The goal is to make Vinh City 'drug-free' by 2026.
The People's Committee of Nghe An province has just unanimously approved the draft plan to build Vinh city into a "drug-free" city. The plan outlines a roadmap to achieve the city's "drug-free" status by 2026.
Vinh City is the economic, political, cultural, and social center of Nghe An province and is being developed into the economic and cultural center of the North Central sub-region.
Building Vinh City into a "drug-free" area will create an important foundation and conditions for attracting investment, developing socio-economic aspects, and ensuring national security and defense.
Through this, the city will be built into a civilized and modern urban area in accordance with the spirit of Resolution No. 39 of the Politburo on building and developing Nghe An province until 2023, with a vision to 2045, contributing to removing Nghe An from the list of key and complex drug-related areas in the country as soon as possible.

According to the Provincial Police, the objective of the Project is to leverage the combined strength of the entire political system and the whole population to gradually control, prevent, and repel drug-related crimes and social evils in Vinh City. The focus is on transforming areas with drug problems in communes and wards.
Prevent the formation of new complex drug trafficking areas, routes, or hotspots, or the re-establishment of complex drug trafficking areas, routes, hotspots, or drug retail points within the city after they have been dismantled.
Effectively prevent the infiltration of drugs from the border, other provinces and cities, and other districts and towns within the province into Vinh City, ensuring that Vinh City does not become a key drug transit point.
Ensuring adequate facilities and human resources; improving the quality and effectiveness of drug addiction treatment and rehabilitation, and managing addicts after rehabilitation; creating livelihoods for addicts, drug users, and those who have completed drug rehabilitation; and gradually and sustainably reducing the number of addicts and drug users.
With determination, by the end of 2026, Vinh City will meet the criteria of being "drug-free," and will be officially recognized by the Provincial People's Committee, laying the foundation for successfully achieving the goal of removing Nghe An province from the list of key and complex drug-related areas.

The project will be implemented in 100% of the wards and communes within Vinh City.(Before and after the expansion of administrative boundaries)The implementation roadmap for the project is divided into 3 phases.
Phase 1(From the date of issuance of the Plan to December 14, 2024)Focus on directing the "cleanup" of drugs in 8 wards and communes of Vinh City, including: Cua Nam, Hung Dung, Ben Thuy, Hung Binh, Hung Phuc, Hung Chinh, Hung Hoa, Le Loi and 1 commune of Nghi Loc district: Nghi Phong (belonging to Vinh City after the expansion of administrative boundaries).
Focus on directing efforts to "keep the area free of drugs" in areas that have already met the criteria for being "drug-free": 8 wards and communes in Vinh City, including: Hong Son, Truong Thi, Ha Huy Tap, Quan Bau, Trung Do, Nghi Duc, Nghi Lien, Nghi An; 7 wards in Cua Lo town, including: Nghi Hai, Nghi Hoa, Nghi Huong, Nghi Tan, Nghi Thu, Nghi Thuy, Thu Thuy; and 3 communes in Nghi Loc district, including: Nghi Xuan, Phuc Tho, Nghi Thai (which are part of Vinh City after the expansion of its administrative boundaries).
Phase 2(from December 15, 2024 to December 14, 2025)Focus on directing efforts to "clean up" drug use in 9 wards and communes of Vinh City, including: Doi Cung, Dong Vinh, Le Mao, Quang Trung, Vinh Tan, Hung Dong, Hung Loc, Nghi Kim, and Nghi Phu.
The focus is on directing efforts to "keep the area free" of drugs in 27 out of 36 wards and communes in Vinh City (after the expansion of its administrative boundaries) that meet the criteria of being "drug-free," including: Cửa Nam, Hưng Dũng, Bến Thủy, Hưng Bình, Hưng Phúc, Lê Lợi, Hồng Sơn, Trường Thi, Hà Huy Tập, Quán Bàu, Trung Đô, Hưng Chính, Hưng Hòa, Nghi Liên, Nghi Ân, Nghi Đức, Nghi Hải, Nghi Hòa, Nghi Hương, Nghi Tân, Nghi Thu, Nghi Thủy, Thu Thủy, Nghi Phong, Nghi Xuân, Phúc Thọ, and Nghi Thái.
Phase 3(from 2026 onwards)From December 14, 2025 to June 14, 2026: Complete the application dossier requesting the Provincial People's Committee to consider and recognize "Vinh City as Drug-Free" according to Decision No. 893/QD-UBND dated April 10, 2024 of the Provincial People's Committee on promulgating regulations on criteria and procedures for considering and recognizing "Drug-Free Districts, Cities, and Towns" in Nghe An province.
From June 14, 2026 onwards: Implement solutions to "keep the city free of drugs" in all 36/36 communes and wards of Vinh City; sustainably maintain the results of building "Vinh City free of drugs" in the following years.
Currently, Vinh City has successfully achieved the "drug-free" criteria in 8 out of 25 wards and communes. After expanding its administrative boundaries, Vinh City now has 7 more wards from the existing Cua Lo town and 3 out of 4 existing communes from Nghi Loc district that meet the "drug-free" criteria, bringing the total to 18 out of 36 wards and communes.
