Developing trade and services

As the central ward of Vinh City, the Quang Trung Ward Party Committee has identified trade and services as its strength, focusing its leadership and direction on implementing comprehensive solutions. This includes effectively carrying out land clearance for projects; increasing the value of industrial and construction production; and promoting the growth of trade and services.

Encourage and create a favorable environment for businesses and production and business households to develop, especially in sectors with advantages such as: financial services, banking, trade, hotels, restaurants, transportation services, ready-made garments, etc.

Currently, the ward has 114 businesses and over 700 individual households operating effectively. It has effectively utilized loan capital from the Social Policy Bank, savings and credit funds, and idle capital from the people, totaling over 32 billion VND for more than 2,600 households; and has consolidated and maintained the effective operation of Quang Trung Market, attracting over 250 small traders.

During the 2015-2020 term, the average economic growth rate reached 10.4% (the Resolution target was 9.5%), per capita income in 2020 was estimated at 152 million VND, an increase of 65.7 million VND compared to 2015; total production value increased sharply from 1,639.1 million VND in 2015 to 2,687.08 million VND in 2020. The economic structure shifted in the right direction, the proportion of trade and services increased from 60.7% to 61.15%; industry and construction decreased from 39.3% to 38.85% (meeting the Resolution target).

The ward Party Committee focused on leading and directing urban beautification work. During the 2015-2020 term, with high political determination and many synchronized and creative solutions, which received widespread support from the people, the ward completed land clearance for the project to renovate the ancient citadel moat, the Phase I of Area A project, the T&T project, etc.

Arrangements were made to resettle 178 households in the first phase of the Area A project; 412 out of 421 households (equivalent to 98%) in the Area B renovation project were informed and persuaded to temporarily relocate; the construction of resettlement houses for households in Block 9 was basically completed. Flower-lined roads and green, clean, and beautiful road sections were constructed; and internal drainage ditches within the block were upgraded, renovated, and dredged.

The ward also effectively implemented the medium-term public investment plan for the period 2015-2020, annually reviewing and supplementing urgent projects; balancing resources and prioritizing the allocation of capital to implement projects to renovate and upgrade school facilities, cultural centers, roads, drainage ditches, etc., mobilizing resources totaling 10,858 million VND (reaching 108.1% of the set target) along with the ward budget and city support of over 11,367 million VND to complete 19 infrastructure projects.

Towards a civilized and modern city.

Alongside investing in urban infrastructure and social welfare infrastructure, Quang Trung ward consistently prioritizes the implementation of civilized urban living practices within its jurisdiction. The ward has effectively implemented the movement of exemplary conduct in front of its houses by officials, Party members, Youth Union members, and association members, adhering to the "three no's": "No violations of urban order, no litter, and no illegal advertising," linked to the development of model examples of urban order, such as flower-lined streets; green, clean, and beautiful road sections; upgrading, renovating, and dredging internal drainage ditches; and effectively implementing "Green Sunday" initiatives. This has led to a transformation in the awareness, responsibility, and actions of each citizen, contributing to a reduction in the annual rate of urban order violations by 47-50%.

The quality of education in the ward has improved, affirming sustainable development; 6 out of 6 schools maintain Level I standards, and 4 out of 6 schools achieve Level II standards. The ward has directed efforts to promote the movement of building culturally exemplary families and neighborhoods, and to improve the quality and percentage of culturally exemplary families. Primary healthcare for the people and the protection and care of children have received attention.

Social policies have been well-cared for… Social security work, the “Gratitude and Repayment” movement, and charitable and humanitarian activities have been carefully and accurately implemented, mobilizing 6,150 million VND for gifts, subsidies, and visits to eligible individuals. Effective poverty reduction measures have been implemented, with the poverty rate at 0.08% (Resolution target: 0.30%).

The leadership role and fighting capacity of the Party organization have been enhanced, and the activities of the government, the Fatherland Front, and political and social organizations have undergone many innovations in methods and content, truly fulfilling their roles and responsibilities as a bridge between the Party and the people, participating in building the Party and the government.

The achievements over the past five years are the result of the concerted efforts of the Party Committee, Government, Fatherland Front, mass organizations, and people of Quang Trung ward. With high political determination, they successfully implemented the Resolution of the 10th Party Congress of the ward for the 2015-2020 term, achieving and exceeding 25 out of 29 targets. This also serves as a foundation for Quang Trung ward to continue its sustainable development in the new phase.

The 11th Party Congress of Quang Trung Ward, for the 2020-2025 term, aims to build a comprehensively developed ward with modern and civilized urban architecture, becoming a commercial and service center of the city. Accordingly, the ward has identified key projects, both short-term and long-term. These include modernizing several important streets to attract businesses and serve pedestrians, building model streets linked to exploiting the ward's potential advantages to develop commercial services and cultural, historical, and spiritual tourism…

To achieve that goal, the Quang Trung Ward Party Committee continues to enhance the leadership capacity of the Party Committee, build a clean, strong, and effective political system. It mobilizes internal resources from social contributions and advises the province and city to support the maximum mobilization of resources, especially from projects currently underway and those planned for the future, towards the comprehensive completion of infrastructure, building a "bright, green, and clean" urban area, aiming to create the distinctive features of a modern, civilized city with a healthy living environment, a highlight in the city's urban architecture. This lays the groundwork for the ward to achieve the "Civilized Urban Area" standard by 2025...
