Building Nam Dan into a model new rural district.
(Baonghean.vn) - By 2020, 50% of Nam Dan communes will have met the standards of model new rural areas, and Nam Dan district will become a model new rural district before 2025.

Reporter:In 2017, the Party Committee, government, and people of Nam Dan district achieved many successes in various fields. Could you tell us about the outstanding results?
Comrade Dinh Xuan Que:It can be affirmed that, despite facing many difficulties such as natural disasters and floods, in 2017, the Party Committee, government, and people of Nam Dan district achieved very positive results.
Basic agricultural production yielded good harvests in all three seasons, with most targets met or exceeded. Several production models yielded high economic value, such as pumpkins and ornamental plants in Van Dien commune; TK10 peanuts in Khanh Son commune; and Thien Uu 8 rice in Xuan Lam, Nam Phuc, Xuan Hoa, and Nam Kim communes...
In addition, brands have been established for turmeric powder, ginger-flavored kudzu starch, lemon-flavored kudzu starch, rice noodles, etc.; and models of agricultural production linkages with businesses have been developed. Farm economics continues to develop and affirm its advantages in rural agricultural economics...
The locality has also built and upgraded many important infrastructure projects such as rural roads, canals, schools, commune People's Committee headquarters, health stations, commune cultural centers, commune stadiums, renovated and restored the King Mai Temple, the district's Martyrs' Cemetery, and several other projects…
Coordinate effectively with investors to complete the necessary documents and procedures for submission to the Provincial People's Committee for investment approval of the following projects: a mixed-use business zone in Nam Cuong commune, a Vincom shopping center and private kindergarten in Van Dien commune, and a processing plant for agricultural and forestry products for domestic consumption and export in Nam Giang commune.
Thanks to effective social mobilization in building new rural areas, the total investment capital in this sector throughout the district in 2017 reached over 170 billion VND, of which the people contributed over 36 billion VND.

Implement the planning steps for the Nam Dan district's construction zone, planning functional areas: Kim Lien and Nam Giang communes associated with the Kim Lien special national historical site complex; adjust the general planning of the expanded Nam Dan town; and plan the Phuc Cuong industrial and service cluster. Organize the appraisal and make localized adjustments to the new rural planning of Khanh Son, Hung Tien, Kim Lien, Xuan Lam, and Nam Giang communes according to the assigned responsibilities.
Tourism promotion efforts have seen many positive changes. The district has collaborated with the Japanese JICA organization and the Department of Culture, Sports and Tourism to implement the project "Diversifying livelihoods based on rural heritage tourism"; and researched the development of Nam Dan's specialties into distinctive tourism products.
The quality of comprehensive and mass education has improved. In 2017, an additional 8 schools achieved national standards level 1, reaching 100% of the plan.
Significant progress has been made in public healthcare. In particular, the District Health Center has been designated by the Ministry of Health as a satellite hospital of Bach Mai Hospital in Hanoi.
The District People's Committee has also authorized the District Health Center to establish a fund to support poor people undergoing dialysis, and is calling for investment in a dialysis facility. The system of private clinics is operating effectively, meeting the healthcare needs of the people.
The organization effectively implemented the "Gratitude and Remembrance" movement. It mobilized social resources to renovate and upgrade the district's martyrs' cemetery and the martyrs' memorials in the communes and towns.

Comrade Dinh Xuan Que:Implementing the National Target Program for Building New Rural Areas in the period 2010-2020, Nam Dan was selected by the Central Steering Committee as one of the five pilot districts nationwide. This is an honor but also a challenge requiring high determination from the entire Party Committee and people of the district.
After more than 6 years of implementing the National Target Program for New Rural Development, Nam Dan district now has 23 out of 23 communes recognized by the Provincial People's Committee as meeting the standards of new rural communes; the district has basically met 9 out of 9 criteria for a new rural district according to Decision No. 558/QD-TTg dated April 5, 2016 of the Prime Minister. The district is determined to complete the remaining criteria to prepare the dossier for submission to the province for verification and to the Central Steering Committee for appraisal.
Most notably, rural infrastructure has developed strongly and synchronously, the face of the countryside has brightened, creating a foundation for socio-economic development. Most rural roads have been paved with concrete or gravel.
The newly built and upgraded market network contributes to serving production and business needs, ensuring food safety and hygiene, and improving the quality of life and enjoyment level of the people.

The power grid system has been renovated and upgraded to ensure a regular and safe electricity supply, effectively serving the production and daily life needs of the people. Agricultural production continues to develop steadily, and farmers' awareness is gradually shifting towards a commodity-based production mindset. Indicators for productivity and output of various crops have all met and exceeded planned targets.
The rural economy has undergone positive transformation; industry, handicrafts, trades, and services have developed. The application of science and technology in production has made significant progress. Crop productivity and quality have increased considerably, and the crop structure has been transformed in accordance with planning, increasing income per unit area.
The average income of the district in 2017 was 36 million VND/person/year. The poverty rate decreased rapidly, from 4.25% in 2016 to 3.5% in 2017. The political system has been strengthened, and cadres have received training and professional development in both expertise and political theory, meeting the requirements of their work well.
Security and social order have been maintained; local militia and defense forces have been built up to be strong.

Comrade Dinh Xuan Que:In the coming period, the district will continue to build a new rural area with comprehensive and synchronized development in all aspects: political, economic, social, national defense, and security; linked to the regional planning approved for the district, in order to develop the new rural area in a harmonious and sustainable environment.
New rural development is linked to the restructuring of agriculture, promoting large-scale commodity production; linking agriculture with the development of industry, services, and tourism; linking rural development with urban development according to planning; creating a democratic, stable rural society rich in local cultural identity; protecting the rural environment; maintaining security and order; and continuously improving the material and spiritual lives of the people.
