Building Vinh city 'clean of drugs' by 2026

Vinh City is the economic, political, cultural and social center of Nghe An province and is oriented to develop into the economic and cultural center of the North Central sub-region.

Building Vinh City into a "drug-free" area will create an important foundation and condition to attract investment, develop the socio-economy, and ensure security and national defense.

Thereby, building the city into a civilized and modern urban area in the spirit of Resolution No. 39 of the Politburo on building and developing Nghe An province to 2023, with a vision to 2045, contributing to removing Nghe An from the key and complicated drug-related area of ​​the country in the shortest time.

According to the Provincial Police, the goal of the Project is to promote the combined strength of the entire political system and the entire population to gradually control, prevent and repel crime and drug abuse in Vinh City. Focus on transforming drug-infested areas in communes and wards.

Do not allow the formation of new complex drug hotspots and routes, or the re-formation of complex drug hotspots and routes, complex drug hotspots and locations, or drug retail points in the city after they have been destroyed.

Effectively prevent drug smuggling from the border, other provinces, cities and other districts and towns in the province into Vinh city, not allowing Vinh city to become a key drug transit area.

Ensure facilities and human resources; improve the quality and effectiveness of drug addiction treatment and management of post-treatment addicts; create livelihoods for addicts, illegal drug users and post-treatment drug addicts; gradually and sustainably reduce the number of addicts and illegal drug users.

Determined that by the end of 2026, Vinh city will achieve the "clean from drugs" criteria, and be recognized by the Provincial People's Committee, laying the foundation for successfully implementing the goal of removing Nghe An from the key and complicated drug-related area.

The scope of implementation of the Project is in 100% of wards and communes in Vinh city.(before and after administrative boundary expansion)The project implementation roadmap is divided into 3 phases.

Phase 1(from the date of issuance of the Project to December 14, 2024): Focus on directing the "cleaning up" of drugs in 8 wards and communes of Vinh city, including: Cua Nam, Hung Dung, Ben Thuy, Hung Binh, Hung Phuc, Hung Chinh, Hung Hoa, Le Loi and 1 commune of Nghi Loc district: Nghi Phong (belonging to Vinh city after expanding administrative boundaries).

Focus on directing the "cleaning" of drugs in areas that have met the "clean drug" criteria: 8 wards and communes of Vinh city, including: Hong Son, Truong Thi, Ha Huy Tap, Quan Bau, Trung Do, Nghi Duc, Nghi Lien, Nghi An; 7 wards of Cua Lo town, including: Nghi Hai, Nghi Hoa, Nghi Huong, Nghi Tan, Nghi Thu, Nghi Thuy, Thu Thuy; 3 communes of Nghi Loc district, including: Nghi Xuan, Phuc Tho, Nghi Thai (belonging to Vinh city after expanding administrative boundaries).

Phase 2(from December 15, 2024 to December 14, 2025): Focus on directing the "cleaning up" of drugs in 9 wards and communes of Vinh city, including: Doi Cung, Dong Vinh, Le Mao, Quang Trung, Vinh Tan, Hung Dong, Hung Loc, Nghi Kim, Nghi Phu.

Focus on directing the "cleaning" of drugs in 27/36 wards and communes of Vinh city (after expanding the administrative boundaries) to meet the "clean drug" criteria, including: Cua Nam, Hung Dung, Ben Thuy, Hung Binh, Hung Phuc, Le Loi, Hong Son, Truong Thi, Ha Huy Tap, Quan Bau, Trung Do, Hung Chinh, Hung Hoa, Nghi Lien, Nghi An, Nghi Duc, Nghi Hai, Nghi Hoa, Nghi Huong, Nghi Tan, Nghi Thu, Nghi Thuy, Thu Thuy, Nghi Phong, Nghi Xuan, Phuc Tho, Nghi Thai.

Phase 3(from 2026 onwards): From December 14, 2025 - June 14, 2026: Complete the dossier to request the Provincial People's Committee to consider and recognize "Vinh City is clean of drugs" according to Decision No. 893/QD-UBND dated April 10, 2024 of the Provincial People's Committee on promulgating the Regulations on criteria and procedures for considering and recognizing "Districts, cities, towns are clean of drugs" in Nghe An province.

From June 14, 2026 onwards: Implement solutions to "keep clean" drugs in 36/36 communes and wards of Vinh city; sustainably maintain the results of building "Vinh city clean of drugs" in the following years.
