At the 14th National Congress of the Party, the policy of building a "civilized Party" was identified as a strategic task, systematic and concretized in the Party Congress documents. Regarding this important issue, Nghe An Newspaper and Radio & Television had an interview with Dr. Nguyen Tri Thuc - Member of the Editorial Board, Director of the Specialized and Communication Center - Circulation, Communist Magazine.

Dr. Nguyen Tri ThucIn fact, the concept of a moral and civilized party was mentioned by President Ho Chi Minh in 1960, on the occasion of the 30th anniversary of the founding of the Communist Party of Vietnam, January 5th. Beginning his speech, he affirmed, "Our Party is truly great!" and then concluded with a proud stanza:“Our Party is as great as the vast sea, as high as the mountains / Thirty years of struggle and victory, so much love / Our Party is morality, it is civilization / It is unity, independence, peace, and prosperity…”
Since then, 66 years have passed, and our Party has always inherited President Ho Chi Minh's thought on a moral and civilized Party, always creatively applying it to the practical work of Party building and rectification, always self-reflecting and self-correcting to increasingly perfect its leadership methods, not accepting anything outdated or backward, always fighting against manifestations of self-evolution and self-degeneration, always placing the interests of the people in the foremost and central position, remaining loyal to the interests of the people and the country, always striving for progress and keeping pace with the times.

However, this is the first time that the building of a civilized Party has been concretized in a Party Congress document with a special position and importance, as a strategic and systematic task.
This is particularly significant because our Party has determined that the country is entering a new era of development, an era of striving for prosperity, building a peaceful, independent, democratic, strong, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism and standing shoulder to shoulder with the world's leading powers.
Dr. Nguyen Tri ThucWith the goal of building a civilized nation, the ruling Party is at the forefront of reforming its leadership methods and behaving civilly towards the people and its comrades. Every Party member, especially those in leadership positions, needs to renew themselves, update and improve their knowledge to integrate with the progress and achievements of the rapidly unfolding scientific and technological revolution and the digital transformation, enabling them to successfully complete all tasks and truly be exemplary role models for the people to follow.
Not only should each party member and the entire Party be civilized in their approach to modern knowledge, but they must also prioritize the interests of the collective, the nation, and the people above all else, avoiding the pursuit of personal or group interests that can erode the people's trust in the Party and diminish the Party's fighting spirit, pioneering role, and exemplary conduct.

The entire Party, and every Party member, must seriously fulfill their responsibilities as Party members, focusing on Party building and rectification so that our Party becomes increasingly clean and strong, worthy of steering the ship of revolution to continue reaping great achievements in the new era of development.
It can be argued that building a civilized Party is a theoretical breakthrough, a historical shift reflecting the innovative thinking on the Party's leadership methods in the context of a world full of unpredictable changes and the scientific and technological revolution demanding changes in both intellect and morality that every Party member and the entire Party need to diligently study, master, and practice regularly to keep pace with the times.
Realizing the process of building a civilized Party also means affirming the Party's political acumen, its vision for the times, and its continuous improvement of leadership methods in each stage of the country's development, in line with the digital age context where transparency, science, and modern administrative and political governance are highly valued...
Dr. Nguyen Tri ThucThe concept of a civilized Party, as mentioned above, is about intelligence, updating, accessing, and mastering new knowledge in the context of strong digital transformation, changing to modern governance methods based on big data, artificial intelligence, and updated, publicly available information.

Besides intellect, modern political governance, which allows for the measurement, examination, and evaluation of the Party's leadership, involves continuing to effectively build and rectify the Party; self-reflection and self-correction; continuing to look directly at the truth and confront it to courageously identify mistakes, correct them promptly, and constantly improve the content and methods of the Party's leadership.
Another issue is genuine civility in dealing with the people and comrades in a responsible, humane, and compassionate manner, truly serving them rather than causing difficulties, acting superior, authoritarian, or arrogant towards the people and one's comrades.
Dr. Nguyen Tri ThucAs the birthplace of President Ho Chi Minh, the brilliant leader of the nation, who mentioned the concept of our Party being civilized nearly 70 years ago, the implementation of this policy needs to be given even greater importance and emphasis, with an early approach, right after the 14th Party Congress.
The building of a civilized Party in Nghe An certainly cannot deviate from the criteria and content mentioned above, which include catching up with the rest of the country in raising intellectual standards, innovating leadership methods, and modernizing administrative management.

In addition, the content includes aspects related to dealing with the people, listening to the people, being responsible to the people, valuing the people in all matters, from receiving and interacting with the people to placing all legitimate interests of the people above all else, serving the people in the truest sense, and genuinely being a servant of the people.
Of course, the work of Party building and rectification needs to be continued seriously and effectively so that our Party becomes increasingly clean, strong, and capable of leading the country into a new era of development, successfully achieving the national development goals by 2030, when the Party celebrates its 100th anniversary (1930-2030); and realizing the development vision until 2045, commemorating the 100th anniversary of the founding of the Socialist Republic of Vietnam (1945-2045).
