Many outstanding achievements

Returning to Giai Lac commune in late August, the countryside was adorned with red flags and flowers, creating a vibrant atmosphere in anticipation of the Party Congress. Formed from the merger of three communes – Hau Thanh, Phuc Thanh, and Lang Thanh – Giai Lac commune possesses many potentials and advantages for development. During the past term, the commune's Party Committee has continuously innovated its leadership methods and improved the effectiveness of local government management and administration.

Party building work has received comprehensive attention. The cadre, especially key officials, has effectively demonstrated exemplary conduct in performing their duties and upholding public service ethics, building strong trust among the people. Cadre organization, planning, and training have been conducted systematically and according to principles. The training and improvement of professional skills, expertise, and political theory have been intensified, especially for young and female cadres. Simultaneously, the Party's inspection and supervision activities have been strengthened, contributing to maintaining discipline and order within the Party organization.

Economically, Giai Lac commune has achieved many outstanding accomplishments, reflected in its average five-year growth rate of 9.8%. The economic structure has shifted positively, gradually reducing the proportion of agriculture and increasing the proportion of industry, construction, and services. By 2025, the total value of production in the commune is estimated at 1,675 billion VND; annual budget revenue consistently exceeds projected targets; and total social investment reaches 1,564 billion VND. Average per capita income is projected at 70.941 million VND/year, contributing to an improved standard of living for the people.

Over the past five years, 451.229 billion VND has been mobilized for the construction of new rural infrastructure. As a result, Lang Thanh commune and Phuc Thanh commune (formerly) achieved advanced new rural standards in 2024. Currently, the entire commune has one product certified VietGAP, four OCOP products achieving 3-star standards, along with three beekeeping and honey processing villages recognized by the province. Many households have boldly applied advanced techniques to production, contributing to increased crop and livestock productivity and opening up new directions in clean and sustainable agricultural production.

In the socio-cultural field, Giai Lac commune has also achieved many important results. The education system has been upgraded, and schools have been modernized to meet national standards. The movement to build a cultured way of life has been promoted, linked to the construction of new rural areas and the preservation of traditional identity. Cultural and sports activities have developed vibrantly, spreading to every village and hamlet. Healthcare, public health care, and social security are always prioritized. National defense and security are maintained.

In particular, after the reorganization of the administrative apparatus, the commune's political system quickly stabilized and operated effectively, ensuring smooth management and administration activities – an important prerequisite for Giai Lac commune to embark on a new phase of development.

Dynamic Development - Towards the Future

Entering the 2025-2030 term, Giai Lac commune is facing many opportunities and numerous challenges. In the context of strong integration and development, the Party Committee and the people of the entire commune are affirming their high determination to build a dynamic, modern, and sustainably developed Giai Lac commune.

Expressing confidence in the renewal following the First Party Congress of Giai Lac Commune, term 2025-2030, Mr. Tran Van Tuan, a long-time resident of the area, stated: “We are very confident that, after the Congress, with the leadership of the new administration, Giai Lac Commune will gradually prosper and rise to become a prosperous, beautiful, and civilized rural area.”

Speaking with reporters, Comrade Nguyen Trong Dung, Secretary of the Party Committee of Giai Lac commune, said that the local development perspective for the coming period is to continue innovating development thinking, taking science and technology as the key driving force. In addition, the commune focuses on preserving and promoting cultural identity, developing the economy while ensuring social welfare, protecting the environment, and maintaining national defense and security.

One of the key tasks identified is building a clean, strong, and comprehensive Party organization, enhancing the leadership capacity and fighting strength of Party organizations at all levels. The commune will continue to innovate its leadership methods, consolidate the government apparatus, improve operational efficiency, and enhance the spirit of serving the people. Personnel work, especially the training of young cadres with high qualifications, qualities, and political acumen, will be emphasized, alongside administrative reform and the application of digital technology in management.

In the field of socio-economic development, Giai Lac commune aims to maximize the potential and strengths of the locality. The development of acacia plantations for raw materials and the expansion of livestock farming towards commercial production will continue to be supported and replicated. Commercial services will be developed along the main inter-provincial roads. Emphasis will be placed on leveraging internal resources, effectively utilizing external resources, and flexibly applying mechanisms and policies to support development. The commune will promote the application of science and technology and digital transformation in management and production; and simultaneously, encourage joint ventures and linkages to create momentum for the local economy.

Focusing on creating breakthroughs in infrastructure development, improving the investment environment, and enhancing the quality of human resources are fundamental factors that will help Giai Lac commune seize development opportunities.

The commune's economic structure continues to shift towards modernization: increasing the proportion of services and industry-construction; gradually reducing dependence on traditional agriculture. The commune aims to develop high-tech applications, linked to rural industrialization and modernization. In addition, improving the quality of life for residents, completing essential infrastructure and services, achieving sustainable poverty reduction, ensuring social security, and maintaining national defense and security are overarching tasks.

The development plan for the period 2025-2030 sets specific targets, including striving for an average economic growth rate of 11.5-12.5% ​​per year; a 55-65% increase in per capita income; a 1% annual reduction in the poverty rate; and a 97% rate of people participating in health insurance. The plan also aims for 100% of schools to meet national standards and strives to achieve advanced new rural development status by 2027.

In addition, the transportation infrastructure system will be improved with 100% of commune-level roads being paved. The commune also aims to have 6-7 OCOP products achieving 3-star or higher standards, thereby gradually affirming the brand and quality of local agricultural products in the market.

With the motto: "Unity - Democracy - Discipline - Creativity - Development," the Party Committee, Government, and people of Giai Lac commune are fostering confidence and nurturing aspirations for development. Clear directions, specific policies, and consensus from the grassroots level are the solid foundation for Giai Lac commune to rise and become a modern, livable rural area.
