Outstanding results

Following the merger, the commune's Party Committee has 377 members operating in 15 branches. Overcoming initial difficulties related to the reorganization of the cadre apparatus, including concerns among cadres, Party members, and the people, the commune's Party Committee focused on leading and directing the completion of the goals, targets, and tasks set forth in the resolution of the commune's Party Congress for the 2015-2020 term. Simultaneously, it directed the branch congresses and completed all necessary preparations to ensure the success of the Chau Nhan commune Party Congress for the 2020-2025 term.

Looking back at the implementation of the resolutions of the Party Congresses of the two communes for the 2015-2020 term, Comrade Le Khanh Quang - Deputy Secretary of the Party Committee and Chairman of the People's Committee of Chau Nhan commune - affirmed that the greatest success was that both communes achieved the New Rural Area status one year ahead of schedule according to the congress resolution. This result clearly demonstrates the "will of the Party and the aspirations of the people," sharing a common will and determination to strive and move forward.

The total investment resources for building new rural areas in the locality up to the end of 2019 amounted to over 228 billion VND, of which the people contributed over 70 billion VND along with more than 5,000 man-days of labor. Being recognized as achieving the new rural area standard affirms the comprehensive development of the locality. Economic and social infrastructure has been invested in, built, upgraded, and expanded.

The rural road system is now fully paved with concrete in all hamlets; hamlet cultural centers have been built and upgraded; and schools and health stations have been constructed in a modern and spacious manner. Currently, the commune has 3 out of 5 schools meeting national standards, including 2 schools meeting level 2 standards, and both health stations meeting national standards; 9 out of 10 hamlets have achieved the status of cultural villages. The rural landscape is becoming increasingly modern, clean, beautiful, and civilized.

Particularly in Chau Nhan commune, many economic models have been formed and developed, yielding high efficiency. A prime example is the expansion, development, and diversification of business and service activities in the commune's center, ranging from construction materials and agricultural supplies to clothing and general merchandise, linked to My Market – a trading hub for people from the southeastern communes of the district, creating a bustling and vibrant atmosphere for the locality.

Regarding food services, they attract not only diners from the communes within the district but also from other localities, especially Vinh City. Many other industries have also expanded and developed; including several traditional craft villages specializing in rice paper making, peanut candy, traditional liquor brewing, and weaving; as well as mechanical engineering, welding, animal feed milling, transportation, construction, and peanut oil pressing.

Currently, Chau Nhan commune has 155 households involved in various trades and professions, and 242 households engaged in service and trade businesses.

In agricultural production, the locality has focused on leading and directing the effective exploitation of alluvial land, including introducing genetically modified corn, soybeans, and sesame for export; strongly developing the breeding cattle herd with over 3,000 head and raising grass-fed goats and Mong chickens in a farm-oriented manner; and establishing an organic rice production area combined with earthworm farming - becoming a specialty and an important economic sector of the locality. For rice cultivation, the locality has established several large-scale model fields with high efficiency. As a result, the value of agricultural production has reached an average of over 80 million VND/ha/year, an increase of more than 20 million VND/ha compared to 2015.

Besides focusing on economic development, during the 2015-2020 term, the Party Committee and government of Chau Nhan commune also concentrated on leading and directing poverty reduction efforts, ensuring conditions for improving the quality of information and cultural and spiritual enjoyment, as well as promoting physical exercise and sports to improve the health of the people. The poverty rate decreased from 8.5% to only 2.3%. The rate of people participating in health insurance increased from 74% in 2015 to 85% in 2020. National defense, security, and social order and safety were ensured. The material and spiritual lives of the people were improved in all aspects.

Development orientation for the new phase

Chau Nhan commune has 40% of its population living outside the left bank of the Lam River, suffering from natural disasters like storms and floods every year, and experiencing uneven levels of public awareness and education. This is one of the biggest challenges facing the commune. According to Comrade Tran Cong Hoan, Secretary of the Commune Party Committee, recognizing these difficulties, the Standing Committee and the Executive Committee of the Party Committee, both before and after the commune merger, have clearly defined the mindset of overcoming these obstacles to move forward. This mindset has been instilled in all cadres, civil servants, and workers from the commune to the hamlets, among all Party members and the people, sharing a common determination to unite and work together for development.

On the other hand, the locality has also encouraged the support and contributions of its children living away from home to the local development. In the process of leadership and guidance, the Party committee and government have formulated appropriate policies that align with "the will of the Party and the aspirations of the people"; assigned cadres and civil servants, especially leading cadres, to provide systematic and effective guidance; promptly commended positive individuals; and effectively implemented democratic regulations, emphasizing the pioneering and exemplary role of cadres and Party members who "walk the talk."

Chau Nhan is a rural area with a revolutionary tradition and boasts 7 historical and cultural relics (3 national-level relics and 4 provincial-level relics), including the Central Committee of the Communist Party of Vietnam relic and the national-level relic of the Pham family church.

Entering the 2020-2025 term, despite remaining difficulties stemming from the unresolved issues following the commune merger, especially regarding policies for handling redundant officials, the Party Committee, government, and people of Chau Nhan commune are determined to strive and unite to continue achieving rapid and sustainable development.

In the new term, according to Secretary Tran Cong Hoan, Chau Nhan will have two breakthroughs: developing industries and services in the central area and effectively exploiting the economy of the coastal area. Regarding industries and services, in addition to maintaining and developing existing ones, the locality will plan and expand the scale of My Market; and at the same time, expand and diversify the services of restaurants focusing on local specialties.

Regarding the economy of the riverside area, leadership and guidance will continue, strengthening linkages and promoting the application of science and technology to form new economic models in the direction of combining the development of eco-tourism along the Lam River. Based on the results and lessons learned in leading and directing the construction of new rural areas in the past, the Party Committee and people of Chau Nhan commune are determined to achieve advanced new rural area status of the district by 2025.

With a spirit of innovation and unity; inheriting and promoting the revolutionary traditions of the Central Vietnam Party Committee and the homeland of Martyr Pham Hong Thai, and drawing on the leadership and guidance experience of previous generations, we believe that in the 2020-2025 term, the Party Committee and people of Chau Nhan commune will continue to create many bright spots and build an increasingly prosperous homeland.
