Provincial Party Secretary Nguyen Duc Trung emphasized that Que Phong commune must assume the role of a connecting center, partnering with and developing other communes in the area; building Que Phong into a shining example in all aspects of the western Nghe An region in the new development era.
On the morning of August 23rd, the Party Committee of Que Phong commune solemnly held its first Party Congress for the 2025-2030 term, with the participation of 200 delegates representing over 1,900 Party members. Comrade Nguyen Duc Trung, Secretary of the Provincial Party Committee, attended and directed the Congress.
Also attending were leaders from Party committees, the Provincial Party Committee Office, the Provincial People's Council, and provincial departments and agencies.

Que Phong commune was established by merging Kim Son town and the communes of Chau Kim, Muong Ngoc, and Nam Giai.
The First Congress of the Commune Party Committee was a historical milestone, affirming the will, faith, and aspirations of the entire Party Committee and people of the commune after the reorganization.

The political report presented to the congress identifies the development goals of Que Phong commune in the next term as making good use of its potential and advantages; promoting the development of business and services, developing agriculture and forestry towards commodity production, and improving the quality and value of products.
Effectively implement poverty reduction programs and socio-economic development in ethnic minority and mountainous areas; maintain political stability, ensure national defense and security, and safeguard the border; strive to build Que Phong into a prosperous commune in western Nghe An province.


Que Phong strives to achieve the following targets by 2030: an average annual growth rate of 7.5-8% in total product value; a 45% increase in per capita income compared to 2025; a poverty rate below 14% according to the multidimensional standard; 60-65% of the population having access to clean water; and achieving drug-free status in the commune...

In his address to the congress, Provincial Party Secretary Nguyen Duc Trung, on behalf of the Provincial Party Standing Committee, acknowledged, highly appreciated, and warmly commended the important achievements that the Party Committee, government, and people of the former communes and towns, now reorganized into Que Phong commune, have achieved in the past term.

During the upcoming term, Provincial Party Secretary Nguyen Duc Trung requested that the Que Phong Commune Party Committee continue to thoroughly understand and concretize development goals according to the orientations from the Central and Provincial Resolutions, especially Resolution No. 39 of the Politburo. In addition, focus on implementing the four "pillar" Resolutions of the Politburo, especially Resolution No. 57 and Resolution No. 68.
Focus on improving the leadership capacity of the Party committees and enhancing the management and operational capacity of the government. Innovate the thinking and working methods of Party committees and the government, shifting from administrative management to a proactive and service-oriented administrative mindset. Use the satisfaction of citizens and businesses as a measure of the quality of government operations.

Que Phong commune also needs to review, supplement, and adjust its overall planning, expanding linkages to create more resources and new development opportunities. The development space should be rearranged to better exploit the potential and advantages of the area and utilize investment resources.
Emphasizing Que Phong's central role in the region, the Provincial Party Secretary suggested that the commune focus on linking development with localities in the western part of the province, and with public service units and businesses inside and outside the province.

"Que Phong must assume the role of a central hub connecting, accompanying, and developing with the communes in the area. The communes of the former Que Phong district also need to consider this a very important factor for the development of their localities on this new journey," the Provincial Party Secretary emphasized.
At the same time, focus on effectively exploiting the potential and advantages of the locality; promote the development of trade and services, develop agriculture and forestry towards commodity production, improve the quality and value of products; effectively implement poverty reduction programs and socio-economic development in ethnic minority and mountainous areas; and take care to improve the material and spiritual lives of the people.

Blessed with favorable climate, soil, and landscape, and supported by the diligence and hard work of its people, Que Phong commune, thanks to the province's Party Secretary, is expected to preserve and develop valuable rice varieties such as Khau Cay Noi sticky rice, Que Quy duck, cage-farmed fish in the lake, and herbal rice wine, into high-quality, distinctive OCOP products that generate significant economic value.
Linking agricultural production with tourism development, exploring the unique and rich history and culture of the Thai ethnic group, is one of the very important contents and criteria for building new rural areas in localities with rich cultural identity like Que Phong.

Que Phong also needs to continue focusing on developing grassroots healthcare and education, especially the system of ethnic minority boarding schools; considering this as an important solution in socio-economic development and sustainable poverty eradication, especially for ethnic minorities in special areas that still face many difficulties.
Furthermore, we must continue to implement comprehensive solutions to ensure national defense and security, preventing the emergence of "hot spots" related to political security and social order.

Continue to strengthen the building and rectification of the Party and the political system at the commune level, making them strong, streamlined, efficient, and effective, meeting the major requirements and tasks of the two-level local government.
Immediately after the Congress, Provincial Party Secretary Nguyen Duc Trung requested the Party Committee of Que Phong commune to promptly concretize the Resolution with practical programs, plans, and projects that are relevant to reality.

Select key, priority tasks with a leading and far-reaching impact to focus on decisive leadership, creating clear changes right from the beginning of the term. The action program needs to be proactive, clearly defining responsibilities, tasks, timelines, expected results, and even monitoring and supervision.
Provincial Party Secretary Nguyen Duc Trung expressed his confidence that the Party Committee, government, armed forces, and people of all ethnic groups in Que Phong commune will continue to strive to successfully achieve the goals, targets, and tasks set by the Congress; building Que Phong commune into a shining example in all aspects of the western region of Nghe An in the new era of development.

The Congress heard the announcement of the Provincial Party Standing Committee's decision to appoint the Party Committee of Que Phong commune for the 2025-2030 term, consisting of 26 members; the Standing Committee, the Inspection Committee, and the Chairman of the Inspection Committee of the commune's Party Committee. Comrade Truong Minh Cuong was appointed to the position of Secretary of the Party Committee and Chairman of the People's Council of Que Phong commune.
