(Baonghean.vn) - The first meeting of the Executive Committee of the Quy Hop District Party Committee for the 2020-2025 term elected 11 comrades to the Standing Committee of the District Party Committee for the new term. Comrade Phan Dinh Dat was re-elected as Secretary of the District Party Committee.

Dear Congress!

Located in the Northwest of Nghe An province, Quy Hop is a mountainous district with three ethnic groups (Thai, Tho, Kinh) living together. During the past term, the Party Committee and people of Quy Hop district have made efforts to overcome difficulties and focused on completing the goals and tasks set forth in the Resolution of the 20th District Party Congress.

The average economic growth rate reached 7.4%. The economic structure has shifted progressively; total social investment capital has increased 2.4 times compared to the beginning of the term. Key industrial products have increased sharply (such as: white stone powder, paving stones, boulders, construction materials) and production has been directed towards using advanced technology, saving resources, and increasing product value.

Agriculture and rural areas have achieved many important results. Although it is a mountainous district with 14 communes in extremely difficult areas, 6 communes and 14 hamlets have met the new rural standards. Forestry has developed, forest coverage has reached 55%; afforestation has become the main source of income for people in remote areas of the district. Enterprise economy, cooperatives, and business households have developed stably, attracting and creating more jobs for workers. Average income per capita increased by 1.4 times; budget revenue increased by 1.3 times (reaching 163 billion VND) compared to the first year of the term.

The district has taken care to promote good traditional cultural values, cultural identities of ethnic groups, and formed many cultural clubs of Thai and Tho ethnic groups in the area. For 5 consecutive years, the district's Education and Training Department has been an outstanding unit of the province. The movement "All people unite to build a cultural life in residential areas" has created more positive and profound changes. 20/21 communes and towns have completed the National Criteria on health, improving the quality of health care, disease prevention and control for people.

Social security, implementation of policies for people with meritorious services are getting better and better, hunger eradication and poverty reduction have achieved many positive results, the poverty rate has decreased to 10.22%. Maintaining national defense, security, order and social safety. Strengthening Party building and rectification; actively preventing degradation in political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party; successfully building typical examples nationwide and in the province in implementing Directive No. 05-CT/TW of the Politburo. The Fatherland Front and mass organizations have made many efforts and made practical innovations in their activities. This is an important foundation and important driving force for a breakthrough development in the coming term.

Dear Congress!

In addition to achievements and progress, Quy Hop district still has many difficulties and challenges that need to be overcome to continue developing in the coming time. That is, economic development is not commensurate with its potential and advantages; growth is not really stable and sustainable; growth quality and competitiveness are not high; structural transformation is still slow (3 important indicators are not achieved: Growth rate, average income, budget revenue).

Illegal mining, environmental pollution, and unsafe labor still occur; land disputes between people and forestry farms have not been resolved. The quality of teaching and learning in remote, isolated, and extremely disadvantaged areas is still limited. Medical examination and treatment has not met the increasing needs of the people. Drug-related crimes and social evils are still complicated. Party building work in the spirit of Resolution 4 of the Central Committee (term XI, XII) is still inadequate.

I basically agree with the goals, tasks and solutions for the 2020 - 2025 term stated in the Political Report submitted to the Congress, with the political determination of the Quy Hop District Party Committee for the 2020 - 2025 term: Improving the leadership capacity and fighting strength of the Party Committee, promoting the strength of great national unity; effectively exploiting potential advantages; mobilizing all resources, developing the socio-economy, maintaining national defense and security, building Quy Hop district to be increasingly rich, civilized, and imbued with national cultural identity.

In this forum I would like to note the following issues:

The first,Focus on completing and implementing the overall socio-economic development plan of the district in conjunction with the Northwest Development Plan of the province. Determine the vision that Quy Hop will become the connecting center between the Northwest and Southwest regions of Nghe An to have a strategy, as well as build a roadmap, scientific steps as a basis for the rapid and sustainable socio-economic development of the district. Restructure the economy in the direction of shifting from relying on resource and mineral exploitation to developing culture, tourism; high-tech agriculture and forestry, deep processing - associated with new rural construction. Strengthen management and effective use of mineral resources, land, and other resources; focus on environmental protection, avoiding environmental consequences from resource exploitation, responding to climate change, and preventing natural disasters.

Monday, pay attention to developing agriculture and forestry, focus on developing farm and family economy; gradually convert some planted forest areas to grow large timber forests, medicinal plants, fruit trees, strive to gradually turn Quy Hop into a concentrated fruit growing area with large areas and high economic value. Encourage and create conditions for enterprises to switch from mineral exploitation to investment in agriculture. Restructure the agricultural sector towards developing high-tech agriculture; form product chains associated with building brands of local products and goods. Promote the application of science and technology, develop processing industry, clean industry, environmentally friendly. Create conditions for enterprises and cooperatives to develop.

Tuesday, promote the district's potential in culture, history, scenic spots (Thung May Lake, Ban Bia Waterfall, Choong Temple...), invest in developing services and types of tourism associated with preserving and promoting traditional cultural values ​​of ethnic minorities in the area. Continue to innovate and comprehensively improve the quality of education; pay attention to building and consolidating the national standard school system; improve the quality of teaching and learning, especially in remote, isolated and extremely disadvantaged communes; promote career guidance and vocational training. Do a good job of primary health care for the people; proactively prevent and control the Covid-19 epidemic; effectively implement policies for ethnic minorities; social security policies, hunger eradication and poverty reduction.

Wednesday,Maintain political and social stability; do a good job in ethnic and religious affairs. Resolutely fight against all types of crimes and social evils; continue to effectively implement administrative management of social order, weapons and explosives management; improve the effectiveness of the movement "All people protect national security". Resolve complaints and denunciations well right at the grassroots level, do not let them drag on or cause hot spots to occur. Build a solid defense zone and people's security and national defense posture.

Thursday,Strengthening the work of Party building and political system building; attaching importance to Party building in terms of ideology and ethics; ensuring unity, solidarity and consensus from top to bottom. Promoting administrative reform along with planning, training, fostering and arranging cadres with sufficient qualities and capacity to meet increasingly high requirements of tasks. Dear Congress!

One of the important tasks of the Congress is to elect the District Party Executive Committee for the next term with the mettle, qualities, and capacity to lead, direct, and organize the successful implementation of the Congress Resolution. It is recommended that the Congress uphold the spirit of responsibility, promote democracy, impartiality, objectivity, and wisdom to elect comrades who meet the conditions, standards, and prestige to the Quy Hop District Party Executive Committee for the 21st term.
