We are living through glorious days in our nation's history: the 75th anniversary of the successful August Revolution (August 19th) and the 75th anniversary of the National Day of the Socialist Republic of Vietnam (September 2nd); and the 75th anniversary of the People's Public Security Force (August 19th). I and my colleagues in the provincial delegation are very pleased to attend the 21st Congress of the Quy Hop District Party Committee, term 2020-2025. On behalf of the Provincial Party Standing Committee and the members of the delegation, I warmly welcome the 247 delegates, representing all Party members in the entire Party Committee, to the Congress. List of the Executive Committee and Standing Committee of the Quy Hop District Party Committee, term 2020 - 2025

(Baonghean.vn) - The first meeting of the Executive Committee of the Quy Hop District Party Committee, term 2020-2025, elected 11 comrades to the Standing Committee of the District Party Committee for the new term. Comrade Phan Dinh Dat was re-elected as Secretary of the District Party Committee.

Located in the northwestern part of Nghe An province, Quy Hop is a mountainous district inhabited by three ethnic groups (Thai, Tho, and Kinh). During the past term, the Party Committee and people of Quy Hop district have strived to overcome difficulties and focused on achieving the goals and tasks set forth in the Resolution of the 20th District Party Congress.

The economy grew at an average rate of 7.4%. The economic structure shifted progressively; total social investment increased 2.4 times compared to the beginning of the term. Key industrial products (such as white limestone powder, paving stones, quarry stone, and construction materials) increased significantly, and production shifted towards using advanced technology, saving resources, and increasing product value.

Agriculture and rural areas have achieved many important results. Although it is a mountainous district with 14 communes in particularly difficult areas, 6 communes and 14 hamlets have met the standards for new rural areas. Forestry has developed, with forest cover reaching 55%; afforestation has become the main source of income for people in the remote areas of the district. The economy, businesses, cooperatives, and household businesses have developed steadily, attracting and creating more jobs for workers. Average per capita income increased 1.4 times; budget revenue increased 1.3 times (reaching 163 billion VND) compared to the first year of the term.

The district has focused on promoting fine traditional cultural values ​​and the cultural identity of ethnic groups, forming many cultural clubs for the Thai and Tho ethnic groups in the area. For five consecutive years, the district's Education and Training sector has been an outstanding unit of the province. The movement "All people unite to build a cultured life in residential areas" has created more positive and profound changes. 20 out of 21 communes and towns have completed the National Criteria for Health, improving the quality of healthcare and disease prevention for the people.

Social welfare and policies for war veterans have improved significantly, and poverty reduction has yielded many positive results, with the poverty rate decreasing to 10.22%. National defense, security, order, and social safety have been maintained. Party building and rectification have been strengthened; efforts have been made to actively prevent the decline in political ideology, morality, and lifestyle, as well as manifestations of "self-evolution" and "self-transformation" within the Party; and successful national and provincial models have been built for implementing Directive No. 05-CT/TW of the Politburo. The Fatherland Front and people's organizations have made many practical efforts and innovations in their activities. This is an important foundation and driving force for breakthrough development in the next term.

Alongside its achievements and progress, Quy Hop district still faces numerous difficulties and challenges that need to be overcome to continue its development in the future. These include: economic development not commensurate with its potential and advantages; growth not truly stable and sustainable; low quality of growth and competitiveness; and slow structural transformation (three important indicators were not met: growth rate, average income, and budget revenue).

Illegal mining, environmental pollution, and unsafe working conditions persist; land disputes between local people and forestry enterprises remain unresolved. The quality of teaching and learning in remote, disadvantaged, and particularly difficult areas is still limited. Healthcare services do not adequately meet the growing needs of the people. Drug-related crimes and social vices continue to be complex. Party building work in accordance with the spirit of Central Resolution 4 (11th and 12th Congresses) still has shortcomings.

I fundamentally agree with the goals, tasks, and solutions for the 2020-2025 term outlined in the Political Report presented to the Congress, with the political determination of the Quy Hop District Party Committee for the 2020-2025 term being: To enhance the leadership capacity and fighting strength of the Party Committee, promote the strength of national unity; effectively exploit potential advantages; mobilize all resources to develop socio-economic aspects, maintain national defense and security, and build Quy Hop district into an increasingly prosperous, civilized, and culturally rich area.

At this forum, I would like to draw your attention to the following issues:

The first,Focus on completing and effectively implementing the overall socio-economic development plan of the district, in conjunction with the Northwest region development plan of the province. Define the vision for Quy Hop to become a connecting center between the Northwest and Southwest regions of Nghe An province, and develop a strategic plan and a scientific roadmap and steps as a basis for rapid and sustainable socio-economic development of the district. Restructure the economy by shifting from reliance on resource and mineral exploitation to the development of culture, tourism, high-tech agriculture and forestry, and deep processing – linked with the construction of new rural areas. Strengthen the management and efficient use of mineral resources, land, and other resources; prioritize environmental protection, preventing environmental consequences from resource exploitation, responding to climate change, and preventing and mitigating natural disasters.

MondayFocus on developing agriculture and forestry, concentrating on developing farm and household-based economies; gradually converting some planted forest areas to large-scale timber plantations, medicinal plants, and fruit trees, striving to gradually transform Quy Hop into a concentrated fruit-growing area with large areas and high economic value. Encourage and create conditions for businesses to shift from mineral exploitation to investing in agriculture. Restructure the agricultural sector towards high-tech agriculture; form product chains linked to building local product brands. Promote the application of science and technology, develop processing industries, clean industries, and environmentally friendly industries. Create conditions for businesses and cooperatives to develop.

TuesdayTo leverage the district's potential in culture, history, and scenic spots (Thung May Lake, Ban Bia Waterfall, Choong Temple, etc.), invest in the development of services and tourism types associated with preserving and promoting the traditional cultural values ​​of ethnic minorities in the area. Continue to innovate and comprehensively improve the quality of education; pay attention to building and strengthening the national standard school system; improve the quality of teaching and learning, especially in remote, disadvantaged, and particularly difficult areas; promote career guidance, vocational training, and vocational education. Do a good job of providing primary healthcare for the people; proactively prevent and control the Covid-19 pandemic; effectively implement policies for ethnic minorities; and implement social security, poverty reduction, and hunger alleviation policies.

Wednesday,Maintain political and social stability; effectively manage ethnic and religious affairs. Resolutely combat all types of crime and social evils; continue to effectively implement administrative management of social order, weapons, and explosives; enhance the effectiveness of the "All People Protect National Security" movement. Resolve complaints and denunciations effectively at the grassroots level, preventing them from escalating or becoming hotspots. Build a strong defense zone and a solid people's security and national defense posture.

Thursday,Strengthen Party building and the political system; prioritize Party building in terms of ideology and ethics; ensure unity, solidarity, and consensus from top to bottom. Promote administrative reform alongside planning, training, and placement of qualified and capable cadres to meet increasingly demanding tasks. Improve the effectiveness and efficiency of government at all levels, especially at the grassroots level. Focus on Party inspection, supervision, and discipline.

Focus on developing Party membership within the business sector in the area. Continue to effectively implement Resolution No. 4 of the Central Committee (12th Congress) in conjunction with implementing Directive No. 05-CT/TW of the Politburo on promoting the study and emulation of Ho Chi Minh's thought, morality, and style. The activities of the Vietnam Fatherland Front and other mass organizations must be substantive, contributing to Party building, nurturing the younger generation, practicing democracy, developing the economy, and caring for the people's lives.

One of the important tasks of the Congress is to elect the District Party Committee for the next term, comprising members with strong character, qualities, leadership capacity, and the ability to successfully implement the Congress's Resolution. We propose that the Congress uphold a high sense of responsibility, promote democracy, impartiality, objectivity, and wisdom in electing comrades who meet the conditions and standards, and possess prestige, to the 21st term of the Quy Hop District Party Committee. At the same time, we request the selection of worthy and exemplary individuals representing the Party Committee's intellect to be elected to the delegation attending the 19th Provincial Party Congress; and the formulation of a Resolution and Action Program with realistic goals and tasks that reflect the proactive spirit of the entire Party Committee during the 2020-2025 term.

Building on the tradition of national unity, inheriting and developing the achievements of the past term, and with a spirit of continued high effort, I am confident that the Party Committee, government, armed forces, and people of Quy Hop district will successfully achieve the goals of the Resolution of the 21st District Party Congress, making a worthy contribution to the overall development of the province.
