Accelerate the pace of urbanization.

By defining its economic development as an urban economic model, Dong Vinh ward has achieved a breakthrough in socio-economic development. This includes the investment and development of various service and commercial sectors in both quantity and scale; and the upgrading of transportation infrastructure, facilitating trade and travel. As a result, residents have proactively invested in building stalls, shops, and workshops for business and household economic development.

The Party Committee and the ward government also directed mass organizations to effectively utilize preferential loan sources from the Social Policy Bank and other credit institutions, and to pool capital for mutual loans totaling 12.444 billion VND, providing loans to 891 individuals to create jobs. Business operations at the market were maintained, creating stable business locations for over 80 households. The ward's People's Credit Fund expanded its operations to Doi Cung and Le Loi wards, achieving high efficiency; mobilizing 101.917 billion VND and lending 138.804 billion VND, an increase of over 300% compared to the beginning of the term.

As a result, the ward's economic structure has shifted in a positive direction. By 2020, the service and trade sector accounted for 66%; industry and construction for 30.4%; agriculture decreased to 3.6%; the average growth rate reached 10.21%; and the average per capita added value in 2020 was estimated at 55.4 million VND, an increase of 18.5 million VND compared to the beginning of the term. Along with that, the ward focuses on mobilizing resources and gradually investing in technical infrastructure, creating a favorable environment to attract investment in several projects in the area. It actively develops industry, handicrafts, construction, services, and trade, while gradually reducing agriculture in a positive direction. It proactively addresses production and business challenges faced by enterprises in the area, contributing to job creation, economic development, and social welfare. Currently, the ward has 426 production, business, and service establishments; including 97 in industry and construction, and 329 in transportation, services, and trade, employing hundreds of workers both regularly and seasonally.

During the past term, the ward focused on investing in the construction of 34 public welfare projects with a total budget of 147.95 billion VND (43.93 billion VND from the city budget, 88.82 billion VND from the ward budget, and 15.2 billion VND contributed by the people) to focus on building and upgrading several traffic routes; the Cultural House of Dai Loi and Yen Giang blocks; school buildings; mobilizing internal resources to invest in the construction of more than 9 km of concrete roads, 7.5 km of drainage ditches; 4 cultural houses, and a lighting system…

To date, most named roads in the ward have been upgraded and street lighting has been gradually installed; residential areas now have distinctly urban features. Many key infrastructure projects have been invested in and constructed, and urban beautification, restoration, and new infrastructure development have been accelerated, contributing to attracting investment, boosting economic development, and improving the quality of life for the people.

Aiming for prosperity and civilization.

Alongside economic development, the Party Committee of Dong Vinh ward has focused on leading socio-cultural development. Education in the area continues to develop, with investment in school facilities; effective state management of educational institutions; ensuring school security and food safety; improving the quality of teaching and learning; attracting local children to attend, with the number of students steadily increasing, and the number of primary school students nearly doubling compared to the 2015-2016 school year.

The quality of the management staff and teachers has been standardized and improved, meeting the needs of teaching and learning. Every year, the schools achieve the titles of advanced and excellent. The preschool and primary schools maintain their status as National Standard Schools Level I; effectively sustaining movements promoting learning, talent development, community learning, and building a learning society...

Cultural, artistic, and sports activities are regularly maintained, attracting enthusiastic participation from all segments of the population. Campaigns, patriotic emulation movements, and the "All People Unite to Build a Culturally Rich Life" movement are effectively implemented, creating a new momentum for the locality. Eleven out of twelve blocks achieved the title of "Cultural Block"; the average percentage of culturally exemplary families reached 89.6%.

Primary healthcare for the people is well-cared for, and social, humanitarian, and charitable activities are implemented promptly and effectively. Political security, order, and social safety are maintained, the material and spiritual lives of the people are improved, the number of well-off and wealthy households has increased, and the number of poor households has decreased to 6, or 0.17%, while the number of near-poor households is 1.18%.

The Party building work of Dong Vinh ward Party Committee has been focused on all three aspects: political, ideological, and organizational. The ward's cadre and the cadres of the residential groups have been strengthened to meet increasingly high demands. The leadership capacity and fighting strength of the Party organization have been continuously improved; the management and operation of the government have achieved many results; and the Fatherland Front and other mass organizations have increasingly affirmed their role and position in carrying out political tasks and building a strong national unity bloc.

These are proud achievements and important prerequisites for the Dong Vinh Ward Party Committee to lead the locality towards more sustainable development during the 2020-2025 term. With the Congress theme: “Democracy - Discipline - Innovation - Development”, to successfully achieve the goals set forth in the Resolution of the 7th Party Congress, 2020-2025 term, the Ward Party Committee will focus on improving the leadership capacity and fighting strength of the Party Committee, building a clean and strong political system; promoting democracy, strengthening unity, consensus, innovation, and creativity; mobilizing and effectively utilizing all resources to promote economic, cultural, and social development, ensuring national defense and security; accelerating administrative reform; building a team of cadres and civil servants that meets the requirements of the tasks; and building Dong Vinh Ward into a comprehensively developed, prosperous, and civilized area.
