Developing Nghe An into a center for innovation and entrepreneurship in the North Central region.

On the morning of January 5th, the Department of Science and Technology held a conference to summarize its science and technology work in 2022 and to implement tasks for 2023. Attending the conference was Mr. Bui Dinh Long, Vice Chairman of the Provincial People's Committee.

The mark of applying science and technology.

With great effort, the Science and Technology sector of Nghe An province has had a year marked by significant achievements in applying science and technology to help the provincial government and people overcome the consequences of epidemics and natural disasters, bringing about many noteworthy results.

Over the past year, 10 national-level science and technology projects, 74 provincial-level projects, and more than 20 district-level science and technology models have been effectively implemented, contributing to the transfer, adoption, and mastery of 68 technical processes into production, addressing issues such as: applying high-tech techniques in treating diseases for the people; using new high-yield and high-quality plant and animal varieties to increase production efficiency; developing raw material areas to serve processing plants; developing value chains for the province's advantageous products (medicinal herbs, aquatic products, fruit trees, and livestock); and promoting digital transformation...

In the agricultural sector, the results of research projects have reflected the objectives, content, and quality of the assigned products. Many scientific products have had their technologies mastered and have been widely implemented, such as: seedless lemons, freshwater eels, early-ripening longan, GL03 tangerines, Hoa Binh red pomelos, golden gourds, black peanuts, Australian melaleuca, potato propagation using aeroponic technology, production and use of soil improvement products for peanut cultivation, etc.

In medicine, high-tech research and application have been used in the diagnosis and treatment of diseases. Notable examples include: the technique of treating osteoarthritis of the knee with platelet-rich plasma combined with autologous adipose tissue-derived mesenchymal stem cell transplantation; the endoscopic surgical technique for treating achalasia using the Heller-Dor method at Nghe An Friendship General Hospital; gene sequencing techniques and rational treatment methods for children with drug-resistant epilepsy at Nghe An Obstetrics and Pediatrics Hospital; and the development of protocols for the prevention and treatment of neutropenia-induced events due to chemotherapy in breast cancer patients using G-CSF therapy at Nghe An Oncology Hospital...

In education, many educational models and methods have been researched and transferred, such as the STEM education model, the blended and flipped English teaching model, etc., contributing to improving the quality of teaching and learning in the province.

The research results in the social sciences and humanities over the past year have also provided many important scientific and practical arguments and databases for management agencies to serve the work of developing plans, projects, and policies…

In particular, the innovative startup movement has left a very strong mark. Along with Vinh Phuc and Kien Giang, Nghe An province is one of three localities nationwide selected by the Vietnam Chamber of Commerce and Industry (VCCI), the Ministry of Science and Technology, and the Ministry of Education and Training as a "Typical Startup Ecosystem Locality in 2022".

Nghe An is currently also ranked among the top 5 localities with the best innovation and startup movements in the country (Hanoi, Ho Chi Minh City, Da Nang and Binh Duong).

District-level science and technology activities are an important part of overall science and technology activities, serving as a platform for applying and disseminating research results into production and daily life.

However, during the implementation process, several limitations remain: The links between research and training, between research and the market, and between scientists and businesses are still weak; the transformation of science and technology organizations to autonomous mechanisms, as per the government's policy, still faces many obstacles and inertia; the implementation of science and technology tasks is slower than planned; and the mobilization of social resources for research and application of science and technology is not yet high,...

Developing Nghe An into a center for innovation and entrepreneurship.

Speaking at the conference, Comrade Bui Dinh Long – Vice Chairman of the Provincial People's Committee – acknowledged, commended, and highly appreciated the results of the Science and Technology sector's activities in 2022.

In implementing the tasks for 2023, Vice Chairman of the Provincial People's Committee Bui Dinh Long requested the Department of Science and Technology to continue focusing on implementing the National Startup Project, especially the goal of building Nghe An into a center for innovation and entrepreneurship in the North Central region. This includes further promoting the startup movement in localities throughout the province.

The sector needs to innovate its thinking and approach in identifying and implementing science and technology tasks. Specifically, it is necessary to focus the impact of science and technology along the value chain of products, linking them to processing and deep processing, and connecting them to product consumption in order to increase added value and economic efficiency for the people.

Local authorities need to focus on allocating or flexibly integrating funding sources to promote the application and transfer of science and technology to serve production and daily life in their areas. Measures should be taken to mobilize more effectively social resources for investment in science and technology.

According to Comrade Bui Dinh Long, the Department of Science and Technology needs to promote the application of the achievements of the 4.0 industrial revolution in all areas of science and technology activities. The science and technology sector must be a leading unit in "digital transformation"; strengthening digital transformation efforts and building a "digital transformation" spirit among officials, civil servants, and employees of the science sector.

The Vice Chairman of the Provincial People's Committee also noted that the Department of Science and Technology needs to pay more attention to science and technology statistics to gradually build a data bank on science and technology results created with state budget funds; on technology and experts in various fields; and on funding sources for science and technology activities, especially non-state budget funds. He also emphasized strengthening connections between research institutes, universities, and businesses to quickly bring research results into production and business activities.

In recognition of the achievements of the Science and Technology sector in 2022, the Provincial People's Committee awarded a Commendation Flag to the Center for Social Sciences and Humanities; the title of "Outstanding Labor Collective"; the title of "Provincial-level Emulation Fighter" to 2 individuals; and the Chairman of the Provincial People's Committee awarded Certificates of Merit to 2 collectives and 2 individuals.

On this occasion, the Director of the Department of Science and Technology presented Certificates of Commendation to collectives and individuals who achieved outstanding results in their tasks in 2022. The Department of Science and Technology handed over the research results of 19 science and technology projects to departments, agencies, and localities.
