Drafting a bill to amend and supplement nine laws on military and national defense.
The Ministry of National Defence, in coordination with relevant ministries and agencies, will lead the development of a draft law amending and supplementing a number of articles of nine laws on military and defence matters in accordance with legal regulations, and report to the Standing Committee of the National Assembly for consideration and comments, and include it in the National Assembly's legislative program for 2026.
The government has just issued Resolution No. 177/NQ-CP proposing the addition of the draft Law amending and supplementing a number of articles of 9 laws on military and national defense to the National Assembly's 2026 legislative program.
In the aforementioned Resolution, the Government approved the proposal to add the draft Law amending and supplementing a number of articles of 9 laws on military and national defense to the 2026 legislative program as requested by the Ministry of National Defense.
The government requires the Ministry of Defense to be responsible for the content and reporting of proposals, ensuring compliance with legal regulations.
At the same time, the Ministry of National Defence, in coordination with other ministries, ministerial-level agencies, and relevant agencies, will develop a draft law amending and supplementing a number of articles of nine laws on military and defence matters in accordance with legal regulations, report to the Standing Committee of the National Assembly for consideration and comments, and include it in the National Assembly's legislative program for 2026 at the extraordinary session using the simplified procedure.
This resolution shall take effect from July 4, 2026.
According to the Ministry of National Defence, the draft law was developed using a simplified procedure to amend and supplement several articles of nine laws on military and national defence: the Law on National Defence; the Law on Officers of the Vietnam People's Army; the Law on Professional Soldiers, Workers and Civil Servants of National Defence; the Law on Military Service; the Law on Vietnam Border Guard; the Law on People's Air Defence; the Law on Reserve Mobilization Forces; the Law on Civil Defence; and the Law on Militia and Self-Defense Forces.
The draft law focuses on amendments and additions to ensure the timely and complete institutionalization of the Party's views on the organizational structure of the political system, the three-tiered government model, coupled with maximum decentralization and delegation of power, and the reduction and simplification of administrative procedures in accordance with the urgent requirements of practice, ensuring the uniformity and consistency of the legal system and enhancing the effectiveness and efficiency of state management.
