Localities in the province have been contemplating and innovating ways to implement the Party's resolutions with a proactive and creative spirit. The key is to build trust, increase consensus between the Party's will and the people's aspirations, create new momentum, and promote socio-economic development in the area.

Build trust, increase consensus.

The Party Committee of Que Phong commune has determined that the "key" to implementing the resolution is building trust and consensus among cadres, Party members, and the people, especially after the reorganization of administrative units and the implementation of a two-tiered government. From there, the Party committee, government, Fatherland Front, and political and social organizations have strengthened the mechanism of "two-way" connection and interaction through regular meetings, grassroots steering committees, and Zalo and Facebook groups based on areas of responsibility, in order to promptly grasp and address emerging issues.

According to Comrade Truong Thi Tuyet Mai, Permanent Deputy Secretary of the Party Committee of Que Phong commune: The policies and guidelines from higher levels are fully and promptly conveyed, expanding democracy, openness, and transparency. Conversely, difficulties and obstacles from the people are understood and resolved, or clearly explained regarding policies, resources, and legal regulations, helping cadres, Party members, and the people understand and share the concerns of the Party committee and the government.

Many issues have also been addressed by the local authorities, such as compensation for land clearance for the National Highway 16 upgrade project, issuing land use right certificates to more than 40 cases, handling 16 petitions related to land and environment, restarting temporarily suspended infrastructure projects, and resolving outstanding issues from former communes.

Along with addressing difficulties, Que Phong commune is focusing on developing a general plan for the new commune with three key economic zones: a zone for native crops and livestock, a zone for high-tech agriculture, and a zone for a commercial and service center linked to the urban area. Notably, on November 26th, the head of the Party Committee and the government of Que Phong commune held a direct dialogue with officials from 31 hamlets and villages, as well as the people. "This open dialogue not only strengthened trust but also affirmed the determination of the Que Phong commune Party Committee to listen to the people, stay close to the people, and ensure that resolutions truly come to life," shared Ms. Truong Thi Tuyet Mai, Deputy Secretary of the Party Committee of Que Phong commune.

Entering a new phase of development with many difficulties, Son Lam commune has determined that to create change, it must start with its cadre. With a low starting point, inadequate infrastructure, limited resources, and cadre capacity not yet meeting requirements, the Party committee must choose the right breakthrough area. Therefore, according to the Secretary of the Commune Party Committee, Nguyen Xuan Ngan: The sense of responsibility, service attitude, and work style of cadres and civil servants are prioritized. The motto "ask if you don't know, learn if you're not good," and "finish the job, not just work until the end of the day" are instilled throughout the system, coupled with the promotion of information technology application and digital transformation in handling work and serving the people.

At the commune's public administrative service center, the process of receiving applications goes hand in hand with direct, hands-on guidance, helping people access public services and improve their digital skills.

The motto "ask if you don't know, learn if you're not good" and "finish the job, not just work until the clock runs out" are instilled throughout the system, coupled with the promotion of information technology application and digital transformation in handling work and serving the people.

Alongside reforming working methods, Son Lam reviewed and rebuilt its socio-economic development plan, focusing on key priorities and selecting key crops and livestock to concentrate its efforts on. The commune identified tea cultivation as its main development direction; simultaneously, it developed a project to renovate unproductive gardens to help people increase self-sufficiency and improve their quality of life. "The bigger goal of these projects is to change production mindsets, reduce the mentality of waiting and relying on others; and to change mindsets, there must be concrete actions that people can see and believe in," emphasized Nguyen Xuan Ngan, Secretary of the Commune Party Committee.

A guiding principle consistently emphasized by the Son Lam commune Party committee when implementing the resolution is: Cadres, civil servants, and Party members must set an example and lead by example so that the people trust and follow. Each political and social organization selects a specific model to support, accompany, and work together with the people.

Therefore, although the project to renovate neglected gardens is nearing completion and will be implemented comprehensively from 2026, many officials and members have proactively started implementing it beforehand. Party member Luong Van Phuong, from the Tan Hop village Party branch, shared: “Hearing the Party committee emphasize that Party members must set an example, my family renovated our neglected garden, dividing it into plots for growing vegetables. We now have clean vegetables and feel happy because our garden is well-cared for.”

Dong Hieu commune has put the resolution into practice by improving its operational mechanisms and tightening public service discipline. Accordingly, the Standing Committee of the Commune Party Committee assigned the Inspection Committee to review all regulations, rules, and coordination procedures within the political system; at the same time, it implemented a regular monitoring mechanism for the Commune Party Committee and People's Committee to promptly direct and resolve difficulties arising from the large workload, numerous emerging tasks, and the need for quick resolution.

Tran Khanh Son, Secretary of the Party Committee of Dong Hieu commune, affirmed: Dong Hieu has established 11 working groups headed by members of the Standing Committee, directly supervising each field and locality and being responsible for the results. Along with that, the commune focuses on building model projects linked to the leading role of each organization in the political system to spread awareness. These include the "Four Good Party Branch" model, model residential areas; household economic models based on linked chains; the development of OCOP products; the "Five No's and Three Cleanliness" model, "safe hamlets," "safe school gates," and "civilized and happy families"... This approach ensures clarity of roles, tasks, and responsibilities. Each comrade and each organization has a firm grasp of their assigned tasks to effectively direct and supervise.

To put the resolution into practice

The common thread among these communes is innovation in leadership and administration, the exemplary spirit of officials, and the systematic approach to implementation. These factors are creating new momentum: greater public trust, stronger government, and resolutions being put into practice more effectively.

However, for the Resolution of the 20th Provincial Party Congress, term 2025-2030, to truly be implemented, each Party committee must proactively concretize it into practical goals, targets, and tasks, while organizing its implementation with a decisive spirit, clearly defining responsibilities and tasks. Besides the proactive efforts of localities, the practical implementation of the resolution at the grassroots level is presenting some difficulties, requiring timely support and collaboration from the provincial level. Prominent among these are the localized surplus and shortage of cadres and civil servants, uneven quality and capacity; in particular, some cadres are slow to adapt to new operating methods, while the demands of tasks are increasingly high and the workload is much greater than before.

Along with human resource limitations, there are also challenges related to resources and budget; some new tasks lack comprehensive guidelines, making it difficult for localities to implement them uniformly. Furthermore, the general planning for merged commune-level administrative units and detailed planning are still behind schedule, creating a lack of legal basis for developing programs and plans and concretizing the resolution's objectives. This reality necessitates the province to promptly implement comprehensive solutions regarding human resources, mechanisms, professional guidance, and accelerate planning work… in order to create a solid foundation for localities to effectively and substantively implement the resolution.

To address these difficulties, on November 10, 2025, the Standing Committee of the Provincial Party Committee issued Conclusion No. 07-KL/TU on continuing the process of receiving, assigning, and seconding cadres, civil servants, and public employees to work in communes lacking cadres and civil servants in the province. The Conclusion also assigned provincial departments and agencies to continue strengthening guidance and professional training; establishing and maintaining online support groups for commune-level cadres and civil servants to promptly resolve difficulties and obstacles for localities; and assigning responsibility to members of the Standing Committee of the Provincial Party Committee and members of the Provincial Party Committee to monitor, understand the situation, and promptly exchange information with competent authorities to effectively coordinate the resolution of difficulties and obstacles in the areas and units under their responsibility.
