Building a clean and strong Party from the grassroots level has always been a key requirement to ensure the Party's comprehensive leadership role. In Nghe An, many synchronized and innovative solutions have been implemented, especially improving the quality of Party branch activities and piloting the "Four Good Party Branches" and "Four Good Grassroots Party Committees" models.

Impact of the "4 Goods" model
The Phan Village Party Branch, under the Hung Nguyen Nam Commune Party Committee, has been consistently rated as having excellently fulfilled its duties for many years. With a total of 47 party members, the branch truly serves as the leading "nucleus" in the residential area, making Phan Village a leading unit in local movements, especially in the construction of model new rural areas.
To achieve these results, Comrade Le Nguyen Nhuan – Secretary of the Phan Village Party Branch – stated: The unit focuses on innovating and improving the quality of Party branch activities, linking them with the implementation of the "four good Party branches" model according to the specific criteria and standards set by the Provincial Party Committee. In Party branch meetings, the topics discussed are closely aligned with practical realities.
In particular, the Party branch has strongly promoted the spirit of criticism and self-criticism, first and foremost within the Party committee and among each Party member assigned to lead self-governing groups and security and order groups. In this spirit, each Party member also engages in self-reflection to adjust and enhance their sense of responsibility, creating a ripple effect within the community.

The implementation of the "Four Good Party Branch" model, with its four key aspects: successfully completing political tasks, maintaining high-quality party meetings, fostering unity and discipline, and ensuring good cadres and party members, has been thoroughly communicated to each party member by the Phan Village Party Branch. This has contributed to fostering unity and cohesion, and promoting a high sense of responsibility among each branch committee member and party member. As a result, resolutions from higher-level Party committees and the branch have been put into practice and have received the people's support.
Based on the practical experience of directing the implementation of the "Four Good Party Branches" and "Four Good Party Committees" models in the Party Committee of the Provincial Party Agencies, Comrade Tran Quang Hoa - Deputy Secretary of the Party Committee of the Provincial Party Agencies - stated that: This is one of the solutions that directly contributes to consolidating and improving the quality of grassroots Party organizations and the contingent of cadres and Party members in the current period.
With four clearly defined criteria, these are not only criteria for emulation but also benchmarks for each Party branch and committee to reflect upon, self-evaluate, and continuously improve.
If implemented systematically, this model will become the nucleus for innovation in Party branch activities, igniting a vibrant spirit of emulation, promoting initiatives and good practices within each Party organization; contributing to raising the quality of grassroots Party organizations in each agency, unit, and locality.

Comprehensive reform of Party building work.

In Nghe An, in addition to improving the quality of Party branch activities and implementing the "Four Good Party Branches" and "Four Good Grassroots Party Committees" models, Party organizations have focused on developing Party members to build a strong Party in terms of organization.
Comrade Nguyen Huu Hoat, Secretary of the Giang Lam hamlet Party branch, under the Bich Hao commune Party committee, shared: “During his lifetime, President Ho Chi Minh instructed: The Party branch is the root of the Party, the place that directly leads the masses.” In rural areas, improving the quality of Party branch activities and developing new Party members is an urgent requirement. In difficult conditions where the source of new members is limited due to young people studying or working far away, the Party branch expands its target group for education, training, and creating a source for the Party from the masses participating in political and social organizations.
Along with clearly identifying the target audience, the Party branch also focuses on improving its capacity and fighting strength; the prestige of the Party branch and its members is prioritized so that the masses can look to it as an example to strive for. Absolutely no standards should be lowered for the sake of meeting targets, thereby consolidating and improving the quality of Party organizations at the grassroots level.

Along with developing Party members, Party organizations have also focused on comprehensively reforming Party building work through many key solutions: reforming political and ideological education, linking it with studying and following President Ho Chi Minh's example; improving the quality of lecturers; taking care of personnel work, assigning the right people to the right jobs, and resolutely replacing incompetent cadres.
In addition, Party organizations are also strengthening reforms. New approaches to mass mobilization work include being close to the grassroots, listening to and promptly resolving the legitimate aspirations of the people; strengthening inspection and supervision, especially in areas prone to corruption such as land and finance; innovating leadership methods, promoting the exemplary responsibility of officials, especially those in leadership positions; and accelerating the application of technology and promoting digital transformation in Party work.

Despite innovations and many positive solutions in Party building, there are still many issues that need to be addressed, especially the quality of Party meetings. In some Party branches, the content of meetings is still poor and lacks depth; some Party members are hesitant to speak up, lack critical thinking, and self-criticism and criticism are not truly serious, even superficial.
The management of Party members, especially those not engaged in local labor or production, still has some limitations. The work of developing new Party members and innovating leadership methods, leadership capacity, and fighting spirit of some Party organizations is not yet clearly evident. The quality of the cadre and civil servant workforce still falls short of some requirements in terms of competence, professional skills, and a spirit of service to the people.

From the above issues, it can be seen that although Party building work in Nghe An has achieved many results, it still needs to be comprehensively, strongly, and more substantively reformed.
Building a clean and strong Party is the foundation for all success. Every cadre and Party member must be a pioneering flame, a shining example in action; daring to think to pave the way, daring to act to create breakthroughs, and daring to take responsibility to maintain public trust. The highest measure of success is the effectiveness of one's work and the trust of the people.
