The achievements of the past term are clearly evident in all aspects: the economy has grown considerably, the structure has shifted in the right direction, with an average annual growth rate of 9.9%; the average value added per capita/year increased from 48.9 million VND in 2015 to 80 million VND in 2019, estimated to reach 87.2 million VND in 2020 (the congress target was 85-90 million VND).

The service and trade sector accounted for 76.67% of the economy (compared to 77.46% in the previous period), while the industry and construction sector decreased to 23.32% (compared to 22.49%), and the agricultural sector fell to 0.03% (compared to 0.05%). Total social investment was estimated at 2,000 billion VND. Total budget revenue reached 138.104 billion VND, achieving 159.7% of the plan (compared to 86.429 billion VND). Total budget expenditure reached 124.342 billion VND, achieving 169.5% of the plan (compared to 73.322 billion VND).

Many businesses have been established and are operating effectively, and economic sectors have developed rapidly and diversified. People's living standards have continuously improved, the number of wealthy and well-off households has increased, and the number of poor households has decreased from 14 in 2015 to only 3, representing a rate of 0.06% (compared to 0.2% in the socio-economic development plan).

Strengthening urban and land management, implementing various solutions to ensure urban order and environmental sanitation. The rate of issuing land use right certificates to people reached 99.7% (99.5% of the target).
Investment in and development of technical infrastructure and urban beautification have been intensified. During the term, 46 projects were completed with a total investment of over 110 billion VND, of which nearly 6.5 billion VND was contributed by the people. The work of land clearance for project implementation was carried out decisively.

Many roads, drainage ditches, and sidewalks have been invested in and upgraded; schools, cultural centers, and memorials to heroes and martyrs have been repaired; and street lighting systems and street signs have been installed. A new health station, a meeting hall for the ward's People's Committee, flower gardens, and a planned 9-meter road (connecting Ly Tu Trong Street to Pham Dinh Toai Street) have been built. The completed projects are proving effective, and some have created urban landscape highlights. Overall, the appearance and urban landscape of the ward are becoming increasingly more modern and civilized.

Along with economic development, the socio-cultural sector has made significant progress. The education sector has developed quite steadily and comprehensively, with a junior high school graduation rate of 98.5% and a high school graduation rate of 99.2%. 310 students achieved excellent academic results at various levels, placing the ward among the top in the city in terms of educational quality.

Efforts to raise funds for education totaled nearly 8 billion VND, and school security was ensured. Primary healthcare for the people was given attention. Emphasis was placed on disease prevention and control, and food safety and hygiene, preventing outbreaks in the area, especially the prevention and control of Covid-19. The ward maintained its status as a national standard ward for healthcare.

The movement for national unity in building a cultured way of life has been intensified; cultural, artistic, and sports activities are gradually meeting the needs of the people. 100% of residential blocks have been recognized as cultural blocks; 85 residential groups (30 groups) and 51 alleys (30 alleys) have been built as civilized residential areas; the percentage of cultured families reached 94.7% (94.5%), and the percentage of sports-oriented families reached 58.3% (50%).

In addition, the ward promptly implemented many fundraising campaigns for charity and humanitarian programs, raising a total of over 1.5 billion VND. In 2019, the ward was recognized by the city as meeting urban civilization standards.

Reforming the administrative apparatus and merging neighborhoods.

Party building and the construction of the political system have been given attention, internal unity and cohesion have been maintained, and the leadership capacity and fighting strength of the Party Committee have been affirmed. The study and emulation of Ho Chi Minh's ideology, ethics, and style have been intensified, and advanced models and exemplary practices have been developed.

The Party Committee was commended by the city as an exemplary model in studying and following Uncle Ho's teachings during the 2015-2018 period, and the Executive Committee as a whole was praised and rewarded by the Provincial Party Committee during the "Nghe An follows Uncle Ho's teachings" emulation campaign in 2019-2020. The leadership and management of the government, the activities of the Fatherland Front and other political and social organizations have seen many innovations.

In implementing Resolution No. 6 of the Central Committee (12th term), Conclusion No. 134 dated March 5, 2019, of the Provincial Party Committee Standing Committee, and the City Party Committee's guidelines, the Party Committee has led the reorganization of the organizational structure, merged residential blocks, reviewed, reassigned, and reassigned the tasks of some civil servants and non-specialized officials from the ward to the block level in a way that emphasizes dual roles and more effective and efficient operation.

Since 2017, the policy has been to ensure that 100% of neighborhood leaders are Party members, participating in the Party committee and serving as Deputy Secretary of the Party branch. During the 2020-2022 term, 100% of neighborhood Party branches implemented the policy of concurrently holding the positions of Party branch secretary and Head of the Fatherland Front Committee or Neighborhood Leader.

Currently, the ward's Party Committee has 28 branches with over 1,900 Party members. The ideology of cadres, Party members, and the people is stable, and they have confidence in the leadership of the ward's Party committee and government.

Evaluating the results of implementing the targets of the Resolution of the 9th Party Congress, term 2015-2020, although many difficulties were encountered, the results achieved were not commensurate with the potential and advantages of the ward. There are still some limitations and shortcomings that need to be addressed soon, and 04 targets set out in the Resolution of the Congress have not been completed (growth rate, population development rate, Youth Union not achieving excellent results, and the percentage of Party branches meeting the requirements not reaching 100%).

However, the ward has basically achieved many results in various fields. 26 out of 30 targets were met or exceeded (including: 7 out of 8 economic targets, 11 out of 12 socio-cultural targets, 3 out of 3 urban targets, 2 out of 2 national defense and security targets, and 3 out of 5 targets for Party building, government, Fatherland Front and other organizations).

Recognizing the contributions and achievements, in 2017, the ward was honored to receive the Second Class Labor Medal from the President of Vietnam on the occasion of its 35th anniversary. Many collectives and individuals received Certificates of Merit from the Government, the Provincial Party Committee, and the Provincial People's Committee. The Standing Committee of the City Party Committee awarded Certificates of Merit, and the Standing Committee of the Provincial Party Committee awarded a Commendation Flag, recognizing the ward as a "Clean and Strong Party Committee" for five consecutive years (2015-2019). This timely encouragement and motivation serves as an important impetus, paving the way for the ward to confidently move into a new phase of development.

The political report presented to the 10th Party Congress of Ha Huy Tap Ward, for the term 2020-2025, identified the overall goal as: “To enhance leadership capacity and fighting strength, build a strong Party Committee and political system in the ward. Focus on mobilizing all resources to invest in technical infrastructure, develop socio-economic aspects, improve people's lives, and build a comprehensively strong Ha Huy Tap Ward.”

Maintaining the title and improving the quality of criteria for a ward achieving urban civilization standards, with a system of specific indicators, tasks, and solutions for implementation. Although difficulties and challenges will still be encountered, with the results and achievements attained in the past term, we are confident that in the new phase, the Party Committee and people of Ha Huy Tap ward will continue to work together, united, creative, and strive even harder to achieve the set goals, making a worthy contribution to the overall development of the heroic Red City.
