From January 2015 to June 2017, the Investigation Police Department of Vinh City Police initiated investigations into 27 cases involving 38 defendants for crimes against economic management order, including 21 cases involving 26 defendants for trading and transporting prohibited goods, namely fireworks.

The remaining violations include trafficking in smuggled cigarettes, counterfeit foreign liquor, trading in invoices and documents, and intentionally violating state regulations on economic management, resulting in serious consequences.

During the monitoring session, Mr. Tran Dinh Toan - Deputy Head of the Legal Affairs Committee of the Provincial People's Council, and several delegates expressed concern about the fact that the Vinh City Police have not yet detected many cases involving specialized economic fields such as taxation, speculation, securities, credit, and land.

According to the explanation from the Deputy Chief of Police of Vinh City, Mr. Nguyen Huu Cuong, the police investigation teams have participated in many inter-agency teams to handle and impose administrative penalties on numerous cases related to violations in the field of economic management. Data on this matter will be promptly updated and sent to the supervisory team.

Mr. Cuong also stated that many violations related to the economy that the police investigation agency has discovered and handled are regulated in other fields.

For example, cases involving violations in the land sector are mainly handled under charges of abuse of power or intentional violation of regulations, or corruption... therefore, they are not included in the list of crimes handled in the economic sector, and thus the agency does not include them in its monitoring report.

Regarding the handling of violations related to smuggling, counterfeiting, and the production of fake goods, proving the origin of the goods and the connection to the violators remains a significant challenge.

Regulations for handling violations in the fields of food and food additive trading and production, and penalties for trading and using firecrackers, are still inconsistent, causing difficulties for enforcement agencies.

However, representatives of the Vinh City Police Department also acknowledged that, although the investigative police agency has always paid close attention to the investigation of crimes infringing on economic management order, crimes related to specialized economic fields such as taxation, speculation, securities, credit, land, or cases involving the trading and production of counterfeit goods have not been detected and handled in large numbers.

Based on that reality, the Vinh City Police proposed to the supervisory delegation that they should advise relevant levels and sectors to improve the legal system related to crimes against economic management order to better suit the reality.

Relevant agencies and departments, such as tax authorities and specialized inspectorates, need to establish coordination mechanisms in preventing and combating this type of crime.

Regarding the inconsistencies in the relevant regulations as reported by the Vinh City Police, Mr. Tran Van Mao - Deputy Head of the Provincial National Assembly Delegation - requested the unit to provide a detailed report so that the delegation can forward the issue to the relevant levels and sectors.

At the end of the working session, Ms. Thai Thi An Chung requested the Vinh City Police to strengthen leadership and guidance in the investigation, prosecution, trial, and execution of cases involving violations of economic management regulations; to focus on establishing several special cases and topics in this field to intensify crime suppression; and to pay more attention to recommendations regarding the investigation and handling of violations of economic management regulations in the area and field under their responsibility...
