Unity to overcome difficulties

After the reunification of the country, under the leadership of the Party and the State, and with the assistance of the German Democratic Republic, Vinh City was rebuilt with many valuable projects such as schools, kindergartens, playgrounds, the Cua Bac flower garden, department stores, cinemas, the Vietnam-Germany Children's Cultural Center... A highlight was the 21 five-story apartment buildings at that time - designed with synchronized technical infrastructure planning and cultural and social welfare facilities to meet the city's development requirements, the dream of many people in the 1980s and 1990s, and a symbol of Vietnam-Germany friendship.

With those characteristics, Quang Trung ward has formed two areas: the area east of Quang Trung street is mostly inhabited by families of officials, workers, and civil servants who have been allocated housing and whose lives depend on their salaries; the area west of Quang Trung street is mainly inhabited by former residents from the periods of resistance against French colonialism and American imperialism, engaged in small-scale handicrafts and trading...

In the early years of its establishment, the country was in a period of centrally-controlled economy, and the people of Quang Trung ward faced many difficulties. The Party Committee, the government, and the people of the ward identified and unanimously implemented policies to promote socio-economic development, ensure national defense and security, and were determined to build a progressively developing ward.

In 2004, the plan to renovate old apartment buildings was replaced by an approved architectural design featuring modern high-rise buildings, meeting the rapid development of urban architecture and landscape, as well as the synchronized development of Vinh City - the center of the North Central region. Quang Trung Ward became a major construction site, with residents united and wholeheartedly cooperating with the province and city, accepting the immediate difficulties and handing over their apartments to implement the project for the common good.

Through the unity, effort, and determination of the business community, officials, and the people.Quang Trung wardInitial results have been achieved in urban renovation and beautification. Modern high-rise buildings and shopping centers and supermarkets have sprung up; bustling and vibrant specialized streets have been formed, such as Quang Trung, Dang Thai Than, Dao Tan, Phan Dinh Phung, Nguyen Thai Hoc...; major commercial banks and famous gold, silver, and gemstone trading centers have established headquarters and opened branches in the area...; hotels have become a trusted and frequent accommodation choice for many tourists visiting Nghe An.

Focus on developing small-scale industries and commercial services.

Entering a new era, the Party Committee of Quang Trung Ward, in its 11th term, set forth specific targets and solutions: focusing on developing small-scale industries and commercial services, forming traditional craft streets, creating jobs, improving people's lives, and increasing budget revenue... advising on the development of services towards developing the night economy associated with commercial and historical tourism, effectively exploiting commercial centers and supermarkets... The Ward People's Committee has concretized Plan No. 28 of the City People's Committee with many positive solutions, supporting people to borrow hundreds of billions of dong to invest in production and business development to achieve legitimate wealth. Quang Trung Market attracts nearly 1,000 business households with many diverse and abundant goods. Currently, there are over 300 limited liability companies and private enterprises operating effectively in the ward, serving as a driving force for economic development and contributing to the local area's construction of a new, civilized, and modern urban space.

The "National Unity for Building a Culturally Rich Life" movement has seen many positive changes, becoming more in-depth and substantive. The percentage of culturally exemplary families reached 93.3%, with 11 out of 12 culturally exemplary blocks achieving 91.6%. Many key figures in the movement have actively participated in activities at the neighborhood, agency, unit, and enterprise levels, creating favorable conditions for the formation of cultural, artistic, and sports clubs. Education has always been a priority, and the quality of teaching and learning has improved. Three schools received commendations from the Provincial People's Committee; 100% of staff and teachers meet the required standards; the annual student promotion rate is 98%; 58% of secondary school students achieve excellent grades at all levels, and 71% achieve excellent grades at the primary school level; the enrollment rate of children in four kindergartens is 97%; and 40 to 60 students are admitted to universities.

For many years, the ward has maintained its status as a "national standard ward in healthcare". Population and family planning work has received attention with many comprehensive solutions. The ward has been proactive, flexible, and effective in disease prevention and control, especially during the Covid-19 pandemic. Social welfare, "Remembering the source of water" (a Vietnamese idiom meaning showing gratitude), and humanitarian and charitable activities have been given attention; the poverty rate has decreased to 0.03%, and over 113 new jobs are created annually. The rate of people participating in health insurance has reached 89%.

The "All People Protect National Security" movement has been developed and effectively promoted with many exemplary models. The ward police force has consistently achieved the "Unit of Victory" title for many years and has received commendations from the Provincial People's Committee and the Director of the Provincial Police. Local military affairs are prioritized, with core militia forces regularly supplemented, strengthened, and consolidated, and full training is conducted annually. Recruitment and conscription meet targets and ensure quality. Plans are developed to ensure security, self-reliance, and readiness for combat, protecting the Party, the government, and the peaceful lives of the people.

After 40 years, the Party Committee of the ward, which initially had 10 branches with 116 members, now has 19 subordinate branches with 523 members and over 580 members participating in activities in their residential areas. For many consecutive years, the ward's Party Committee has been recognized by the city as a Party Committee that has successfully and excellently fulfilled its tasks (including two consecutive years, 2016 and 2017, when it achieved outstanding performance). Training and development of cadres is consistently prioritized, with 100% of civil servants meeting the standards in political and professional qualifications; many cadres have grown and developed through mass movements. The activities of the People's Council, the Fatherland Front, and people's organizations have undergone many innovations in content and methods, effectively fulfilling their roles and responsibilities in building residential communities, carrying out effective propaganda and mobilization work, and performing the functions of social supervision and criticism, maintaining close relationships and caring for the legitimate rights and interests of members and the general public.

In the coming period, Quang Trung ward sets forth key tasks to build upon achievements, overcome shortcomings and limitations, continue to effectively implement the Resolution of the 11th Ward Party Congress, focus on economic development, and ensure a regular revenue stream for the budget. At the same time, the ward will maintain political security and social order, strengthen national defense; effectively implement policies and regulations; manage urban planning well; and combine the mobilization of investment resources to accelerate the construction of infrastructure and cultural institutions, ensuring sustainable growth for the locality.

Continue to innovate the methods and leadership capacity of the Party Committee, improve the quality of operation of the government, the Fatherland Front, and people's organizations; improve the quality and effectiveness of administrative reform, build a team of cadres, civil servants, and public employees with sufficient qualities, prestige, and competence to successfully carry out assigned tasks, and build Quang Trung ward into a bustling commercial center and financial and banking service center of the city.
