. The commune has also assigned officials to go directly to the villages and hamlets to help the people combat Typhoon No. 5.
