Quynh Phu commune focuses on urban development, services, and marine economy, becoming a relatively prosperous commune in Nghe An province.

Also attending were Colonel Ho Quyet Thang - Deputy Commander and Chief of Staff of the Provincial Border Guard Command; and Mr. Ho Viet Dung - Deputy Director of the Department of Finance. Outstanding features

Quynh Phu commune was established by merging four former administrative units (Van Hai, Thuan Long, Phu Nghia, and An Hoa). The commune's Party Committee was established according to Decision No. 3660-QD/TU dated June 18, 2025, with 97 grassroots Party organizations and 1,989 Party members.

Quynh Phu is a coastal commune with a large population and a relatively favorable location for urban development, services, and marine economy. During the 2020-2025 term, the Party Committee, government, and people of Quynh Phu commune united and strived to achieve many comprehensive results in various fields.

Accordingly, Party building work continues to receive attention, the political system is strengthened, and the government's operations have undergone many innovations aimed at improving effectiveness and efficiency. The Fatherland Front and other political and social organizations have played a good role, contributing to strengthening the great national unity.

The economy is expected to maintain relatively strong growth, with the total value of products in 2025 estimated at over 4,100 billion VND, an increase of over 40%; budget revenue in 2025 is estimated at nearly 140 billion VND, four times higher; and per capita income in 2025 is estimated at 65 million VND, an increase of 25 million VND compared to 2020.

The economic structure is shifting in a positive direction, with a gradual increase in the proportion of the service and industrial-construction sectors. The program to build communes meeting the standards of new rural areas is receiving attention, the face of rural areas is improving significantly, and the material and spiritual lives of farmers are being considerably enhanced. Planning, management, and construction order are being gradually strengthened; transportation infrastructure is being invested in and improved.

The socio-cultural sector has made progress. The education and training sector continues to develop steadily and firmly, meeting the requirements of teaching and learning. Healthcare for the people has received due attention, with effective implementation of health policies for children, war veterans, policy beneficiaries, and the poor.

Urban development, services, and marine economy.

Building upon the achievements of the past term, for the 2025-2030 term, the Party Committee of the commune strives to build a clean and strong Party organization; to inherit and promote the traditions, will, aspirations, and strength of national unity; to accelerate innovation, linked with urban development, services, and the marine economy; and to strive to make Quynh Phu a relatively prosperous commune among the top 20 communes and wards of Nghe An province by 2030.

The Congress unanimously agreed to implement 27 targets across various fields, 4 key tasks, 5 breakthroughs, and main solutions in these fields.

Accordingly, the total value of products in the area (at 2010 constant prices) will reach 7,000-7,100 billion VND; the growth rate of the total value of products in the area (average for the period 2025-2030) will reach 11-12%; average income by 2030 will be 110-120 million VND/person/year; the commune will strive to achieve advanced new rural standards before 2030; and the commune's digital transformation index will be among the top 20 communes and wards in the province.

In his address to the congress, the Head of the Provincial Party Committee's Organization Department, Le Duc Cuong, acknowledged and highly appreciated the results achieved by the four localities before the merger. He requested that delegates engage in in-depth discussions and thorough analysis of the causes and limitations, especially the subjective ones, in order to find solutions to overcome them and create momentum for the development of Quynh Phu commune in the new phase.

First and foremost, the commune needs to focus on Party building: the commune Party committee must be truly clean and strong; this includes continuously improving the leadership capacity and fighting strength of grassroots Party organizations and the quality of Party members; and paying attention to the recruitment and development of Party members.

Focus on streamlining the organizational structure to ensure efficient, effective, and effective operation. This is an extremely important task, decisive for the successful achievement of the goals and objectives of the Congress, and will determine the development of Quynh Phu commune.

This will be accompanied by a strong push to transform the growth model and restructure the economy to suit local realities; develop high value-added industries; promote effective digital transformation and the development of the digital economy. Investment will be encouraged in advantageous industries and professions, creating momentum for breakthroughs in the socio-economic development of the commune; support local people and businesses in actively engaging in production and business; and create an attractive environment to attract investment, contributing to rapid socio-economic development. Resources will be focused on completing key projects in the area, creating space for economic development.

Accelerate the completion of urban projects in the area. Develop spatial planning along the coastal road, National Highway 48B, along the Thai River, Mo River, and river and stream estuaries… linked to the formation of coastal cities, central cities, riverside cities, commercial and service areas, production zones… Develop spatial planning for the central area of ​​the commune in conjunction with the planning of centralized state administrative agencies and socio-cultural facilities.

In addition, the spatial planning aims to develop tourism in a professional and efficient manner, focusing on the commune's tourism products (beach tourism, cultural tourism combined with resort and experiential tourism); gradually implementing the synchronized infrastructure of the Quynh beach tourist area, especially transportation, squares, restaurant and hotel systems, etc.; and building and linking tourism tours and routes within and outside the commune.

At the same time, the commune needs to comprehensively develop all socio-cultural fields; pay attention to the synchronized development of essential infrastructure systems in healthcare and education to meet the needs of the people, especially focusing on human resources to meet the development requirements in the new period; strengthen national defense and security associated with the key task of maintaining security and order in the area.

The Head of the Provincial Party Committee's Organization Department suggested that immediately after the Congress, the Party Committee should promptly implement the Resolution through practical programs, plans, and projects that are relevant to reality; select key tasks, clearly assign responsibilities, timelines, and expected results; and effectively carry out inspection and supervision to create positive changes from the beginning of the term. The goal is to develop Quynh Phu commune rapidly and sustainably in the direction of urbanization, services, and marine economy.

The Congress announced the Decision of the Provincial Party Standing Committee on the appointment of the Quỳnh Phú Commune Party Committee Executive Board for the 2025-2030 term, consisting of 22 members.

Comrade Tran Viet Dung was appointed to the position of Secretary of the Party Committee and Chairman of the People's Council of the commune; Comrade Pham Thanh Hai was appointed to the position of Standing Deputy Secretary of the Party Committee of the commune; and Comrade Ho Van Thanh was appointed to the position of Deputy Secretary of the Party Committee and Chairman of the People's Committee of Quynh Phu commune.
